The directive states that, starting in 2026, citizens will receive at least one free periodic health check-up or screening per year and will be provided with an electronic health record to manage their health throughout their lifecycle, gradually reducing the burden of healthcare costs.
To implement this policy, the Prime Minister instructed the Ministry of Health to guide units and localities in organizing regular health check-ups and free screenings for the people, ensuring effectiveness and achieving the set goals. At the same time, it instructed hospitals to establish and manage electronic health records, ensuring data linkage and integration with the VNeID application; to improve the capacity of primary healthcare and preventive medicine, ensuring the availability of human resources, medical equipment, medicines, and chemicals; and to organize training, workshops, and technology transfer for the team involved in providing health check-ups to the people.
The Ministry of Public Security uses the National Population Database and the electronic identification and authentication system to create and update information for managing electronic health records on VNeID and to verify the information of citizens participating in periodic health check-ups or free screening examinations.
The Ministry of Education and Training has instructed schools to provide free periodic health check-ups for students and trainees at the beginning of the 2026-2027 academic year.

The Prime Minister requested that leaders of provinces and cities strengthen propaganda efforts to encourage people to participate in regular health check-ups and free screenings to detect diseases early and develop proactive habits. At the same time, check-ups should be organized for people in groups, prioritizing war veterans, the elderly, people with disabilities, poor and near-poor households, people with chronic diseases, ethnic minorities, and people in mountainous areas with particularly difficult socio-economic conditions, border regions, and islands.
The Vietnam General Confederation of Labor is strengthening its supervision of health check-ups and occupational disease screenings for workers in industrial zones and export processing zones, and will strictly handle businesses that violate workers' rights.
