Under the leadership of the Party, the Vietnam People's Army has overcome all difficulties and challenges, affirming its role as the core political and military force in the cause of national construction and defense.
In the new era, the army continues to perform excellently in domestic and international missions, notably in United Nations peacekeeping operations.
Proactive, active and comprehensive preparation process
On December 22, 1944, the Vietnam Propaganda Liberation Army - the predecessor of the Vietnam People's Army - was established under the Directive of Leader Ho Chi Minh .
The birth and development of the Propaganda Liberation Army, later the Vietnam People's Army, is closely linked to the heroic history of modern Vietnam, inheriting thousands of years of tradition of fighting foreign invaders, with strength originating from the spirit of great solidarity and indomitable will of the Vietnamese people.
Over the past 8 decades, under the leadership of the Communist Party of Vietnam, the trust of the Vietnamese people and the support and assistance of international friends, the Vietnam People's Army has grown steadily, won many glorious victories, notably with the whole country successfully carrying out the August Revolution in 1945, the Dien Bien Phu Victory in 1954 and the Ho Chi Minh Campaign to completely liberate the South and unify the country...
These victories not only brought freedom and unity to the nation but also affirmed Vietnam's role and contributions to peace and stability in the region and the world.
In the era of international integration, the Vietnam People's Army continues to affirm its important role through international activities, notably United Nations peacekeeping.
In the past, to protect the independence, freedom, unity and territorial integrity of the Fatherland, Vietnam had to go through many wars with much pain and loss.
More than anyone else, the Vietnamese people understand the value of peace and always cherish and love peace. Vietnam also strongly supports the struggle for peace, national independence, democracy and social progress in the world.
Therefore, immediately after the success of the August Revolution in 1945, President Ho Chi Minh sent a letter to the United Nations General Assembly affirming Vietnam's support for the goals of the United Nations and expressing his desire to contribute to the common work.
Since the country achieved peace and reunification, the Party and State of Vietnam have always “…consistently implemented a foreign policy of independence, self-reliance, peace, cooperation and development; diversified and multilateralized foreign relations; proactively and actively integrated into the international community; been a friend, reliable partner and responsible member of the international community.”
On September 20, 1977, Vietnam officially became the 149th member state of the United Nations and since 1996, Vietnam has begun contributing funds to peacekeeping operations.
In the following years, from 2005 to 2012, the Party, Government, Ministry of Foreign Affairs... issued and approved policies and organized many research and field trips to a number of United Nations peacekeeping missions; visited and learned from the models and experiences of a number of partner countries to prepare forces to participate in this activity.
On November 23, 2012, the Politburo approved the "Overall Plan on Vietnam's participation in United Nations peacekeeping operations."
On April 10, 2013, the Politburo issued Resolution No. 22-NQ/TW on international integration, which set out the direction: “Proactively and actively participate in multilateral institutions,” “including participating in higher-level activities, such as United Nations peacekeeping activities…”
On May 27, 2014, the Ministry of National Defense held a ceremony to launch the Vietnam Peacekeeping Center (now the Vietnam Peacekeeping Department). And less than a month later, in June 2014, the first two officers of the Vietnam People's Army departed to serve as liaison officers at the South Sudan Mission, marking Vietnam's official participation in United Nations peacekeeping operations.
It can be said that Vietnam's participation in UN peacekeeping operations is the result of a long-term, active, proactive, urgent, thorough, synchronous and comprehensive preparation process in all aspects from guidelines, policies, international cooperation, building legal mechanisms to building plans, organizing forces, training, purchasing equipment, ensuring logistics and techniques... These are complex and important contents, related to many agencies, units, departments, branches, organizations inside and outside the military, both domestically and internationally.
Outstanding mark in international peacekeeping mission
2024 marks the 10th anniversary of Vietnam's participation in the United Nations peacekeeping mission. Over the past 10 years, despite many subjective and objective difficulties, with the attention of the Party and State, Vietnam's UN peacekeeping activities have been carried out effectively.
Over the past 10 years, Vietnam has sent over 800 blue beret soldiers of the Vietnam People's Army and People's Public Security to perform peacekeeping missions in the United Nations Missions in South Sudan, the Central African Republic, the Abyei region and the Department of Peacekeeping Operations at the United Nations Headquarters, as well as participating in the European Union peacekeeping force in the Central African Republic.
Among them, there are 5 squads of the Level 2 Field Hospital deployed in the South Sudan Mission, 2 squads of the Engineer Team deployed in the Abyei area and 114 officers deployed individually.
The number of cadres and officers who have successfully completed their missions in Vietnam is much higher than the average of the United Nations. These figures demonstrate Vietnam’s long journey of efforts over the past decade in participating in a meaningful and noble activity – United Nations peacekeeping.
The Vietnam People's Army forces participating in UN peacekeeping operations have helped local authorities and people build roads; helped schools build and renovate classrooms; organized voluntary teaching; drilled water wells to give to local residential areas and schools; organized medical examinations and treatment, provided health consultations, and provided free medicine to people...
Vietnam's level 2 field hospitals in South Sudan have provided high-quality health care and treatment to many patients, including UN staff and local residents; applied many new techniques in diagnosing and treating patients suitable for actual field conditions in the area; successfully performed complex surgeries, and airlifted many dangerous cases...
With such positive contributions, the Vietnam Peacekeeping Department and Engineering Team No. 1 (Vietnam Peacekeeping Department) were honored to receive the Third Class Fatherland Protection Medal.
Level 2 Field Hospital No. 4 (Vietnam Peacekeeping Department) and Colonel Mac Duc Trong, Captain of Engineering Team No. 1 were awarded a Certificate of Merit by the Prime Minister. This is a recognition and noble reward that the Party, State and Government give to collectives and individuals who have made outstanding contributions to participating in United Nations peacekeeping activities.
Connecting peace - spreading human values
Over the past decades, Vietnam has consistently adhered to its “four no’s” defense policy: no participation in military alliances; no ally with one country against another; no allowing foreign countries to set up military bases or use its territory against other countries; no use of force or threat of use of force in international relations.
Along with its independent, self-reliant foreign policy and proactive international integration, Vietnam also participates in many bilateral and multilateral defense cooperation mechanisms, contributing to strengthening strategic trust and contributing to peace, security and development in the world.
Vietnam’s active and effective participation in the United Nations peacekeeping operations is not only a noble symbol of humanitarian spirit but also an effective way for Vietnam to affirm its role as an active and responsible member of the international community. This participation also contributes to the effective implementation of Vietnam’s foreign policy of independence, self-reliance and multilateralization of international relations.
According to the United Nations, Vietnamese units and individuals always demonstrate professionalism, creativity, and high discipline, leaving many good impressions in the eyes of international friends. In particular, the engineering teams and field hospitals not only complete their tasks but also build trust and attachment with the local people.
Speaking at the 80th Anniversary of the Vietnam People's Army solemnly held on December 9, 2024 in New York City (USA), Deputy Secretary General Atul Khare congratulated the glorious achievements the Vietnam People's Army has made over the past 80 years, making an important contribution to the cause of building, protecting and developing the Socialist Republic of Vietnam.
Deputy Secretary-General Atul Khare also affirmed that peacekeeping is an important pillar in the partnership between the United Nations and Vietnam and emphasized the outstanding contributions of Vietnamese peacekeeping units and individuals, especially level 2 field hospitals and engineering teams at a number of Missions in Africa.
On this occasion, the representative of the United Nations Leaders also expressed gratitude to the soldiers of the Vietnam People's Army who died for the cause of national liberation as well as for international peace and security, including Lieutenant Colonel-martyr Do Anh who died while performing peacekeeping duties at the Central African Republic Mission.
Looking back at the 80-year journey and its contributions to United Nations peacekeeping operations, it can be seen that the Vietnam People's Army is not only the nation's armed force but also the country's foreign representative.
The "blue beret" soldiers have been contributing to spreading the noble human values of the Vietnamese people in a world facing many challenges.
With that foundation, the Vietnam People's Army will continue to be a proactive and active force, contributing to maintaining world peace, thereby affirming Vietnam's role and position in the international community./.
