The first phase of the Coastal Road project connecting the East-West Economic Corridor in Quang Tri province spans approximately 48 km, passing through the districts of Vinh Linh, Gio Linh, Trieu Phong, and Dong Ha city. The project has a total investment of 2,060 billion VND and is scheduled for implementation from 2021 to 2026.
To date, localities have handed over 25 km out of 48 km of land. Specifically, Vinh Linh district has handed over 6.3 km out of 23.06 km; Gio Linh district has handed over 9.26 km out of 12.4 km. The remaining sections are expected to be handed over in 2025. The value of work completed to date has reached 549 billion VND.

Regarding resettlement, Vinh Linh district has 48 households to be resettled, including 17 in Cua Tung town, 10 in Kim Thach commune, and 21 in Vinh Thai commune. It is planned that Cua Tung town will have one resettlement area; Vinh Thai commune will have two; and Kim Thach commune will be allocated resettlement land in situ. Gio Linh district has 22 households to be resettled, including 20 in Cua Viet town and 2 in Trung Giang commune. Currently, the People's Committees of both districts are implementing the resettlement plan.

Regarding construction work, the 23.06 km section through Vinh Linh district has basically completed 2/3 of the bridges; the roadbed has been constructed for 6.3 km out of 23.06 km. The value of work completed to date is 17 billion VND out of 309 billion VND, reaching 5.4%.
The 12.4 km section of the route through Gio Linh district is currently under construction, with 2.9 km/12.4 km of road embankment completed and 5/37 transverse drainage culverts under construction. The value of work completed to date is 16.5 billion VND/245 billion VND, reaching 6.7%.

The current difficulties and obstacles stem from changes in state policies and regulations, as well as adjustments to the route to suit the current situation. This has resulted in increased costs for several items, including resettlement, land clearance, and construction, projected to increase by approximately 681 billion VND compared to the approved total investment. These unapproved and unallocated additional costs will significantly impact the progress of land clearance, resettlement area construction, and the disbursement of central government funds allocated for construction.
Localities have not yet completed the relocation of infrastructure and technical facilities; they have not completed the work of determining the origin of land use, constructing resettlement areas, and liquidating forests owned by the people and managed by the State. Vinh Linh District has not yet approved the 2025 land use plan, therefore, according to regulations, it is not allowed to approve the compensation and land acquisition plan.
The coastal road project, specifically the section passing through Cua Tung and Cua Viet bridges, has a total investment of 600 billion VND and is scheduled for completion in 2025. The section through the Cua Tung bridge area is 3.16 km long, starting at the intersection with Provincial Road 574 in Vinh Linh district and ending at the intersection with Provincial Road 576 East in Gio Linh district.
Currently, the land demarcation work has been completed, and cadastral surveying is being finalized. The land acquisition notice is expected to be submitted before April 20th; land surveying will be conducted after the land acquisition notice is issued in April 2025; land prices will be publicly announced in May 2025; and the compensation and support plan will be approved and the land handed over in June 2025.
After conducting an on-site inspection, Vice Chairman of the Provincial People's Committee Le Duc Tien requested the contractor to take advantage of favorable weather conditions to urgently mobilize additional machinery and personnel, increasing shifts to accelerate construction progress. The districts of Vinh Linh and Gio Linh were instructed to strengthen propaganda and mobilization efforts to gain public consensus on compensation and support for land acquisition and site clearance; and to expedite the process of determining land use origins and assigning land use rights to facilitate early handover of the site to the contractor. Relevant departments and agencies were tasked with closely coordinating with the Provincial Investment and Construction Project Management Board in appraising and adjusting the investment policy for early submission to the Provincial People's Council for approval, thereby accelerating site clearance and completing the project on schedule.
