Speaking at the closing ceremony of the 13th Central Conference on the morning of October 8, General Secretary To Lam said that the Conference had completed all of its contents and agenda.
“Each issue was carefully prepared, thoroughly discussed, and resolved with high consensus, including many “backbone” contents directly related to the success of the 14th National Congress of the Party, to the goal of rapid and sustainable development, and to improving the real lives of the people,” according to the General Secretary 's assessment.
The 13th Central Conference discussed frankly, scientifically and reached high consensus on many important policies and decisions.
Summarizing the main results, the General Secretary said that first of all, the Central Executive Committee approved the documents submitted to the 14th National Party Congress; agreed to introduce personnel for the 14th Central Executive Committee and Central Inspection Commission.

The Central Committee also gave opinions on the time, content, program, working regulations, and election regulations of the 14th Congress with the motto of ensuring compliance with regulations, innovation, science, efficiency, and practicality.
In particular, the General Secretary emphasized that the content of the design documents should be concise, substantive, and clearly orientate institutional - infrastructure - human resource breakthroughs, digital and green transformation, regional connectivity, and national development in the direction of autonomy and sustainability.
Second, the Central Committee approved the conclusion on the Report on the implementation of the 2025 socio-economic plan; determined to complete the remaining targets of the 2021-2025 Five-Year Plan; prepare the basis for the 2026 socio-economic plan and the 2026-2030 finance-budget in the spirit of macroeconomic stability, public debt safety, prioritizing development investment and ensuring social security.

Third, clearly identify institutional bottlenecks that need to be removed within the authority of the Central Government; unify the mechanism for periodic monitoring, inspection, and evaluation, publicize the responsibilities of leaders, and encourage those who dare to think and act for the common good.
Fourth, according to the General Secretary, the Central Committee has agreed on major orientations and methods for organizing the implementation of the conclusions of the 13th Central Conference and the conclusions of the Politburo in the past time; establishing the operating principle "Discipline comes first - Resources go together - Results are the measure".
