The Central Party Office has just issued Notice No. 371-TB/VPTW regarding the conclusions of General Secretary To Lam at the working session with the Ministry of Interior on the system of public service units performing agricultural extension tasks at the local level when operating under the two-tiered local government model.

The announcement stated that on October 3rd, at the Party Central Headquarters, General Secretary To Lam chaired a working session with the Ministry of Interior and the Ministry of Agriculture and Environment regarding the system of public service units carrying out agricultural extension tasks at the local level when operating under the two-tiered local government model.
After hearing the report from the Ministry of Interior and the opinions of the delegates, General Secretary To Lam concluded, emphasizing the need to fully understand and recognize the role and importance of agriculture and the task of developing agriculture in socio-economic development, building new rural areas, and improving the lives of the people, in accordance with the spirit of "agriculture is a national advantage and a pillar of the economy." He stressed that agricultural extension work is an important task of the commune-level government, and that agricultural extension must be linked to the grassroots and the fields.
Regarding the organizational model, General Secretary To Lam clarified that provincial and city levels will maintain agricultural extension centers, primarily responsible for guiding, coordinating, supervising, inspecting, and supporting commune-level agricultural extension work. Regional or inter-commune agricultural extension stations will not be established.
At the commune level, public service units are established to provide essential basic public services across multiple sectors and fields, including agricultural extension functions and tasks. Commune-level Party committees and authorities must pay attention to directing and implementing agricultural extension work effectively, and not completely delegating it to public service units.
The General Secretary also requested that the effectiveness of community agricultural extension groups be further strengthened and improved, and that the dissemination of knowledge and experience in production be intensified, along with support and guidance for farmers to collaborate in developing agricultural production.
Based on the existing agricultural extension officers at the provincial level and regional/inter-communal extension stations, they will be assigned to communes, coordinating with officers working in agriculture and environment in the communes, ensuring that each commune has at least 5-6 agricultural extension officers, without increasing the total number of agricultural extension officers.
General Secretary To Lam instructed the Party Committee of the Government to direct the Party Committee of the Ministry of Interior to coordinate with the Party Committee of the Ministry of Agriculture and Environment to urgently issue legal documents within their authority to guide localities in implementing the above orientation, completing this before October 15th; localities should complete the establishment of commune-level public service units before October 30th.
