In his closing speech at the Conference, General Secretary To Lam assessed: "Each issue was carefully prepared, thoroughly discussed, and resolved with high consensus, including many 'backbone' contents directly related to the success of the 14th National Congress of the Party, the goal of rapid and sustainable development and improving the real life of the people."

The 13th Central Conference discussed frankly, scientifically and reached high consensus on many important policies and decisions.

Summarizing the main results, the General Secretary said that the Central Executive Committee approved the documents submitted to the 14th National Party Congress; agreed to introduce personnel for the 14th Central Executive Committee and the Central Inspection Commission ; and gave opinions on the time, content, program, working regulations, and election regulations of the 14th National Congress with the motto of ensuring compliance with the charter, innovation, science, efficiency, and practicality.

The Central Committee approved the conclusion on the Report on the implementation of the 2025 socio-economic plan; determined to complete the remaining targets of the 2021-2025 Five-Year Plan; prepare the basis for the 2026 socio-economic plan and the 2026-2030 finance-budget plan in the spirit of macroeconomic stability, public debt safety, prioritizing development investment and ensuring social security.

The conference clearly identified institutional bottlenecks that need to be removed within the Central Government's authority; agreed on a mechanism for periodic monitoring, inspection, and evaluation; publicized the responsibilities of leaders; and encouraged those who dare to think and act for the common good.

The Central Committee also agreed on major orientations and methods for organizing the implementation of the conclusions of the 13th Central Conference and the conclusions of the Politburo in the past time; established the operating principle "Discipline comes first - Resources go together - Results are the measure".

Also at the 13th Conference, the General Secretary said that the Central Executive Committee had decided on a number of issues regarding the work of ministries under its authority.
