On behalf of the Quang Ngai Provincial Delegation of National Assembly Deputies, Deputy Luong Van Hung - Deputy Chief Justice of the Quang Ngai Provincial People's Court, reported to the voters on the results of the Tenth Session and the activities of the Provincial Delegation of National Assembly Deputies from the beginning of the term to the present.
Accordingly, after the merger, the Quang Ngai Provincial Delegation of National Assembly Deputies has 13 members; since the beginning of the term, they have participated in providing feedback on more than 160 draft laws, organized many supervision activities, met with voters and received citizens, and promptly conveyed voters' recommendations to the competent authorities.

Voters in Minh Long commune expressed their agreement and high appreciation for the results of the Tenth Session as well as the activities of the Quang Ngai Provincial Delegation of National Assembly Deputies in the past period; they believe that the important laws, resolutions, and decisions recently passed by the National Assembly will soon be implemented, creating positive and practical changes for the lives of the people.
During the meeting, voters from Lang Tre and Dong Vang villages requested that the local government continue to provide support in the form of cement and sand for residents to build concrete roads into their hamlets. Currently, some roads leading into the hamlets have not been paved with concrete, causing difficulties for residents, especially during the rainy season.

In the area of policy, voters in Dong Vang village petitioned the State to consider increasing the support level for relatives who worship fallen soldiers, as the current support level is low, inadequate, and insufficient for this purpose.
Voters also proposed the issuance of a monthly allowance policy for influential figures among ethnic minority communities, in order to encourage and support these individuals to continue mobilizing the people to effectively implement the policies, laws, and regulations of the Party and the State.

Regarding the allowance system at the grassroots level, voters have expressed concerns that the current allowance of 600,000 VND/month for heads of village-level mass organizations is not commensurate with the workload. This is because, after the merger of communes, the area is larger, the population is denser, and the tasks of propaganda, mobilization, and organizing movements are increasingly large and complex. Therefore, voters suggest reviewing and increasing the allowance so that this group can work with peace of mind and successfully complete their tasks.
Voters also stated that, in the past, many grassroots organizations at the village level have not been allocated operating funds, causing difficulties in implementing movements and carrying out tasks; they requested that regulations be established soon and appropriate funding sources be allocated.

Regarding housing support, voters in Dong Vang and Ba villages petitioned the Party and State to continue paying attention to supporting the construction and repair of houses for households under the temporary housing program, as some households still have severely dilapidated houses but lack the funds for repairs.
In the area of personnel management, voters suggested continuing to consider the placement and utilization of part-time officials at the commune level who are dedicated, responsible, and possess appropriate professional qualifications.
On behalf of the local government, Vice Chairman of the Quang Ngai Provincial People's Committee Nguyen Cong Hoang received, explained, and responded to the requests of voters in Minh Long commune. He also requested the commune government to urgently implement the "Quang Trung Campaign" to rebuild houses for the people before Tet (Lunar New Year). Other requests will be compiled and forwarded to relevant departments and agencies for prompt responses to the voters.
Speaking at the meeting, Vice Chairman of the National Assembly, Lieutenant General Tran Quang Phuong, discussed and clarified some issues of concern to the voters.
Regarding the proposal to establish project management boards at the commune level, the Vice Chairman of the National Assembly clarified the Central Committee's view that it is not necessary for every commune to have such a unit. Because, for large projects requiring high technical expertise, provincial-level project management boards are already in place. Therefore, the organizational structure must ensure a "lean, efficient, and strong" approach, and a model of regional project management boards could be considered.
Regarding the request for support in providing sand, cement, etc., for people to build houses, the Vice Chairman of the National Assembly stated that Quang Ngai province has already adopted a policy; specifically for sand, there needs to be a plan for mineral mines, proactively supplying the people through public mines, avoiding the 발생 of illegal sand mining. Management and planning should be linked to utilizing sand resources for public purposes, in accordance with the Law on Geology and Minerals passed by the National Assembly.
Regarding the program to eliminate temporary and dilapidated houses, the Vice Chairman of the National Assembly stated that it is being implemented using funds from the National Target Program and social mobilization; he requested that the Minh Long Commune People's Committee review and accurately assess the target groups to provide timely support to the people, in the spirit of ensuring that no one is left behind.

Regarding the proposals related to policies and regulations for people with meritorious services, the Vice Chairman of the National Assembly stated that the Quang Ngai Provincial Delegation of National Assembly Deputies acknowledges them and will submit recommendations to the Government; he also clarified that policy adjustments need to be linked to economic development potential to ensure the resources for implementation.

Regarding the non-specialized staff, the Vice Chairman of the National Assembly emphasized the need for qualified personnel in the context of the country's current development. Accordingly, young officials with the potential to contribute should continue to study, train, and improve their skills. In reality, experience alone, without sufficient knowledge and qualifications, makes it difficult to meet the increasingly numerous and complex demands of the two-tiered local government model.
However, according to the Vice Chairman of the National Assembly, the regulations and policies for this group also need to be considered, and the Minh Long Commune People's Committee needs to continue reviewing, evaluating, and selecting personnel to make appropriate decisions regarding their utilization.
On this occasion, the Vice Chairman of the National Assembly, Lieutenant General Tran Quang Phuong, presented 30 gifts to policy beneficiary families and disadvantaged families affected by floods; and presented gifts to the collective of officials, civil servants, and workers of Minh Long commune.
