Members of the inspection team check portable fire extinguishers and other firefighting equipment of the National Defense Industry Economic and Technical Corporation located in Sung Phai commune (Lai Chau city).

Specifically, from September 29th to November 12th, a team of inspectors from the Police Department for Administrative Management of Social Order and the Police Department for Fire Prevention, Firefighting and Rescue (PCCC&CNCH) - Lai Chau Provincial Police conducted inspections on the implementation of legal regulations regarding the use of industrial explosives by units, organizations, and businesses that are using and storing industrial explosives in the area.

Accordingly, the inspection team checked 28 out of 30 units, organizations, and businesses that are using and storing industrial explosives. During the inspections, after hearing reports from representatives of the units, organizations, and businesses on the overall operational situation of their industrial explosives usage and trading activities, the team proceeded to inspect security and order (ANTT) and fire safety and rescue operations, including: legal procedures related to the business activities of enterprises and units with security and order requirements; management records related to the business, import, and export of industrial explosives; blasting permits; labor contracts; professional certificates of those involved in the use of industrial explosives; and business activities recorded in the business registration certificate and security and order compliance certificate.

Officers from the Fire Prevention and Rescue Police Department inspect the explosives storage facility of the National Defense Industry Economic and Technical Corporation located in Sung Phai commune (Lai Chau city).

Inspect the fire safety conditions and permits for the use of industrial explosives issued by competent authorities to the facility using and trading in industrial explosives, comparing them with the actual situation at the facility's industrial explosives storage facility; ensure compliance with periodic and ad hoc reporting requirements on security, order, and fire safety to competent authorities for monitoring and oversight. Inspect the facility's fire safety and rescue management records as stipulated in Section 1, Article 4 of Circular No. 149/2020/TT-BCA dated December 31, 2020, and Article 9 of Circular No. 08/2018/TT-BCA dated March 5, 2018, of the Ministry of Public Security . Verify the organization and implementation of internal regulations, safety conditions, measures, and solutions regarding fire safety and rescue. Inspections of 28 out of 30 units, organizations, and businesses showed that they generally complied well with legal regulations on ensuring security and order, and fire safety and rescue; no units, organizations, or businesses were penalized for administrative violations.

Through inspection activities aimed at assessing compliance with legal regulations in the management and use of industrial explosives by relevant units, organizations, and individuals in the area, the following will be implemented: Disseminating newly enacted legal regulations to ensure that organizations, businesses, and individuals are aware of and comply with the law; promptly preventing violations and strictly punishing violations related to the use of industrial explosives; identifying difficulties, obstacles, and inadequacies in state management; and subsequently proposing amendments and additions to current legal documents on the management, supply, and use of industrial explosives to meet state management requirements.
