With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the 20th Congress of Nghe An Provincial Party Committee, term 2025-2030 has the theme: "Building a clean and strong Party Committee and political system; comprehensive innovation, breakthrough development, striving to turn Nghe An into a fairly developed province, a national growth pole in the new era of development".
Before entering the official opening session, the Congress listened to Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu report on the results of the Congress's preparatory session held on the afternoon of October 1.
Many important and comprehensive results
Speaking at the opening of the Congress, on behalf of the Presidium, Secretary of the Provincial Party Committee Nguyen Duc Trung shared: In recent days, storm No. 10 and heavy rains and floods over a large area have caused severe damage in Nghe An and many other provinces. The Congress expressed its deep sympathy to the families whose loved ones were lost, injured, or suffered property damage; and sent its best regards to the people in the affected areas.
The Provincial Party Secretary emphasized: Looking back at the past term, inheriting the achievements of previous terms and the great achievements of nearly 40 years of innovation, the Party Committee, government and people of Nghe An have been united, dynamic, creative, overcome difficulties, and achieved many important and comprehensive results in all fields.
The economy maintained a good growth rate; the cultural and social fields had many new achievements; national defense, security, social order and safety were maintained; foreign affairs, international integration, and regional connectivity were strengthened; Party building and rectification and the political system achieved many positive results. This is a testament to the strength of solidarity, the aspiration to rise up, and the resilient will of the entire political system, the entire people, and the business community.
However, in addition to the results, the Provincial Party Secretary also frankly pointed out that there are still many limitations and bottlenecks. This Congress is responsible for objectively assessing, seriously drawing lessons, and at the same time proposing breakthrough solutions for Nghe An to develop faster and more sustainably... The key goal in the 2025 - 2030 term is: "Building a clean and strong Party organization and political system; comprehensive innovation, breakthrough development, striving to make Nghe An a fairly good province, a national growth pole in the new era of development".
Average GRDP reaches 8.3 - 8.5%/year
Briefly presenting the Political Report to the Congress, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Hong Vinh said that in the 2020-2025 term, Party building work in terms of politics, ideology, ethics, and mass mobilization has had many innovations and clear results. Political awareness and trust of cadres, party members, and people in the Party's leadership have been consolidated.
The work of organization and personnel has achieved many results, especially in streamlining the apparatus and arranging cadres according to 2-level administrative units. The number of newly admitted party members has reached and exceeded the target, especially the rate in the private enterprise sector has increased sharply. The work of inspection, supervision, and prevention of corruption and negativity has been focused on; many serious cases and cases have been handled promptly, creating trust among the people.
Regarding socio-economic development, the average GRDP growth rate reached 8.3 - 8.5%/year, higher than the previous period; GRDP scale increased 1.7 times; GRDP per capita increased 1.67 times compared to 2020; labor productivity increased by an average of 8.2%/year. Industry - construction grew by an average of 11.85%; services by 7.7%; agriculture by 4.55%. The marine economy developed quite comprehensively, contributing nearly 28% of the province's GRDP.

The new rural development program has achieved many successes, and the rural landscape has changed dramatically. Key economic zones and strategic infrastructure projects have been implemented, helping Nghe An make a breakthrough in attracting investment. Attention has been paid to science, technology, innovation, and digital transformation, initially creating momentum for development.
In the field of culture and society, Nghe An continues to maintain its position in the leading group of the country in education. In 2025, the high school graduation exam results will be the top in the country; many students will win national and international prizes. Healthcare will develop synchronously, many modern techniques will be deployed; social security will be ensured; the poverty rate will decrease to 3.12%, and temporary and dilapidated houses will be basically eliminated... National defense, security and foreign affairs will achieve many positive results, maintaining political stability, creating a favorable environment for development.
The political report also frankly pointed out the limitations: The economy has not made a breakthrough, GRDP per capita is still low; high-tech agriculture is slow to expand; marine economy and tourism are not commensurate with potential; most enterprises are small-scale, with limited competitiveness; digital transformation is not strong; administrative reform has not met requirements.
The main reasons are that the leadership and direction of some levels and sectors are not resolute; coordination is not synchronous; inspection and supervision are still limited; a number of cadres and civil servants lack determination and creativity, and have a low sense of responsibility; and the will and aspiration to start a business and integrate have not been strongly aroused.
Identify three strategic breakthroughs
The development perspective of Nghe An in the next term is to innovate development thinking, taking science - technology, innovation, digital transformation as the main driving force; taking institutional and governance innovation as leverage; taking Nghe An culture and people as the foundation, creating new impulses and breakthroughs in development.
The Congress identified three strategic breakthroughs: Building and promulgating synchronous mechanisms and policies, removing bottlenecks, promoting the initiative and creativity of all levels and sectors; attracting investment, encouraging innovation, developing science and technology and private enterprises. Focusing on developing high-quality human resources; innovating education and training; attracting and utilizing talents. Prioritizing strategic transport infrastructure, digital infrastructure, science and technology, energy, logistics, multi-purpose irrigation, disaster prevention, modern urban infrastructure and essential social infrastructure.
The goal by 2030 is for Nghe An to become a fairly developed province in the country, a national growth pole; a North Central region center for industry, high-tech agriculture, healthcare, education, science and technology, trade, logistics, and tourism. By 2045, it strives to become a high-income, comprehensively developed, civilized, and modern province.
To successfully carry out the goals and tasks, the Congress calls on all cadres, party members, people and business community to continue promoting the tradition of solidarity, self-reliance, and aspiration to rise up.
Party committees and organizations at all levels maintain their central role in leadership; governments at all levels strongly shift from administrative management to creation and service; the Fatherland Front and socio-political organizations innovate their activities, promoting their core role in mobilizing and uniting the people.
The 20th Congress of Nghe An Provincial Party Committee is an important political event, demonstrating the belief, aspiration and determination of the entire Party Committee, government and people in the province, towards a Nghe An that develops rapidly and sustainably, worthy of the revolutionary tradition, the aspiration to rise up and the wishes of beloved Uncle Ho.
