Social policy shifts from welfare to social security
Member of the Party Committee of the Ministry of Labor, Invalids and Social Affairs, Deputy Minister Nguyen Van Hoi briefly presented the main contents of the draft summary report of topic 4, group 3: Building and perfecting policies and mechanisms to solve social issues: Social security, labor relations, health,education , environmental protection, climate change, rich-poor polarization, social stratification, social conflicts towards the goal of social progress and justice.
After nearly 40 years of implementing the renovation policy, the Party's viewpoint on solving social issues is a process of updating, supplementing and developing social policies. Through the 6th, 7th, 8th, 9th, 10th, 11th, 12th and 13th National Party Congresses, the viewpoint on social policies has gradually been perfected to become a system of viewpoints on social policies in the renovation period. In the past 10 years, our country has developed, achieved many important results and achievements, increasingly demonstrating the superiority of the socialist regime in our country. The effective implementation of social policies has contributed to bringing confidence and satisfaction to the people, especially during the recent Covid-19 pandemic. The human development index has improved significantly, putting Vietnam in the group of countries with high human development index (Vietnam's HDI index in 2021 is 0.703; improving the ranking from 127/187 in 2012 to 115/191 in 2021 in the United Nations rankings)
Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung said that over 40 years of renovation, the Party has made fundamental changes in its perception of social issues and social policies. That is the harmonious combination of economic, cultural and social development. Social policies have gradually shifted from ensuring social security for disadvantaged and vulnerable groups to implementing social welfare to expand the beneficiaries of the common achievements of society.
The Deputy Prime Minister asked the Party Committee of the Ministry of Labor, Invalids and Social Affairs to clarify the concepts of social security and social welfare.
However, the results of implementing social policies still reveal many limitations and weaknesses, and in general, have not met the requirements of rapid and sustainable development. The labor market is slow to develop, the quality of human resources and employment is low. The coverage rate of social insurance and unemployment insurance is still low. The coverage of regular social assistance policies is still narrow, the subsidy standard is low. The quality of social services has not met the requirements of innovation towards professionalization, has not been managed by cases and has not been cared for and assisted at home and in the community. Poverty reduction results have not been truly sustainable, the risk of falling back into poverty is still high, and the gap between rich and poor is still large. Social policies lack inclusiveness and connectivity in supporting subjects and have not covered all subjects, and there is no mutual support and connection of policy pillars in implementation.
Minister Dao Ngoc Dung emphasized: Up to now, our social policies have shifted from caring for a group of disadvantaged people at a minimum level to improving quality. If in the past only a group of disadvantaged people benefited, now the middle class and all classes of people can enjoy the achievements of society. Previously, social security was taken care of by the state, now we must fundamentally shift to social policies, some state policies will play a policy-orienting role.
Social issues and economic development are inseparable.
To achieve the goal by 2030: “Achieving social progress and equity, constantly improving the quality of people's material and spiritual life; building a diverse, multi-layered, inclusive, comprehensive, sustainable, modern, and adaptive social security system; improving social welfare for all people to ensure access to and enjoyment of basic social services of good quality for people, especially in housing, health care, and education; developing a flexible, modern, efficient, and integrated labor market; developing high-quality human resources and developing sustainable employment; creating conditions for all people to develop their potential, develop comprehensively, and have a high average income compared to people in other countries in the world; effectively and strictly managing social development, along with ensuring human rights, human security, and social security”... and the vision by 2045: “Developing a modern, sustainable society contributing to building a democratic Vietnam "A rich, strong, democratic, fair, civilized country and comprehensive development of Vietnamese people, promoting potential and strengths to contribute to harmonious social development; people are guaranteed social security, social welfare, have high income and have a prosperous, free and happy life in a powerful and prosperous country".
According to the Minister, to achieve the above goals, some key solutions need to be implemented in the coming time, including a full and correct awareness of the position and role of social policies in the new period. Building and implementing comprehensive, modern, inclusive and sustainable social policies based on human rights, for people, with people as the center and subject. Improving the effectiveness and efficiency of state management of social policies. Improving the quality of human resources, solving sustainable employment and developing the labor market.

Appreciating the serious preparation of the Party Committee of the Ministry of Labor, Invalids and Social Affairs, Deputy Prime Minister Tran Hong Ha requested the Party Committee of the Ministry of Labor, Invalids and Social Affairs to continue analyzing the reality, drawing out theoretical issues according to the Party's ideology, viewpoints and goals on the development model, political institutions, socialist rule of law state, socialist-oriented market economy in each development stage. From there, identify priority issues between economic development and implementation of social policies in the coming period.
Emphasizing the inseparability of social issues and economic development, the Deputy Prime Minister said that it is necessary to clarify the relationship between the market economy and socialist orientation, and draw lessons in overcoming and regulating the negative aspects of the market economy with clear and specific social tools and policies. The Deputy Prime Minister requested the Party Committee of the Ministry of Labor, Invalids and Social Affairs to clarify the concepts of social security and social welfare, and refer to the experience of operating models in the market economy, the role of the state, and the participation of the private sector.
