Dr. Vu Van Khoa: As a long-time scientist , I feel really excited, touched and hopeful when seeing that science , technology and innovation have been and are being placed in the right strategic position, becoming a key pillar in the country's development orientation.
Resolution 57-NQ/TW of the Politburo is not only a political orientation but also demonstrates a long-term, consistent vision of the role of science and technology in the industrialization, modernization and international integration. Immediately after that, the National Assembly took practical actions, issuing Resolution 193 and then passing the Law on Science, Technology and Innovation - these are very strong, decisive and especially very timely steps.
I think that the most important thing for the current team of scientists is not only the specific mechanism or policy, but also the strategic trust that the Party, State and National Assembly have placed in us. This gives us great motivation to commit, innovate and contribute to the practical problems of the country, especially in key sectors such as industry, energy, smart manufacturing, digital transformation...
Of course, to realize the big goals, more perseverance and innovation in policy implementation are needed. But clearly, we are entering a new stage of development, where intelligence, research and innovation are placed at the heart of national development. It is an honor, but also a great responsibility for our scientific community.
Dr. Vu Van Khoa: In recent years, the Institute's scientific and technological research and innovation activities have always been associated with key national programs and have achieved a number of achievements, such as: The hydromechanical program has contributed to reducing product costs, capturing the market with a revenue of about 8,000 billion VND, creating many jobs for units in the manufacturing and construction industry in Vietnam; as well as contributing to the Son La Hydropower Plant generating electricity 3 years earlier, Lai Chau about 1 year earlier and contributing to limiting foreign currency payments to foreign countries.
In addition, the Institute has contributed to the formation of BOP products (auxiliary equipment systems) such as: AHS (ash and slag handling system), CHS (coal supply system), ESP (electrostatic dust collection system) for coal-fired thermal power plants. Thereby, contributing to reducing investment costs, reducing foreign currency flows abroad, creating many jobs for manufacturing and installation units. Currently, these systems have been localized up to 80% in volume.
The Institute also masters the technology of designing, manufacturing and supplying welding RIG systems for brands such as BMW, Honda, Toyota, Hyundai, Ford, Vinfast... contributing to Vifast's rapid launch of E BUS, electric vehicles VFe34, VF8, VF9, VF5, VF6, VF7, VF3, LIMO7 to the market.
Mastering FS (Feasibility Study) design and managing projects for the bauxite mining industry contributes to building factories with reasonable prices and high quality; as well as facilitating factory expansion and operation after construction.
Specifically, Lam Dong alumina plant 650,000 tons/year; Nhan Co alumina plant 650,000 tons/year; prepare pre-feasibility reports for Dak Nong aluminum electrolysis plant 300,000 tons/year, Lam Dong aluminum electrolysis plant 300,000 tons/year; prepare pre-feasibility reports for Kon Ha Nung bauxite mine processing projects 1,000,000 tons/year, Binh Phuoc bauxite mine 1,500,000 tons/year, Dong Tan Rai mine 600,000 tons/year, Dak Chung mine (Laos) 600,000 tons/year.
The Institute also masters the design, manufacturing technology and supplies floating products for the floating solar power project on the lake and has supplied all floating products for the Da Mi project with an installed capacity of 47.5 MWp; has worked with foreign partners to master the technology and supply systems that utilize excess heat to generate electricity for the cement and steel industries, contributing to reducing CO2 emissions for those factories.
In addition, mastering the design, manufacturing and supplying smart warehouse systems for industrial machines contributes to increasing labor productivity (like the LIX factory, which increased productivity by about 25%), reducing foreign currency outflows; mastering the design and manufacturing of many spare parts for imported goods for industries: cement, thermal power, chemicals, contributing to reducing foreign currency payable to foreign countries and proactively producing for factories.
Dr. Vu Van Khoa: In the spirit of Resolution 57-NQ/TW and Resolution 193/2025/QH15 of the National Assembly, along with the development orientation of the Institute to 2030 and vision 2045 that we have built, the Institute will focus on the following main directions: Mastering the technology of designing steps (technical design and construction design) for the field of aluminum production, to localize up to 60-70% in volume.
In addition, participating in the program of localizing nuclear power plant equipment, striving to reach 30% of the volume. Cooperating with a number of domestic units to be able to receive the design of urban railways and inter-regional railways, moving towards high-speed railways, so that domestic enterprises can localize railway equipment during the construction phase and especially be proactive in the operation and maintenance phase when put into operation.
At the same time, continue to participate in the supporting industry for the electric car industry, the field of utilizing residual heat to generate electricity for the cement and steel industries; research and master the field of SOx and NOx gas treatment for industries; participate in the design and domestication of the wind power industry.
Dr. Vu Van Khoa: Currently, the Institutes under the Ministry of Industry and Trade in particular and the revenue-generating public service units in general are operating under Decree 60/2021/ND-CP. This Decree regulates the service, production and business activities of public units but does not contain provisions on the issuance of business registration certificates (as in Decree 115/2005/ND-CP, which regulates this issue but has expired when Decree 60/2021/ND-CP takes effect).
Therefore, when according to the tax regulations from July 1, 2025, units must identify organizations in the digital environment (via VNeID) according to Clause 4, Article 6 of Decree 69/2024/ND-CP regulating electronic identification and electronic authentication, the Institutes cannot identify the organizations, which causes many difficulties in applying research to production and business for the Institute units.
Therefore, it is recommended that the Ministry of Finance and the Ministry of Science and Technology promptly remove this obstacle for public service units with revenue so as not to affect revenue-generating service activities.
On the other hand, to successfully implement Resolution 57-NQ/TW and Resolution 193/2025/QH15, I recommend that the Ministry of Industry and Trade direct, coordinate, and promote the linkage activities of 3 parties: the State (represented by the Ministry of Industry and Trade) - scientists (institutes and schools) - enterprises.
In which, the Ministry of Industry and Trade plays a leading and coordinating role to promote substantive and effective cooperation in scientific research, technology transfer, and innovation between science and technology organizations and enterprises. Develop and pilot research, transfer, and application tasks into production according to the ordering and direct delivery mechanism.
To remove difficulties and bottlenecks in science and technology activities, including bottlenecks in financial mechanisms, it is recommended that the Ministry of Industry and Trade soon establish a Science, Technology and Innovation Development Fund under the Ministry to be consistent with the current orientation of science and technology budget management, and at the same time guide organizations and public service units in using the Science and Technology Development Fund.
I also propose that income from scientific and technological activities using the state budget or other legal funding sources (such as counterpart capital of enterprises/organizations from development investment funds...) are exempt from personal income tax.
