We propose that the Government submit to the National Assembly for approval the investment plan for the Ho Chi Minh City Ring Road 4 Project.

The Ho Chi Minh City Ring Road 4 construction project has a total length of approximately 159.31 km; the total investment is approximately VND 120,412.55 billion, of which private investor capital - BOT is approximately VND 53,632.22 billion, accounting for 42.05% of the total investment.

The People's Committee of Ho Chi Minh City has just sent an urgent document No. 3208/UBND-DA to the Government regarding the completion of the pre-feasibility study report for the investment project to build the Ho Chi Minh City Ring Road 4, in accordance with Report No. 5460/BC-HĐTĐNN dated April 24, 2025, of the State Appraisal Council.

According to the Ho Chi Minh City People's Committee, the project's pre-feasibility study report has now met the conditions for the Government to submit it to the competent authority for consideration and decision on the investment policy of the project as prescribed (regarding the necessity of investment, technical requirements, conformity with planning, commitment of budget funds from localities participating in the project implementation, etc.).

In the next phase (the Feasibility Study Report), localities commit to continuing to review and fully implement the contents of the appraisal report to ensure that the technical requirements and investment costs of the Project comply with regulations.

The People's Committee of Ho Chi Minh City has requested the Prime Minister to consider directing the allocation of central government budget funds to participate in the Project (supporting the portion of the state budget participating in the component project passing through Long An province) and to submit to the National Assembly for consideration and decision on the investment policy for the construction of the Ho Chi Minh City Ring Road 4 project in accordance with regulations.

Report No. 5460/BC-HĐTĐNN from the State Appraisal Council was received, and the Ho Chi Minh City People's Committee promptly coordinated with the People's Committees of the provinces (Long An, Dong Nai, Binh Duong , and Ba Ria - Vung Tau) to review and incorporate the Council's opinions and the opinions of its members.

According to the draft submission from the Government to the National Assembly regarding the investment policy for the project, attached to document No. 3208, the Ho Chi Minh City Ring Road 4 construction project has a total length of approximately 159.31 km (including: Ba Ria - Vung Tau 18.23 km; Dong Nai 46.08 km; Ho Chi Minh City 20.5 km; Long An 74.5 km).

The route excludes the section passing through Binh Duong province, approximately 47.95 km, which is being implemented independently according to the investment plan approved by the Binh Duong Provincial People's Council. The project location is Ho Chi Minh City and the provinces of (Ba Ria - Vung Tau, Dong Nai, Binh Duong, Long An).

For the highway section, the Project implements phased investment (phase 1) with a scale of 4 complete highway lanes; design speed of 100 km/h, roadbed width of 25.5 m; land clearance will be carried out in one go according to the scale of the cross-section of the complete phase (8 highway lanes, roadbed width of 74.5 m).

The parallel road system and service roads on both sides of the expressway passing through residential and urban areas (arranged discontinuously) are invested with a minimum scale of 2 lanes (for parallel roads) and rural roads of type A or type B (for service roads) and relevant regulations and standards.

The project is being implemented using a Public-Private Partnership (PPP) model, combining public and private investment; it is divided into two groups comprising 10 component projects.

Component Project Group 1 - Compensation, support, resettlement and construction of access roads and parallel roads consists of 5 sub-projects.

Component Project 1-1: Compensation, support, resettlement, and construction of access roads and parallel roads in Ba Ria - Vung Tau province. The People's Committee of Ba Ria - Vung Tau province is the managing agency, implementing the project using local budget funds.

Component Project 1-2: Compensation, support, resettlement, and construction of access roads and parallel roads in Dong Nai province. The People's Committee of Dong Nai province is the managing agency, implementing the project using local budget funds.

Component Project 1-3: Compensation, support, resettlement and construction of access roads and parallel roads in Cu Chi District, Ho Chi Minh City. The People's Committee of Ho Chi Minh City is the managing agency, implementing the project using local budget funds.

Component Project 1-4: Compensation, support, resettlement, and construction of access roads and parallel roads in Long An province (excluding the 3.8 km section through Nha Be district, Ho Chi Minh City). The People's Committee of Long An province is the managing agency, implementing the project using local budget funds and central government budget support.

Component Project 1-5: Compensation, support, resettlement, and construction of access roads and parallel roads in Nha Be District, Ho Chi Minh City. The People's Committee of Ho Chi Minh City is the managing agency, implementing the project using local budget funds.

Component Project Group 2 - Implementation of Highway Construction Investment is also divided into 5 sub-projects.

Component Project 2-1: Construction of the main expressway route in Ba Ria - Vung Tau province (including Chau Duc bridge bordering Dong Nai province) using the PPP method, BOT contract type, with the People's Committee of Ba Ria - Vung Tau province as the competent authority.

Component Project 2-2: Construction of the main expressway route in Dong Nai province (including Thu Bien bridge) using the PPP method, BOT contract type, with the People's Committee of Dong Nai province as the competent authority.

Component Project 2-3: Construction of the main expressway route within Ho Chi Minh City (including Phu Thuan Bridge over the Saigon River and Thay Cai Bridge over the Thay Cai Canal) using the PPP method, BOT contract type, with the Ho Chi Minh City People's Committee as the competent authority.

Component Project 2-4: Construction of the main expressway section in Long An province from Thầy Cai Bridge to the Ho Chi Minh City - Trung Lương Expressway using the PPP method, BOT contract type, with the Long An Provincial People's Committee as the competent authority.

Component Project 2-5: Construction of the main expressway route in Long An province and Ho Chi Minh City (approximately 3.8km), the section from the Ho Chi Minh City – Trung Luong expressway to Hiep Phuoc, using the PPP method, BOT contract type, with the People's Committee of Long An province as the competent authority.

The preliminary total investment for the project is approximately VND 120,412.55 billion, of which state budget capital accounts for approximately VND 69,780.33 billion (57.95%); and private capital (BOT) accounts for approximately VND 53,632.22 billion (42.05%).

The implementation schedule for the Ho Chi Minh City Ring Road 4 construction project is from 2025 to 2029.
