Voters propose tightening responsibility to avoid late administrative records

Voter Dang Thi Anh Phi (Group 27, Ngu Hanh Son Ward) reflected that although the current procedure for handling procedures has been clearly announced, the actual implementation is still inadequate, causing waste of time and effort for the people. There are files that have been processed five or seven times without any results. People really need a transparent and timely process to feel happy - that is, to be served quickly and transparently.

Ms. Anh Phi cited that recently, she completed the property transfer documents, although she had completed her tax obligations, the results were delayed compared to the appointment letter. The documents were scheduled for September 22, but were not completed until the end of September. Next, the "one-stop" department scheduled October 2 to return the red book, but when she came to receive it, she was told "not yet available". She had to go back and forth many times and only received the book on the morning of October 3.

Ms. Anh Phi suggested that the city review the process of handling documents at the one-stop shop, improve responsibility and reputation in service, and have specific sanctions for cases of lateness, ensuring the rights and satisfaction of the people.

Responding to this opinion, Mr. Nguyen Hoa, Chairman of Ngu Hanh Son Ward People's Committee, said that current administrative procedures are evaluated for people's satisfaction on a weekly and monthly basis. He said that officers and civil servants of the wards are still working overtime, even at noon, on Saturdays and Sundays to meet work requirements. "We acknowledge the voters' comments and will continue to improve," Mr. Hoa said.

According to Mr. Tran Chi Cuong, National Assembly Delegate, Vice Chairman of Da Nang City People's Committee, Ngu Hanh Son is currently implementing a two-level government model, one level of government with a scale of work almost like that of the previous district, but the apparatus is only at the ward level. This causes the workload to increase, while the human resources are significantly reduced. "Previously, the district had nearly 10 specialized departments, now the ward only has 2 departments, so the pressure is very great. I hope voters will share and accompany the government so that it can gradually perfect this model," said Mr. Cuong.

According to Mr. Cuong, the city government will direct the ward to develop a specific plan, prioritizing urgent issues such as flood and storm prevention, environmental sanitation, urban order and security.

Regarding the delay in administrative procedures, Mr. Cuong suggested that administrative units and one-stop shops should proactively contact and promptly notify people if their documents are delayed, avoiding the situation where people have to go back and forth many times. “Just a phone call or text message can help people save time and effort,” Mr. Cuong said.
