TPO - A representative from the Trung Liet Ward People's Committee stated that the fallen glass panel was part of the glass wall surrounding the building, and it was original glass. The local authorities also confirmed that when the cafe rented the space, they only decorated the interior and did not make any major renovations.

As previously reported, on the evening of April 20th, at the Viet Tower building, No. 1 Thai Ha Street (Trung Liet Ward, Dong Da District, Hanoi ), where The Coffee House operates, a rare incident occurred where glass fell on a customer. The victim was a female doctor working at K Hospital, Tan Trieu branch (Hanoi), who suffered serious injuries from the falling glass, including multiple fractured vertebrae and spinal cord damage.

Speaking to a reporter from Tien Phong newspaper about public opinion suggesting that repairs had affected the glass structure, a representative of the Trung Liet Ward People's Committee stated that the glass panel is part of the glass wall surrounding the building and is the original glass from when the investor built it. The local authorities also affirmed that when the cafe rented the space, they only decorated the interior and did not make any major repairs. After the incident occurred, the ward police arrived, drew up a report, examined the scene, and submitted a report to the district police.

Lawyer Diep Nang Binh, Head of Tinh Thong Law Office (Ho Chi Minh City Bar Association), stated that if the incident is determined to be due to objective causes, not the fault of the construction or building management unit, and there are no construction violations, then no criminal liability will be pursued. Compensation for damages to victims will be applied according to Article 605 of the 2015 Civil Code.

Accordingly, the owner, possessor, or person entrusted with managing and using the building, specifically The Coffee House in this case, will have to compensate the victims for the damages caused by the incident.

Furthermore, if the contractor or installer is found to be at fault in the incident, they must also be jointly liable for compensation to the victim in accordance with Article 585 of the 2015 Civil Code, and must provide full and timely compensation for actual damages.

However, accurately determining the legal responsibility of the parties involved in this matter still requires relying on the conclusions of the investigation by the competent authorities after the investigation process is completed.
