"There are no preconditions for a peace agreement at the moment. Moreover, there is no basis for negotiations at the moment. We see that Ukraine is not ready for that," Kremlin spokesman Dmitry Peskov said.
Dmitry Peskov said Russia would seek to ensure its own security, excluding NATO's expansion of its borders and Ukraine's entry into the military alliance.

Earlier, Mr. Peskov pointed out that the statement of Ukrainian President Vladimir Zelensky about the possibility of Ukraine becoming a member of NATO showed that Kiev was "unwilling and incapable" of resolving the existing issues on the negotiating table.
Recently, the Kremlin said that Russian President Vladimir Putin is still ready to participate in negotiations to achieve the goals of the special military campaign through peaceful means.
"President Vladimir Putin was, is and will be ready to keep open the possibility of contact to achieve the goals of Russia's special military operation by peaceful means. If possible, that would be better...", spokesman Dmitry Peskov said.
The Russia-Ukraine conflict has been going on for more than a year and there is no end in sight. The two sides have been carrying out counterattacks against each other recently. Many peace proposals for the conflict have been put forward but have not yielded results due to differences in viewpoints between Russia and Ukraine.
The West continues to pump weapons into Ukraine to fight against Russia. Russia believes that the decision of the US and NATO countries to supply tanks to Ukraine makes negotiations between Russia and Ukraine “meaningless”.
Russia has repeatedly accused the US and its allies of deliberately trying to prolong the conflict, warning the West not to provide weapons to Ukraine, stressing that this would only escalate the conflict and cause unnecessary casualties without changing the situation of the war.
