Eight defendants have been charged for delays and waste in the Ban Mong project.

On November 1st, information from the Ministry of Public Security indicated that the Investigation Police Agency had initiated criminal proceedings and applied preventive measures against 8 defendants in the case of violations of accounting regulations causing serious consequences and violations of bidding regulations causing serious consequences, which occurred at Department 4 - Ministry of Agriculture and Rural Development, Hoang Dan Investment and Construction Co., Ltd. (Hoang Dan Company) and related units.

Specifically, Nguyen Van Dan, Director of Hoang Dan Company, was prosecuted for violating accounting regulations causing serious consequences and violating bidding regulations causing serious consequences.

Hoang Xuan Thinh, former Deputy Director of Department 4; Nguyen Vinh Hoang, Head of Planning and Appraisal Department of Department 4; Duong Chi Thanh, Officer of Construction Management Department of Department 4; and Vu Dinh Thinh, Deputy Director of Hoang Dan Company, have been prosecuted for violating regulations on bidding causing serious consequences.

The defendants have been charged in the case.

Vu Thi Kim Lien, Chief Accountant; Bui Cao Nguyen, Accountant of Hoang Dan Company; and Nguyen Van Giap, former Director of Sao Vang Company, have been prosecuted for violating accounting regulations causing serious consequences.

According to the Ministry of Public Security, in accordance with Resolution No. 74/2022/QH15 dated November 15, 2022, of the 15th National Assembly on promoting the implementation of policies and laws, practicing thrift, and combating waste, and the guiding spirit of General Secretary To Lam, the Ministry of Public Security has clarified violations in the investment and implementation process of the Ban Mong water reservoir project in Nghe An (invested by the Investment and Construction Management Board of Irrigation Project No. 4), which was behind schedule, required multiple adjustments to the total investment amount, and caused significant waste of state budget funds.

The Ministry of Public Security is focusing its efforts and expanding the investigation to clarify the violations committed by the defendants and related individuals at Hoang Dan Company, contractors, construction units, and State management agencies, in order to propose appropriate legal action; simultaneously, it is investigating and verifying information to ensure the complete recovery of assets.
