Press release on the first working day of the 13th Central Conference

On the morning of October 6, 2025, the 13th Central Committee Conference, 13th tenure opened in Hanoi .

1. In the morning, the Party Central Committee worked in the Conference Hall. General Secretary To Lam delivered the opening speech.

Comrade Luong Cuong, Politburo member and President, on behalf of the Politburo chaired the Conference. The Central Committee discussed and decided on a number of contents on personnel work:

(1) Electing 4 additional members of the 13th Central Inspection Commission, including comrades: Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Hung Yen province; Major General Tran Van Phuc, member of the Provincial Party Committee Standing Committee, Director of Quang Ninh Provincial Police; Trinh The Binh, Department Head, Secretary of the Politburo member, Standing member of the Secretariat; Tran Quoc Binh, Director of Department III of the Central Inspection Commission.

(2) Agree to let comrade Le Quang Huy resign from the position of member of the 13th Party Central Committee according to his personal wish.

(3) Disciplinary action in the form of dismissal from all Party positions for comrade Do Trong Hung, member of the Party Central Committee, former Deputy Head of the Central Organizing Committee, former Secretary of the Provincial Party Committee, former Chairman of the People's Council of Thanh Hoa province, for violating Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption, waste, and negativity; violating regulations on what Party members are not allowed to do and the responsibility to set an example; causing very serious consequences, public outrage, and very bad effects on the reputation of the Party organization and local government.

(4) Give opinions on personnel so that the Politburo can decide to introduce the XV National Assembly to elect the following positions: Secretary General of the National Assembly - Head of the National Assembly Office, Head of the National Assembly's Committee on Science, Technology and Environment, Member of the National Assembly Standing Committee, Head of the National Assembly's Delegation Affairs Committee and approve the following positions: Deputy Prime Minister, Minister of Foreign Affairs, Minister of Home Affairs.

Afterwards, the Central Committee worked in groups to discuss the following contents: (1) Report on introducing personnel for the 14th Party Central Committee (both official and alternate; both re-elected and participating for the first time). (2) Report on introducing personnel for the 14th Party Central Committee Inspection Committee (both re-elected and participating for the first time).

2. In the afternoon, the Central Committee worked at the Hall: (1) Discussing the Report on introducing personnel for the Party Central Committee and the Central Inspection Committee, term XIV. (2) Voting to introduce: (i) Personnel for re-election to the Central Committee, term XIV (both official and alternate) and personnel for re-election to the Central Inspection Committee, term XIV. (ii) Personnel participating for the first time in the Party Central Committee, term XIV (both official and alternate) and the Central Inspection Committee, term XIV.

Afterwards, the Party Central Committee and delegates attending the Conference worked in groups, discussing 6 contents: (1) Draft Political Report to be submitted to the 14th National Party Congress. (2) Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam. (3) Draft Report summarizing 15 years of implementing the Party Charter to be submitted to the 14th National Party Congress. (4) Time, content and Program of the 14th National Party Congress. (5) Working regulations of the 14th National Congress. (6) Election regulations at the 14th National Congress./.
