On the afternoon of November 22, helicopters of the 917th Helicopter Regiment (370th Air Division, Air Defense - Air Force, Ministry of National Defense) took off to the 'flood center' of Xuan Hoa ward, Dak Lak (formerly Phu Yen) to drop necessities to help isolated people. Thanh Nien reporters were on the rescue helicopter, recording the entire emergency supply journey amidst bad weather and deep floodwaters.

Military helicopters of Helicopter Air Force Regiment 917 (Air Force Division 370, Air Defense - Air Force) took off from Air Force Brigade 954 (Navy), Cam Ranh - Khanh Hoa to drop relief goods in Xuan Hoa ward, Dak Lak (formerly Phu Yen ).

This flight included two Mi-171 helicopters with registration numbers SAR-02 and 8431 of the 917th Helicopter Regiment. The SAR-02 helicopter was captained by Senior Lieutenant Colonel Truong Thanh Binh (regiment commander), and piloted by Senior Colonel Nguyen Xuan Loc (Deputy Political Commissar of the regiment). The 8431 helicopter was piloted by Colonel Nguyen Truong Toan (Regiment Political Commissar) and piloted by Colonel Ngo Hong Son (Deputy Commander of Military Training Regiment).
