Component Project 3 has a length of approximately 35 km, from Km90+000 to Km125+000, with its starting point connecting to Component Project 2 in Lo Pang commune and its end point intersecting with the Ho Chi Minh Highway in Hoi Phu ward, Gia Lai province. The project has a total investment of VND 9,169 billion, managed by the Provincial Investment and Construction Project Management Board, and is scheduled for implementation between 2025 and 2029. The project passes through six communes: Lo Pang, Mang Yang, Kdang, Dak Doa, Ia Bang, and Hoi Phu ward; the design speed of the route is 100 km/h, with 4 lanes.

Speaking at the groundbreaking ceremony, the Deputy Secretary of the Provincial Party Committee and Chairman of the Gia Lai Provincial People's Committee, Pham Anh Tuan, emphasized: The Resolution of the First Gia Lai Provincial Party Congress sets the goal of building Gia Lai into a moderately developed province in the country by 2026-2030. To achieve this goal, the province focuses on developing a synchronous and modern infrastructure; in which: inter-regional connectivity, digital infrastructure, and logistics are identified as one of the three strategic breakthroughs, playing a key role in creating a foundation and driving force for rapid and sustainable socio -economic development. The investment in key infrastructure projects of the province is implemented within the overall vision and orientation of national development.
Investing in the construction of the Quy Nhon – Pleiku expressway is an objective, urgent, and necessary requirement. The project has a length of approximately 125 km, a scale of 4 lanes, a design speed of 100 km/h, and a total investment of over 43,700 billion VND, divided into 3 component projects.
Upon completion, the project will shorten travel time from Quy Nhon to Pleiku to 1.5 to 2 hours, reduce transportation costs by 40-50%, improve regional connectivity, and address safety risks on the An Khe and Mang Yang passes. It will also form a strategic East-West transportation axis, connecting with the North-South expressway, airports, seaports, and the Le Thanh international border gate, creating an important logistics corridor from the East Sea to Northeast Cambodia and Southern Laos.
“Today’s groundbreaking ceremony not only marks the beginning of a modern transportation project with long-term strategic significance, but also demonstrates the determination and aspirations for development of the Party Committee, government, and people of all ethnic groups in Gia Lai province, making a practical contribution to celebrating the 14th National Congress of the Party,” emphasized Chairman of the Provincial People’s Committee Pham Anh Tuan.

To ensure the project is implemented and completed, and put into operation and use as intended, Chairman of the Provincial People's Committee Pham Anh Tuan requested the investor to proactively coordinate closely with relevant departments, agencies, and localities throughout the project implementation process; promptly identify and resolve any difficulties and obstacles that arise. Focus on directing and accelerating compensation and land clearance; proactively address issues related to construction materials and waste disposal sites, ensuring continuous and uninterrupted construction. Strengthen project management, and closely monitor compliance with regulations on quality, progress, and quantity. Strictly handle any organizations and individuals who violate regulations; resolutely implement the Prime Minister's directive: "fast progress – good quality – absolute safety – high efficiency," ensuring that the product is measurable, with clear responsibilities for each task and individual.

Consulting firms must uphold a high sense of professional responsibility; fully perform their functions and duties according to contracts and legal regulations; strengthen author supervision, closely monitor the quality, quantity, and progress of construction work by contractors, ensuring that the project meets technical and aesthetic standards and has a long lifespan.

Representatives of the contractors involved in the construction committed to carrying out the work with the highest sense of responsibility, ensuring the progress, quality, and absolute safety in accordance with the project requirements.
Construction contractors must strictly and fully fulfill all commitments signed with the Investor; leverage their experience in constructing key projects in the past; mobilize maximum manpower, equipment, and modern machinery; organize construction scientifically, flexibly, and in accordance with actual conditions; and adhere to the Prime Minister's directive to work "three shifts, four teams," "overcoming the sun and rain," and "only discuss work, not retreat." The quality of the project must be the top priority; strictly comply with technical requirements and legal regulations; prevent corruption, negative practices, and waste; and ensure labor safety and environmental hygiene throughout the construction process.
The People's Committees of the six communes/wards (Lơ Pang, Mang Yang, K'Dang, Đak Đoa, Ia Băng, and Hội Phú) need to actively coordinate with the investor and relevant units; promptly organize council meetings, approve and ratify compensation, support, and resettlement plans in accordance with regulations. Particular attention should be paid to resettlement, supporting the stabilization of people's lives and production, ensuring that people have new homes, new jobs, and new livelihoods that are equal to or better than their previous homes. At the same time, strengthen propaganda and mobilization efforts to encourage people in the project area to share, agree with, and strictly comply with State regulations to expedite the completion of land clearance.

Chairman of the Provincial People's Committee Pham Anh Tuan also expressed his hope that the people in the project area would continue to show interest, support, and agreement, and promptly hand over the land so that the project could be implemented on schedule, completed soon, and put into operation, thereby directly serving the socio-economic development of the province and bringing practical benefits to the people themselves.
Relevant departments and agencies are responsible for proactively coordinating, providing maximum support, and creating the most favorable conditions for the investor and contractors during the project implementation; promptly advising and proposing solutions to difficulties and obstacles arising in accordance with the directives of the Government and the Prime Minister, ensuring that the project is implemented on schedule, with the right quality, and achieving the highest efficiency.
