"Giving wings" to dreams
Over the past period, under the leadership of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front; with the guidance of the Central Vietnam Association for the Promotion of Learning; the coordination of departments, agencies, and organizations; and the consensus of the people, the Associations for the Promotion of Learning at all levels in the province have made comprehensive efforts to implement their tasks and achieved many important results. The work of promoting learning and talent, and building a learning society in the province has received attention and developed extensively. The Provincial Association for the Promotion of Learning, playing a core role, has connected and organized many support programs, awarded scholarships, and commended students who overcome difficulties. The Provincial and local Scholarship Funds, agencies, and units have actively mobilized support to provide scholarships and assistance to students with particularly difficult circumstances, supported schools with facilities and learning equipment; and organized commendations and awards for outstanding students.

The Tuyen Quang Provincial Association for the Promotion of Learning has proactively implemented many meaningful programs. Among them, the most prominent is the "Tan Trao Supporting Students to School" scholarship program – a brand of educational support deeply rooted in the Tuyen Quang province's identity. For 20 consecutive years, the program has become a support system for over 1,000 poor students, with a total support amount exceeding 2 billion VND. Specifically, in the period 2020-2026, the Provincial Fund for the Promotion of Learning awarded scholarships to 250 new university students totaling 600 million VND and granted over 2,000 scholarships to disadvantaged students worth over 2 billion VND; at the beginning of each new school year, the various levels of the association also organized the awarding of hundreds of scholarships to support students in their studies…
Agencies, units, and businesses inside and outside the province are increasingly paying attention to promoting education and talent development by actively participating in and supporting activities such as awarding scholarships and giving gifts to disadvantaged students in the province, demonstrating profound humanity. A prime example is An Hoa Paper Joint Stock Company, which has dedicated billions of VND to social welfare and education activities. In addition, a multi-tiered network of cooperation with Viettel Tuyen Quang and Viettel Ha Giang has awarded over 5,000 "For Diligent Students" scholarships; the Thien Tam Fund (Vingroup Group), through the Provincial Education Promotion Association, has awarded Humanitarian scholarships to over 400 poor students with good and excellent academic performance, totaling over 1.2 billion VND; and the Hope Fund (FPT ), with a total value of tens of billions of VND, has significantly improved school facilities in remote areas. The Ha Giang Mechanical and Mineral Joint Stock Company awarded scholarships for all four years of university to 27 new students from disadvantaged backgrounds in the province, totaling over 2.5 billion VND... Notably, after Typhoon No. 3 (Yagi) in 2024 and other natural disasters in 2025, the Provincial Association for the Promotion of Learning promptly mobilized hundreds of millions of VND to support schools severely damaged, ensuring that students' studies were not interrupted. The journey of conquering knowledge for students in Tuyen Quang always receives timely support and companionship from the Associations for the Promotion of Learning at all levels in the province.
Building a digital learning society
Immediately after the merger of the two provinces, the Provincial Association for the Promotion of Learning and its branches quickly advised the Party Committee and the government to consolidate and stabilize the organizational structure to ensure effective operation. Along with the development of learning and talent promotion, the construction of a learning society in the province has been implemented synchronously.
The Provincial Association for the Promotion of Learning has coordinated with agencies and units to strengthen the dissemination and understanding of directives from the Central and Provincial authorities on promoting learning and talent development and building a learning society. This includes spreading the message of General Secretary To Lam, emphasizing that building a learning society is a continuous task for all citizens, aiming for lifelong learning for everyone to serve the country and develop themselves.
The movement to build a learning society in Tuyen Quang has made significant progress, shifting from a traditional learning model to a spirit of self-directed and continuous learning in the digital age. Following the reorganization of administrative units and the consolidation of the Association, the Tuyen Quang Provincial Association for the Promotion of Learning now has over 580,000 members, accounting for over 31% of the province's population. Models such as "Learning Family," "Learning Clan," "Learning Community," and "Learning Unit" have truly become deeply ingrained, becoming a cultural way of life for every local resident.
By the end of the term, the percentage of "Learning Families" reached nearly 72%, "Learning Clans" nearly 68%, "Learning Communities" over 67%, and "Learning Units" over 81%... These figures are not only the result of propaganda work but also manifested through real-life examples. Typical examples include the Hoang clan (Tan Trao commune) with 11 generations of settled residents who have always valued education, or the Luong clan (Khau Vai commune) which, despite being in a particularly difficult area, maintains an effective scholarship fund. Exemplary families such as the family of Dr. Nguyen Anh Tuan (Minh Xuan ward) – who received the title of "Outstanding Doctor" and whose children are all successful, or the family of Mr. Hoang The Nghia (Ha Giang 2 ward) whose grandson Hoang Tuan Dung won many international mathematics awards… have become a powerful source of inspiration for the community regarding the spirit of lifelong learning.
Breakthrough in the new phase of development
The First Congress of the Tuyen Quang Provincial Association for the Promotion of Learning, for the term 2026-2031, took place in a particularly important context, marking the strong consolidation and strengthening of the Association's organization. With the theme "Strengthening the building of a robust Association; Innovating and improving the quality of learning models, contributing to building a learning society in the digital transformation era," the Association identified groundbreaking solutions for the road ahead.
Ms. Vu Thi Bich Viet, Chairwoman of the Tuyen Quang Provincial Association for the Promotion of Learning, affirmed that in the coming period, the Association will focus on promoting the application of information technology and digital transformation in the management and operation of its activities. The core task will be building a "Learning Citizen" model, linked to improving professional skills and digital capabilities for workers, especially in rural areas and ethnic minority regions. The Association will continue to play a leading role, closely coordinating with the Education and Training sector and other agencies, units, and socio-political organizations to effectively implement the Government's lifelong learning projects. At the same time, efforts to mobilize social resources will be diversified so that the Fund for the Promotion of Learning is not only a source of support for those in need but also a driving force for talent promotion and honoring creativity in labor and production.
With its core role, the Provincial Association for the Promotion of Learning will continue to be a "lighthouse" leading the learning movement, transforming every home, every family, and every community into an active learning cell. With the close attention of the Party Committee and government, the support of all sectors of the population, and the ingrained tradition of love for learning, Tuyen Quang will surely achieve many more brilliant successes, contributing to building a more prosperous, beautiful, and civilized homeland in the digital age.

The Nguyen Dinh clan in Na Sai village, Mau Due commune, is a shining example in the local movement to promote education and talent development. With 19 families and 62 members across four generations, the clan consistently preserves and promotes the tradition of valuing education, viewing learning as the path to advancement.
To encourage their descendants to study, the family maintains a scholarship fund of 38 million VND; they have established a well-organized scholarship committee that regularly rewards and supports children with good academic achievements. Families invest in books, learning equipment, and internet access to help their children access knowledge and embrace digital transformation.
From that learning movement, many descendants of the family have grown up and held important positions, such as Mr. Nguyen Dinh Dich, former Chairman of the People's Committee of Dong Van District, former Deputy Director of the Department of Health of Ha Giang; Mr. Nguyen Dinh Duan, former Vice Chairman of the People's Committee of Yen Minh District, Ha Giang Province, currently Secretary of the Party Committee and Chairman of the People's Council of Duong Thuong Commune; Ms. Nguyen Thi Diu, currently Vice Chairman of the People's Committee of Mau Due Commune, along with many other officials and doctors.
Besides focusing on education, the Nguyen Dinh family in Mau Due commune also actively participates in building cultural life, uniting to help each other develop economically, and contributing to the increasingly prosperous development of their homeland.

Exemplary learning community in Tan Quang

Over the years, along with economic development, the Party Branch, the Front Committee, and mass organizations of Tan Quang village, Ham Yen commune, have actively integrated the contents of building "Learning Families," "Learning Clans," and "Learning Citizens" with the new rural development movement and cultural life in residential areas, creating a vibrant atmosphere of emulation throughout the village.
As a result, to date, 100% of households in the village have registered to build "Learning Families," with 98% achieving the title; the percentage of people of working age achieving the title of "Learning Citizen" has reached 75%. Notably, 110 youth union members have been equipped with skills in using electronic devices and applying digital transformation to their work and lives.
The village's Education Promotion Association regularly encourages and rewards students with high academic achievements, especially those who pass university and college entrance exams. The percentage of students of university and college entrance exam age who pass is 98%. To date, the village's Education Promotion Fund has accumulated 15 million VND, further motivating the movement for learning. In addition, the village effectively maintains a community library, a public address system, and other resources to support education and awareness campaigns for the people.
Currently, 100% of people of working age are employed; the poverty and near-poverty rate has decreased to 0.76%. For many years, Tan Quang village has been recognized as an exemplary "Learning Community"; the Phung and Dang clans have become model "Learning Clans" in the locality.

An Hoa Paper Joint Stock Company has made many contributions to social welfare activities, especially in promoting education and talent development.
Every year, the company contributes over 1 billion VND to humanitarian and charitable activities in the province and surrounding areas. Among these, the company actively implements activities promoting education and talent development. For example: In 2021, the company donated 200 million VND to the Provincial Education Promotion Fund and 10 million VND to Tan Tien Kindergarten. In 2022, the company donated two computer sets to Vinh Loi and Cap Tien communes worth 24 million VND, sponsored a computer lab for Tan Trao High School with 150 million VND, and contributed 20 million VND to the Provincial Education Promotion Fund. In 2023, the company allocated 150 million VND to the "Lighting Up Dreams of Going to School" program in Cap Tien, Vinh Loi, Doi Can, and Dong Tho communes, contributed 20 million VND to the Provincial Education Promotion Fund, and supported the construction of kindergarten classrooms in Xieng Khouang province (Laos) with 50 million VND. In 2025, following the impact of typhoon No. 10, the company provided Thuan Hoa commune with 5 tons of rice and 1,400 notebooks to help people and students overcome the consequences of the natural disaster.
Since 2011, the "Lighting Up Dreams of Going to School" program, implemented by the company at the beginning of each school year, has provided over 100 gifts to students in preschools, primary schools, and secondary schools in the area, with a total value of over 100 million VND per program. This has become a meaningful activity, regularly maintained, contributing to sharing difficulties and encouraging students to strive in their studies.

Ha Giang Mechanical and Mineral Joint Stock Company (headquartered in Ha Giang 1 Ward) is one of the exemplary units in promoting education and talent development in the province.
Mr. Dao Van Canh, Chairman of the Trade Union of Ha Giang Mechanical and Mineral Joint Stock Company, said: "During the period 2020-2025 and the first months of 2026, despite facing many impacts from the market and rising production costs, the company has maintained stable growth. Total revenue increased from VND 76.7 billion in 2020 to over VND 717 billion in 2025; the average income of employees reached approximately VND 27 million/person/month."
From 2020 to the present, the company has allocated significant funds to social welfare activities and to promote education and talent development. In 2025 alone, the company contributed nearly 1 billion VND to support underprivileged students, award scholarships to outstanding students, and partner with numerous local educational programs. These meaningful scholarships and gifts have further motivated many students in remote areas to excel in their studies.
The company also collaborates with local Party committees and authorities to organize many practical activities such as awarding scholarships at the beginning of the school year, supporting school facilities, and encouraging poor but studious students. These activities are maintained regularly, demonstrating the company's responsibility and commitment to the cause of education.
