In his opening remarks at the training course, Colonel Luong Dinh Hung, Deputy Commander of Law Enforcement of the Vietnam Coast Guard, affirmed that the Coast Guard's legal work has been regularly and proactively implemented by agencies and units, studying and applying legal regulations and guiding documents on the authority granted to the Coast Guard. However, regarding basic professional work, the collection of evidence and documents for handling cases of legal violations is not yet thorough; the system of documents and drafting of legal documents still reveals many shortcomings and limitations.

To ensure the training session yields positive results, contributing to improving the quality of professional and legal work throughout the force, and building the legal professional sector into a truly core and leading force meeting the requirements of the new situation, the Deputy Commander of Law Enforcement of the Vietnam Coast Guard requested the Organizing Committee, the teaching staff, and the officers participating in the training to thoroughly understand the purpose and requirements of the training session; the training process must be truly focused, investing in research, exchanging knowledge, discussing issues arising from practice, promoting a sense of responsibility, actively and voluntarily learning, and fully absorbing the training content.
