According to sources from the Nghe An Provincial Police, the Tan Ky District Police recently arrested and prosecuted two individuals, Nguyen Van Hung (32 years old), residing in Quang Xuong District, Thanh Hoa Province, and Tran Van Tri (33 years old), residing in Nam Dan District, Nghe An Province, for the crime of fraud and appropriation of property.
Taking advantage of the desire of many people to obtain a driver's license without spending time studying and taking exams, Hung and Tri informed their victims that they could help students pass the exam with a guarantee and shorten the learning time, thereby defrauding dozens of students nationwide of more than 500 million VND.
To gain the trust of their victims, the scammers introduced themselves as currently teaching or managing at reputable driving schools, even running advertisements, creating fake interactions, or offering to teach a few lessons to gain the victims' confidence.
Lieutenant Colonel Dao Minh Khoi, Deputy Head of Tan Ky District Police, said: "The suspect introduced himself as a deputy director and an officer in charge of receiving driver's license applications at two centers in the North and one in the Central region. He then took photos and provided false information, claiming to be a driver's license testing center, offering various methods to shorten training time and guaranteeing a 100% pass rate on the theory test."
The police have determined that, using the promise of a 100% pass rate on the theory test, at least 40 students seeking to obtain a driver's license in various provinces and cities across the country fell victim to the scheme set by the two suspects. The investigation is ongoing and being expanded.
