Proposing the Government to submit to the National Assembly for approval the investment policy of the Ho Chi Minh City Ring Road 4 Project

The Ho Chi Minh City Ring Road 4 construction investment project has a total route length of about 159.31 km; the total investment is about 120,412.55 billion VND, of which the private investor capital - BOT is about 53,632.22 billion VND, accounting for 42.05% of the total investment.

The Ho Chi Minh City People's Committee has just issued urgent dispatch No. 3208/UBND-DA to the Government regarding the completion of the Pre-Feasibility Study Report of the Ho Chi Minh City Ring Road 4 Construction Investment Project according to Report No. 5460/BC-HDTĐNN dated April 24, 2025 of the State Appraisal Council.

According to the Ho Chi Minh City People's Committee, the Project's Pre-Feasibility Study Report has met the conditions for the Government to submit to competent authorities for consideration and decision on the Project's investment policy according to regulations (regarding investment necessity, technical requirements, planning compliance, budget capital commitment of localities participating in project implementation, etc.).

In the next phase (Feasibility Study Report step), localities commit to continue reviewing and fully implementing the contents of the Appraisal Results Report mentioned above to ensure technical requirements and project investment costs in accordance with regulations.

The Ho Chi Minh City People's Committee proposed that the Prime Minister consider and direct the balancing of the central budget capital to participate in the implementation of the Project (supporting the State budget to participate in the component project through Long An province) and submit to the National Assembly for consideration and decision on the investment policy of the Ho Chi Minh City Ring Road 4 construction investment project according to regulations.

It is known that after receiving Report No. 5460/BC-HDTĐNN of the State Appraisal Council, the People's Committee of Ho Chi Minh City urgently coordinated with the People's Committees of the provinces (Long An, Dong Nai, Binh Duong and Ba Ria - Vung Tau) to review and absorb the opinions of the Council and the opinions of the Council members.

In the draft Government Proposal submitted to the National Assembly for decision on the project investment policy, attached to Official Dispatch No. 3208, the Ho Chi Minh City Ring Road 4 construction investment project has a total route length of about 159.31 km (including: Ba Ria - Vung Tau 18.23 km; Dong Nai 46.08 km; Ho Chi Minh City 20.5 km; Long An 74.5 km).

The route does not include the section passing through Binh Duong province, about 47.95 km, which is being independently invested in accordance with the project investment policy approved by the Binh Duong Provincial People's Council. The project implementation location is Ho Chi Minh City and the provinces (Ba Ria - Vung Tau, Dong Nai, Binh Duong, Long An).

For the expressway section, the Project will carry out investment in phases (phase 1) with a scale of 4 complete expressway lanes; design speed of 100 km/h, roadbed width of 25.5 m; carry out site clearance once according to the scale of the complete phase cross-section (8 expressway lanes, roadbed width of 74.5 m).

The parallel road system, the service roads on both sides of the expressway through residential areas and urban areas (discontinuously arranged) are invested with a minimum scale of 2 lanes (for parallel roads) and type A or type B rural roads (for service roads) and related regulations and standards.

The project is invested in the form of PPP combined with public investment; divided into 2 groups of 10 component projects.

Component project group 1 - Compensation, support, resettlement and construction of service roads and parallel roads includes 5 component projects.

Component project 1-1: Compensation, support, resettlement and construction of service roads and parallel roads in Ba Ria - Vung Tau province. Ba Ria - Vung Tau Provincial People's Committee is the managing agency, implemented with local budget capital.

Component project 1-2: Compensation, support, resettlement and construction of service roads and parallel roads in Dong Nai province. Dong Nai Provincial People's Committee is the governing body, implemented with local budget capital.

Component project 1-3: Compensation, support, resettlement and construction of service roads and parallel roads in Cu Chi district, Ho Chi Minh City, Ho Chi Minh City People's Committee is the managing agency, implemented with local budget capital.

Component project 1-4: Compensation, support, resettlement and construction of service roads and parallel roads in Long An province (excluding the 3.8 km section through Nha Be district, Ho Chi Minh City). Long An Provincial People's Committee is the governing body, implementing with local budget capital and central budget support capital.

Component project 1-5: Compensation, support, resettlement and construction of service roads and parallel roads in Nha Be district, Ho Chi Minh City. Ho Chi Minh City People's Committee is the governing body, implemented with local budget capital.

Component project group 2 - Implementation of highway construction investment is also divided into 5 component projects.

Component project 2-1: Construction of the main expressway route in Ba Ria - Vung Tau province (including Chau Duc bridge bordering Dong Nai province) under the PPP method, BOT contract type, Ba Ria - Vung Tau Provincial People's Committee is the competent authority.

Component project 2-2: Construction of the main expressway route in Dong Nai province (including Thu Bien bridge) under the PPP method, BOT contract type, Dong Nai Provincial People's Committee is the competent authority.

Component project 2-3: Construction of the main expressway route in Ho Chi Minh City (including Phu Thuan bridge over Saigon river and Thay Cai bridge over Thay Cai canal) under the PPP method, BOT contract type, Ho Chi Minh City People's Committee is the competent authority.

Component project 2-4: Construction of the main expressway route in Long An province from Thay Cai bridge to Ho Chi Minh City - Trung Luong expressway under the PPP method, BOT contract type, Long An Provincial People's Committee is the competent authority.

Component project 2-5: Construction of the main expressway route in Long An province and Ho Chi Minh City (about 3.8km), section from Ho Chi Minh City - Trung Luong expressway to Hiep Phuoc under the PPP method, BOT contract type, Long An Provincial People's Committee is the competent authority.

The preliminary total investment of the Project is about 120,412.55 billion VND, of which the state budget capital is about 69,780.33 billion VND (57.95%); private capital (BOT) is about 53,632.22 billion VND (42.05%).

The implementation progress of the Ho Chi Minh City Ring Road 4 construction investment project is from 2025 to 2029.
