Establish an inspection team on the dissemination of movies on cyberspace

On October 6, the Ministry of Culture, Sports and Tourism issued Decision No. 3546/QD-BVHTTDL on the establishment of an inspection team to inspect compliance with regulations on film dissemination activities on cyberspace.

Accordingly, the inspection team on compliance with regulations on film dissemination activities on cyberspace includes: Mr. Do Quoc Viet, Deputy Director of the Department of Cinema as Head of the team with other members.

The inspection team shall comply with the Inspection Plan on compliance with regulations on film dissemination activities on cyberspace issued together with Decision No. 3543/QD-BVHTTDL dated October 3, 2025 of the Minister of Culture, Sports and Tourism. The head of the inspection team shall assign members and specific tasks to each member. The members of the inspection team shall be responsible for performing the tasks assigned by the head of the team.

This Decision takes effect from the date of signing. The inspection team works part-time and is self-dissolved after completing its tasks.

Previously, on October 3, upon receiving information reflecting on the film “Let me shine” being disseminated on the internet in Vietnam, which included the image of the “cow tongue map” violating national sovereignty and violating Article 9 of the 2022 Cinema Law, the Department of Cinema (Ministry of Culture, Sports and Tourism) issued a request for relevant units to report and explain the release and dissemination of the above film.

The Department of Cinema has consecutively issued two official dispatches on October 3, 2025 regarding reporting and explaining the release and dissemination of the film "Let Me Shine", in which it requested companies to report and explain the release and dissemination of the above film.

By the afternoon of October 3, the Department of Cinema had received reports and explanations from four related companies. The reports clearly stated that the film “Let Me Shine” is no longer available on popular online film platforms in Vietnam.

On October 4, the Department of Cinema sent a document to Tencent Holdings Limited and Image Future Investment (HK) Limited regarding compliance with Vietnamese law when disseminating films on cyberspace.

According to Article 21 of the 2022 Cinema Law and Article 12 of Decree No. 131/2022/ND-CP, organizations that disseminate films on the internet in Vietnam must be recognized as qualified to classify films disseminated on the internet or be granted a Film Classification License/Broadcasting Decision. As of October 4, the Department of Cinema has not received any documents from Tencent Holdings Limited or any affiliated units (including Image Future Investment (HK) Limited).

Therefore, to ensure compliance with the provisions of the law on cinema in Vietnam, the Department of Cinema requests Tencent Holdings Limited and Image Future Investment (HK) Limited to temporarily suspend all activities of disseminating films on the internet in Vietnam until they are recognized as qualified to classify films distributed on the internet.

The two units must report, explain and provide information on service provision activities in Vietnam, including: Report on organizational structure, operating model, legal relationship between Tencent Holdings Limited and Image Future Investment (HK) Limited; specific plan on requesting recognition of eligibility to classify popular movies on cyberspace in Vietnam according to regulations.

The Cinema Department also requested that companies comply with Vietnamese laws to ensure a healthy and legal environment for film distribution and dissemination.
