On the evening of October 6, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting of the Government Steering Committee on summarizing Resolution No. 18-NQ/TW on the arrangement of public service units under ministries, branches and localities according to Official Dispatch No. 59-CV/BCĐ of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW.
Attending the meeting were Deputy Prime Ministers ; Deputy Secretaries of the Government Party Committee; Ministers, Heads of ministerial-level agencies; leaders of ministries and branches who are members of the Steering Committee.
Pursuant to Document No. 59-CV/BCĐ dated September 12, 2025 of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW on the arrangement of public service units, state-owned enterprises and focal points within agencies and organizations in the political system, the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Government issued Plan 130/KH-BCĐTKNQ18 on the arrangement of public service units, state-owned enterprises and organizations within the state administrative system.
Accordingly, at the Central level, continue to review and streamline the organizational structure in ministries, ministerial-level agencies, and government agencies, especially department-level units under ministries and branches, to ensure no overlap in functions and tasks; strictly implement the policy of not establishing departments within departments under ministries and branches.
At the local level, review and promptly issue regulations on the functions, tasks, and organizational structure of provincial and communal-level agencies, units, and organizations, especially those after mergers and acquisitions under the new model; propose and make reasonable adjustments if necessary to ensure no overlap or omission of functions and tasks; continue to research and propose plans to streamline the internal organizations of provincial-level departments, agencies, branches, agencies, and units.
After listening to the report and discussing the results of the implementation of Document No. 59-CV/BCĐ dated September 12, 2025 of the Central Steering Committee, as well as reflecting on the issues raised in the implementation; concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the implementation of Document No. 59-CV/BCĐ dated September 12, 2025 of the Central Steering Committee is a continuation of the implementation of Resolution No. 18 and Resolution No. 19 of the Central Committee, with the goal of making the apparatus of the political system streamlined, operating effectively and efficiently, improving autonomy, improving labor quality, increasing the quality of public services, serving people and businesses, reducing State budget expenditures, and at the same time increasing the level of enjoyment and participation of the people.
Appreciating the urgency of ministries, branches and localities, the Prime Minister requested ministries and branches to continue to review the overall implementation process of the above Resolutions and documents, and at the same time compare them with other relevant political bases such as Resolution No. 71 and Resolution No. 72 of the Politburo that have just been issued to have the most optimal possible solution.
The Prime Minister requested the Ministry of Home Affairs, based on Document No. 59-CV/BCĐ dated September 12, 2025 of the Central Steering Committee and Plan 130/KH-BCĐTKNQ18 of the Government Steering Committee, to guide ministries, branches and localities to continue to reorganize public service units, state-owned enterprises and focal points within agencies and organizations in the political system.
In particular, for some sectors and fields such as health and education, it is necessary to research, base on practice, propose solutions to ensure rationality, with the aim of serving the people best, contributing to improving the material and spiritual life of the people./.
