Commune authorities need to focus on agricultural extension work.

The announcement stated: On October 3, 2025, at the Party Central Committee Headquarters, Comrade To Lam, General Secretary of the Party Central Committee chaired a working session with the Ministry of Home Affairs and the Ministry of Agriculture and Environment on the system of public service units performing agricultural extension tasks at the local level when operating the 2-level local government model.

After hearing the report from the Ministry of Interior and the opinions of the delegates, General Secretary To Lam concluded that it is necessary to fully understand and recognize the role and importance of agriculture and the task of developing agriculture in economic and social development, building new rural areas, and improving the lives of the people in accordance with the spirit of "agriculture is a national advantage, a pillar of the economy"; identifying agricultural extension work as an important task of the commune-level government, agricultural extension must be linked to the grassroots and to the fields.

Regarding the organizational model, the General Secretary concluded as follows: At the provincial and city levels, maintain agricultural extension centers, primarily responsible for guiding, coordinating, supervising, inspecting, and supporting commune-level agricultural extension work. Do not establish regional or inter-commune agricultural extension stations.

At the commune level, public service units are established to provide essential basic public services across multiple sectors and fields, including agricultural extension; commune-level Party committees and authorities must pay attention to directing and implementing agricultural extension work effectively, and not completely delegating it to public service units.

Continue to strengthen and improve the effectiveness of community agricultural extension groups, enhance the dissemination of knowledge and experience in production, and support and guide farmers in linking and developing agricultural production.

Based on the agricultural extension staff at the provincial level and regional and inter-commune agricultural extension stations, they will be assigned to communes, coordinating with officers working in the agricultural and environmental fields in existing communes, ensuring that each commune has at least 5-6 agricultural extension staff, without increasing the total number of agricultural extension staff.

The Party Committee of the Government is tasked with directing the Party Committee of the Ministry of Interior to coordinate with the Party Committee of the Ministry of Agriculture and Environment to urgently issue legal documents within their authority to guide localities in implementing the above orientation, completing this before October 15, 2025; and localities to complete the establishment of commune-level public service units before October 30, 2025.
