In the history of building and defending the country, Thanh Hoa has a large land area, a large population, and a rugged terrain, which can be attacked when advancing and defended when retreating. It has always been a solid rear base, a major defense area, and has made many contributions to the cause of "Defending the country and establishing the country".

The leaders of the Provincial Military Command presented the decision to establish the Party Committees of the Regional Defense Command under the Provincial Military Party Committee.

During the resistance war against French colonialism, the Thanh Hoa armed forces not only fought to protect their homeland, but also, together with the people of the province, concentrated their efforts on supporting the battlefields, providing manpower and resources for the frontline, especially for the historic Dien Bien Phu campaign. During the resistance war against American imperialism, the provincial armed forces heroically stayed on the land and villages, coordinated with the main army units to fiercely fight back against raids, shot down many planes, burned and sank many enemy commando ships, and protected the achievements of building socialism in the North. Together fighting against the destructive war of American imperialism in their homeland, more than 200,000 Thanh Hoa youths enlisted in the army, were present in all military branches and services, and fought on all fronts, contributing to the liberation of the South and the reunification of the country. With such great contributions, the Thanh Hoa People's Armed Forces were honored to be awarded the title of Hero of the People's Armed Forces by the Party and State.

Promoting the tradition and achievements gained in the great resistance wars, in the cause of building and defending the Fatherland, over the years, Thanh Hoa's armed forces have continuously grown, always remained absolutely loyal to the Party, the Fatherland and the People, achieved many feats, and excellently completed all assigned tasks. Inheriting and promoting the glorious tradition, Thanh Hoa's armed forces today are striving to build a revolutionary, disciplined, elite, and modern force to meet the requirements of the tasks in the new situation.

Based on its functions and tasks, every year, the Provincial Military Command has performed well its advisory function to local Party committees and authorities in leading, directing and closely coordinating with socio- political organizations, departments, branches and unions to successfully implement military and defense tasks; synchronously implementing solutions to improve the quality of construction, maintain the operation of defense zones, build local armed forces, etc., contributing to building a strong national defense, a national defense posture associated with a people's security posture, and a national border guard to protect the safety of the area in all situations.

Thoroughly grasp the Party's military guidelines, the State's policies and laws, and the directives and orders of superiors, paying special attention to perfecting and organizing the standing force in the direction of "refined, compact, and strong", with high overall quality, qualifications and combat readiness, meeting the requirements of the task of protecting the Fatherland in the new situation. At the same time, regularly pay attention to building a strong contingent of cadres at all levels, a strong grassroots political system, and well implementing mass mobilization work, ethnic and religious policies, promoting the strength of the great national unity bloc, participating in building a healthy cultural and security environment, contributing to consolidating the "people's hearts and minds" position. This is considered a key issue, a decisive factor, ensuring that the provincial armed forces are truly a loyal and trustworthy force of the Party Committee, the government and the people.

Every year, effectively organize training courses, foster and improve the quality of training for the following subjects: regular forces, reserve forces, militia and self-defense forces, meeting the requirements and tasks well. Up to now, the province has arranged the staffing of more than 70% of the reserve forces with the right military expertise; the militia and self-defense forces have built 1,087 bases, the number of troops accounts for 1.26% of the total population. The results of the annual training and combat readiness inspection have 100% of the subjects meeting the requirements, of which over 85% are good and excellent.

In addition, always pay attention to, lead and direct the provincial military to well implement Directive No. 103/CT-BQP dated November 28, 2019 of the Ministry of National Defense on "Continuing to strengthen management, education on discipline and ensuring safety in the Vietnam People's Army". 100% of officers and soldiers strictly implement the State law, military discipline, regulations of localities, agencies and units, strictly maintain the regimes, order, etiquette and military style; regularly consolidate and build "regular, green, clean and beautiful" barracks.

Logistics and technical work are always focused on. With the motto "On-site logistics", the Standing Committee of the Party Committee and the Provincial Military Command closely lead and direct the work of ensuring logistics and finance to promote the spirit of self-reliance, proactively exploiting all potentials to ensure good logistics for the tasks.

Synchronously and effectively implement the emulation movements "Provincial armed forces join hands to build new rural areas", "Provincial armed forces join hands for the poor, leaving no one behind". Every year, agencies and units have mobilized tens of thousands of working days to participate in building political bases, helping people to eliminate hunger and reduce poverty, join hands to build new rural areas; prevent, combat and overcome the consequences of natural disasters, storms and floods; be the core force in preventing and fighting the COVID-19 pandemic, contributing to maintaining political security and social order and safety, creating a favorable environment for industrialization and modernization and promoting socio-economic development of the province.

In the coming time, to build a revolutionary, disciplined, elite, modern Thanh Hoa provincial military force to meet the requirements of tasks in the new situation, the provincial military force must continue to consolidate and enhance solidarity, unity, strive in all aspects of work, resolutely, synchronously, creatively, and effectively deploy many solutions, focusing on a number of basic measures.

Continue to adhere to the principle of building a politically strong provincial military force, as a basis for improving overall quality and combat strength. Focus on building clean, strong party committees and organizations, exemplary in politics, ideology, ethics, organization and cadres, constantly improving leadership capacity and combat strength, ensuring absolute and direct leadership in all aspects. Party committees and organizations in the Party Committee must regularly pay attention to political education, ideological leadership, thoroughly grasp tasks, identify motivations, will and high determination in performing tasks; organize well emulation movements, campaigns and build a healthy cultural environment, creating solidarity, unity and consensus in the entire force. Effectively carry out inspection and supervision work, focusing on checking signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation".

Synchronously and drastically deploy solutions to build a "refined, compact, and strong" provincial military force; continue to adjust a number of agencies and units according to the plan after implementing the Project on rearrangement and construction of a 2-level local government organization model, ensuring military numbers, staffing and organization. In particular, focus on building a "regular, elite, modern" standing force, a strong reserve force, a strong and widespread militia and self-defense force to meet the requirements and tasks of national defense, linked to the locality and tasks of the agency.

Continuously innovate to improve the quality of training, combat readiness, and exercises to meet the requirements and tasks in all situations. Continue to innovate and improve the quality of training and exercises of the provincial military according to the motto "basic, practical, solid". Focus on synchronous, in-depth training, close to combat reality, night training, training to master weapons and equipment, especially new and modern weapons and equipment; combine military training with political education and physical training of soldiers, improve mettle, determination and mobility in all conditions and circumstances; train with disease prevention and control, natural disaster prevention and environmental disasters; strictly implement regulations on ensuring safety in training and exercises.

Strengthening the building of discipline, training, creating comprehensive and solid changes in compliance with military discipline and State laws. Ensuring good logistics, technical and financial work for performing tasks; implementing well the military rear policy and regimes and policies for subjects.

Promoting the achievements gained over the past 80 years, we believe that the provincial armed forces will gain many more outstanding achievements, worthy of the trust and expectations of the Party committees, authorities and people in the province, contributing to building Thanh Hoa homeland to become increasingly rich, civilized and modern, soon becoming a "model" province as beloved President Ho Chi Minh always wished.
