The warmth from the 'local market'

Amidst global instability and pressure on exports, the domestic market plays a pivotal role in sustaining production and consumption, mitigating risks, and creating momentum for growth.

Supply management, market stabilization.

According to the Ministry of Industry and Trade , in 2025, total retail sales of goods and consumer service revenue are projected to increase by 10% compared to the same period in 2024. This is considered a positive growth rate given the current economic challenges.

The domestic market is a crucial pillar of the economy.

The domestic market is a crucial pillar of the economy .

Speaking with a reporter from the Industry and Trade Newspaper, Ms. Tran Thi Phuong Lan, President of the Vietnam Retailers Association, said that the domestic market currently shows three outstanding characteristics.

Firstly, consumer demand is recovering in a more sustainable direction, with consumers prioritizing essential goods that are of high quality and transparent.

Secondly, retail systems and supply chains have proactively prepared their inventory, from stockpiling raw materials to large-scale promotional programs. This helps limit price fluctuations and ensures stable supply and demand during peak seasons.

Thirdly, the market now features mechanisms that increase transparency and credibility for Vietnamese goods, such as the "Responsible Green Tick" program, which is rebuilding consumer trust in urban areas and reorienting competition criteria from price to quality.

The role of regulatory agencies in monitoring and coordinating supply and preventing hoarding is very clear. Before the year-end shopping season and Tet (Lunar New Year), the Ministry of Industry and Trade requested provincial departments to closely monitor market developments, prepare inventories, and coordinate with businesses to ensure the supply of goods to localities affected by natural disasters.

At the enterprise level, large retail systems also acted early. WinMart worked with suppliers 2-3 months in advance to increase reserves; MM Mega Market launched promotional programs and adjusted product catalogs to stabilize prices for consumers. These measures not only helped avoid temporary shortages but also maintained stable production for suppliers, reducing the risk of supply chain disruptions.

The focused preparation of supplies, prioritizing food, fresh produce, processed foods, essential consumer goods, and holiday gift sets, demonstrates the close functioning of the logistics system and the producer-retailer linkage.

Furthermore, supply-demand matching programs coordinated by provincial Departments of Industry and Trade with retail systems have helped bring regional and OCOP products into large distribution systems, creating sustainable outlets for local products and contributing to balancing supply in major urban areas.

The national concentrated promotional policy (Vietnam Grand Sale 2025), implemented under government directives, continues to play a strategic role in clearing inventory, stimulating demand, and accelerating goods circulation. From a business perspective, this provides a flexible tool to regulate resources, optimize inventory turnover, and expand business scale during peak seasons.

Raising quality standards and ensuring transparency of origin.

The decisive factor that makes the domestic market a pillar of the economy is not only the quantity of goods but also their quality and consumer trust. The "Responsible Green Tick" program of some localities, notably Ho Chi Minh City, is a prime example and an important leverage point.

Businesses are stepping up promotions to stimulate consumer demand.

Businesses are stepping up promotions to stimulate consumer demand.

The green tick is not just a promotional label, but a mechanism for tracing the origin, testing, and commitment to recalling products when problems arise. This has changed urban consumer behavior: buyers look at the transparency of origin and safety criteria rather than just comparing prices. As a result, sales of certified products have increased sharply, and many large distribution systems have joined, creating a widespread publicity effect.

This shift changes the rules of the game, as businesses that invest in inspection, traceability, and cold storage will be rewarded by market share; businesses that avoid standards will struggle to maintain market share.

Although there are still challenges in meeting the initial compliance costs, the medium-term benefits are clear as this mechanism reduces recall risk, enhances brand image, and opens doors to modern distribution systems. This is essential to strengthening domestic demand to weather periods of external instability.

In practice, major retailers have combined quality with promotions, offering deep discounts on quality-certified goods, dedicated display areas, and communication campaigns about their standards.

Ms. Doan Thi Huong Thanh - Director of the Legal Department at WinCommerce - emphasized that this year's national concentrated promotional program not only has short-term significance but also contributes to the goal of sustainable economic development, helping consumers access quality products at reasonable prices. WinMart affirmed its efforts to work in advance with suppliers to ensure sufficient goods and stable prices, demonstrating the retailer's proactive spirit in responding to supply and demand.

According to experts, the domestic market has proven to be a pillar of support when the economy has to cope with external "shocks".

To enhance this role, focus should be placed on three groups of solutions: maintaining proactive supply chain management, closely coordinating between state management and the retail system to prevent hoarding and ensure supply; promoting the upgrading and transparency of the supply chain, transforming consumer confidence into a long-term growth driver; and using focused and transparent demand-stimulating tools such as the Vietnam Grand Sale to regulate the market, while supporting small businesses with compliance costs and avoiding excessive fragmentation in the domestic supply chain.

When supply is secured, quality is improved, and demand-stimulating policies are effectively implemented, the domestic market is not only a "lifeline" during difficult times but also a foundation for creating new momentum for the economy, helping businesses adapt, consumers feel secure, and production become more sustainable.
