
At the first meeting of the Provincial Party Committee's Executive Board, term I (1963-1970), the Provincial Party Committee's Inspection Committee was elected, consisting of 4 members. After 61 years of development and growth, the provincial Party Inspection sector has continuously developed and improved in terms of functions, tasks, powers, and organizational structure. When first established, the Provincial and District Party Committees' Inspection Committees each had 3-4 members, mostly working on a part-time basis; today, the entire province has 15 Inspection Committees, including: the Provincial Party Committee's Inspection Committee, 14 District-level and equivalent Inspection Committees, and 248 grassroots Party Committee Inspection Committees with 833 members at all levels.
Deeply aware of the position, role, and importance of Party inspection, supervision, and discipline, from the beginning of the 2020-2025 term, the Provincial Party Standing Committee has paid attention to leading, directing, and organizing the implementation of tasks, issuing Resolution No. 06-NQ/TU on continuing to innovate and improve the effectiveness of Party inspection and supervision work in the new situation. The Provincial Party Inspection Committee has proactively advised the Provincial Party Standing Committee to concretize many procedures and regulations for implementing inspection and supervision work. It has developed the working regulations of the Provincial Party Inspection Committee, regulations on coordination with other units; a comprehensive and annual program; and reviewed and amended some regulations to conform with Central regulations and be consistent with the practical situation in the province.
The provincial Party Inspection sector has made many innovations and creative changes in carrying out its tasks; concretizing some contents, procedures, and forms to facilitate smooth, synchronized, and unified implementation throughout the sector, which has been recognized and highly appreciated by the Central Inspection Committee and the grassroots level. The sector has built and strictly implemented the program for the entire term and annually; conducted comprehensive and expanded supervision; focused and targeted inspections in key areas: Party building and rectification, sensitive areas prone to violations and of public concern; issues that have not been inspected or supervised for a long time; problems arising in practice; building and implementing working regulations and grassroots democracy regulations; practicing thrift and combating waste; managing and administering the budget; land management; personnel organization; programs and projects; receiving and processing complaints and petitions; Continuing to receive Party members and citizens as prescribed, linked to the responsibility of the head of the organization... Improving the quality and effectiveness of regular supervision, strengthening thematic supervision of Party organizations and heads of agencies and units, especially in sectors and fields prone to corruption; proactively and promptly inspecting when there are signs of violations by Party organizations and Party members, including Party committee members at the same level, to prevent, warn, and limit the extent of violations.
Currently, the Provincial Party Committee's Inspection Commission alone regularly supervises 91 Party organizations and over 400 Party members who are leading officials under the management of the Provincial Party Standing Committee. Since the beginning of the term, Party committees at all levels have inspected 1,089 Party organizations and nearly 2,000 Party members; of which, 382 are Party committee members; and conducted thematic supervision of 699 Party organizations with nearly 1,500 Party members (405 of whom are Party committee members). Party committees at all levels and Party branches have disciplined 4 Party organizations and 810 Party members, including 97 Party committee members. Inspection commissions at all levels have inspected 18 Party organizations and 45 Party members when there were signs of violations; inspected the implementation of inspection and supervision tasks in 440 Party organizations; inspected the implementation of Party discipline in 263 Party organizations; and inspected the budget and finances of 77 Party organizations. Thematic supervision was conducted on 370 Party organizations and nearly 500 Party members, including 220 Party committee members. Disciplinary action was taken against 8 Party organizations and 194 Party members, 41 of whom were Party committee members. Assets and income were verified for 397 Party members.
Building on the achievements, the Provincial Party Inspection Department continues to vigorously implement Conclusion No. 21-KL/TW of the 13th Central Committee of the Communist Party of Vietnam on strengthening Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and Party members who have degenerated in political ideology, morality, and lifestyle, and exhibiting "self-evolution" and "self-transformation". It will simultaneously conduct regular supervision with thematic inspections and supervision, focusing on adherence to the Party Charter, Party guidelines, State policies and laws; adherence to the principles of Party organization and activities, the principle of democratic centralism, working regulations, work regimes, and maintaining internal unity; sensitive areas prone to violations and those of public concern; and strictly, promptly, and comprehensively disciplining Party organizations and members who violate regulations; and promptly resolving complaints and denunciations regarding Party discipline.
Continue to improve the effectiveness of regular supervision; value and encourage self-inspection and self-supervision, and proactively address shortcomings and weaknesses within the Party organization and among Party members. Strengthen the dissemination and thorough understanding of the Party's resolutions, directives, regulations, and guidelines on inspection, supervision, and disciplinary enforcement.
Continue researching and advising on the improvement of Party regulations on inspection, supervision, and disciplinary enforcement to ensure effective implementation. Strengthen the training and professional development of Party inspection cadres; promote external relations, learning, and sharing experiences among units and localities.
With the efforts and achievements of the Provincial Party Inspection Department, the confidence of cadres, Party members, and the people in the Party's leadership has been strengthened; especially contributing to building and rectifying the Party in accordance with the spirit of Resolution No. 4 of the 13th Central Committee, particularly in preventing and repelling the decline in political ideology, morality, and lifestyle, and the manifestations of "self-evolution" and "self-transformation" within the Party. Through this, a clean and strong Provincial Party Committee is built, successfully implementing the Resolution of the 14th Provincial Party Congress, term 2020-2025, and building a sustainably developing Dien Bien province.
