Residential amenities
Dong Hoi Ward currently has 70 residential areas. Based on a field survey, the Standing Committee of the Vietnam Fatherland Front Committee of the ward selected residential area 5 Dong Phu to build a pilot model of a "Digital Residential Area". The model focuses on practical contents such as: building a community information group on a digital platform; a "Digital Legal Library" using QR codes; supporting residents in using VNeID, online public services, and cashless payments; searching for residential area regulations, submitting feedback and complaints, and updating information for propaganda via QR codes.
QR codes are posted at the TDP cultural center, contributing to the gradual digitization of residential area activities, improving the quality of service to the people, and strengthening the connection between the Party committee, the Fatherland Front, mass organizations, and the people in the digital age.

Through community activities, Zalo groups, public address systems, and resident meetings in Hamlet 5, Dong Phu, people are informed about policies and guidelines on digital transformation and guided on using online public services, electronic payments, and many other digital utilities serving daily life. Conversely, through digital applications, people can promptly report emerging issues such as environmental pollution, deteriorating infrastructure, or security and order problems to the competent authorities; all reports are received and processed publicly and transparently.
“Having been guided on how to use digital technology , we find many benefits that are suitable for modern life. Buying and selling goods, paying electricity and water bills, telecommunication fees, or shopping at the market can all be done using a phone for transfers, which is quick, convenient, and helps manage expenses. Furthermore, when I need medical check-ups or treatment, I can submit applications online, track my progress, and receive results on my phone, which is very convenient, safe, and saves travel time,” shared Ms. Van Thi Thu, from Group 5, Dong Phu.
Speaking with us, Nguyen Thi Tu Anh, Head of the Front Committee of Residential Area 5, Dong Phu, said: “Through Zalo groups and digital platforms, local information is quickly conveyed to the people, contributing to reducing printing and meeting costs. Not only does it make daily life more convenient for people, but these digital platforms also help strengthen the connection between residential area officials and the people.”
Besides keeping track of activities in the residential area, soliciting contributions and support is also more convenient than before, with all payments made via bank transfer, eliminating cash. Currently, we focus on guiding residents to use the QUANGTRI-S application to submit reports on incidents, complete administrative procedures, and access digital utilities that serve their lives.”
A civilized and modern residential community.
In reality, the digital transformation process still faces many difficulties, especially for the elderly. According to Mr. Phan Dinh Chau, from Group 5, Dong Phu, having a phone with internet access makes communication and information updates much more convenient. However, the elderly are sometimes still hesitant to use technology, and their biggest worry is falling victim to online scams, so they need more specific guidance from officials.
Working alongside the people are community-based digital technology teams, who directly assist in installing and guiding the use of electronic identification, electronic health records, cashless payments, and online public services.
Nguyen Hai Dang, Secretary of the Youth Union of Dong Phu Hamlet 5 and a member of the Community Digital Technology Team, said: “For the elderly or those with limited access to technology, we provide direct guidance to help them use digital applications proficiently; at the same time, we educate them on how to identify and prevent online scams.”

With the goal of putting the people at the center of digital transformation, Dong Phu Ward 5 is promoting the pioneering role of officials and Party members in disseminating information and guiding the people to access digital technology.
Mr. Nguyen Ngoc Cach, Secretary of the Party Branch of Residential Area 5, Dong Phu, said: The Party Branch has thoroughly implemented Resolution No. 57-NQ/TW of the Politburo , deployed the thematic program "Party members take the lead in learning digital skills," and guided the use of the "Electronic Party Member Handbook," contributing to the innovation of Party branch activities and improving the effectiveness of information exchange. After being equipped with digital skills, each Party member continues to propagate and support people in accessing technology, spreading the "Digital Literacy Movement" in the residential area.
Residential area 5 in Dong Phu currently has 164 households with nearly 650 residents. The rate of smartphone use among residents is increasing. This creates favorable conditions for deploying digital applications in the community.
“Most Party members of the Dong Phu 5th Residential Area Party Branch expressed the view that using the ‘Electronic Party Member Handbook’ helps Party members quickly access documents and materials for Party branch activities. As Party members, we are determined to set an example in using digital technology to continue guiding people to access conveniences that serve their lives,” added Nguyen Ngoc Cach, Secretary of the Dong Phu 5th Residential Area Party Branch.
Chairman of the Vietnam Fatherland Front Committee of Dong Hoi Ward, Bui Quang Vinh, affirmed that the implementation of the "Digital Residential Area" model has gradually formed the habit of using digital technology in the daily lives of the people, aiming to build a modern, transparent, and convenient residential area, with the people as the center and the target of service. The selection of Residential Area 5 as a pilot project was based not only on infrastructure conditions but also on the high determination of local officials and people. This also serves as a basis for further expanding the model to other residential areas throughout the ward as soon as possible.
Bringing digital platforms, digital technology, and digital skills closer to the people through the "Digital Residential Area" model is a practical step to promote digital transformation from the grassroots. Not only does it bring convenience to daily life, but the model also contributes to building a more civilized, modern, and cohesive community.
