To ensure this resource truly becomes a long-term growth driver, the city is managing, allocating, and utilizing land in an efficient, transparent, and economical manner.

Strategic resources for development

Dong Nai City possesses a large land reserve. This advantage is further enhanced by its location at the gateway to the Southern key economic region, directly connecting to the Central Highlands, the South Central coastal region, and major economic centers nationwide. In its long-term development plans, Dong Nai City prioritizes the efficient and transparent management, allocation, and exploitation of land; overcoming the problem of scattered and inefficient land use.

In the industrial sector, the locality prioritizes attracting strategic investors, developing high-tech industrial parks, green industries, supporting industries, and key sectors; while also developing foundational projects such as innovation centers, data centers, smart logistics, and telecommunications infrastructure to form clusters of technology and innovation spaces.

In the service sector, the city aims to develop a comprehensive service urban area linked to Long Thanh International Airport, a free trade center, and an aviation-logistics-trade- tourism ecosystem to create a continuous value chain between production and services, improve land use efficiency, and promote sustainable growth.

With a natural area of ​​over 12,700 km², Dong Nai City currently has the largest land reserve in Southern Vietnam and is the largest city in the country among the seven cities. This provides a strategic foundation for expanding development space.

The agricultural sector is gradually transforming towards a high-tech, organic, and circular model. Concentrated production areas and high-tech agricultural applications are being developed to create marketable products. Agricultural land is also prioritized for preservation to ensure food security and create green belts for urban areas.

Leveraging its advantage of having the largest forest land area in Southern Vietnam, Dong Nai City aims to develop ecotourism, wood products, and medicinal herbs in conjunction with advantageous sectors such as nature reserves, national parks, mountains, and lakes. The city's perspective is to preserve forest areas, restore ecosystems, and conserve biodiversity to adapt to climate change, maintain its role as the region's "green lung," and move towards carbon credit utilization.

In the fields of trade, services, and tourism, land allocation is prioritized along regional connectivity corridors, especially around Long Thanh Airport and major transportation hubs. Dong Nai aims to develop modern commercial, logistics, and supply chain centers; while effectively exploiting the potential of ecotourism and community-based tourism associated with Tri An Lake and other natural ecological areas.

Regarding urban space, the city aims for green, smart, and sustainable development. Priority is given to transportation infrastructure, public spaces, digital infrastructure, and projects designed to adapt to climate change.

Use resources efficiently and economically.

Large land resources are an advantage, but transforming them into a driving force for sustainable development requires efficient and economical management and exploitation. According to Nguyen Van Ut, Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Dong Nai City: The city will effectively utilize land resources, implement models that add value from land to create resources for urban infrastructure development. Along with that, it will create clean land reserves to attract investment, prioritizing public utility projects and projects that have a positive impact on the economy, society, and environment.

According to the city's People's Committee leaders, public land will be developed in conjunction with strategic transportation axes, urban development areas oriented towards public transportation (TOD), and industrial-logistics zones to comprehensively exploit the added value of land. The locality will improve the efficiency of state management, strictly control land allocation, land leasing, land use conversion, and accelerate administrative procedure reforms to unlock this resource.

According to Vo Tan Duc, Deputy Secretary of the Dong Nai City Party Committee, effectively managing, allocating, and exploiting land resources will create room for growth, limit waste, and prevent the loss of public assets. Therefore, the City Party Committee and People's Committee must regularly review slow-moving projects, abandoned land, or land used inefficiently to find appropriate solutions and transform them into resources for development.

Mr. Tran Cong Kha, Chairman of the Board of Directors of Vietnam Rubber Industry Group, said: In the coming time, the group will hand over thousands of hectares of land to Dong Nai province to implement transportation projects, industrial parks, housing, and other works serving socio-economic development goals. This is a partnership with the locality in expanding development space, a step towards restructuring and more effectively exploiting land resources in accordance with the green and sustainable development orientation.

In addition, the group will expand its investment in three key areas: developing next-generation industrial parks, renewable energy on rubber plantations, and high-tech agriculture, contributing to creating new growth drivers and maximizing the efficient use of land resources.

According to Mr. Duong Van Bac, General Director of Novaland Group: Well-planned urban development, synchronized infrastructure, and the creation of a transparent investment environment will help Dong Nai improve land use efficiency, create a strong attraction for high-quality commercial and service capital flows, thereby promoting green urban development and sustainable growth for the city.
