(BLC) - During the group discussion session of the 25th meeting of the 15th Provincial People's Council, term 2021-2026, held on the morning of December 8th, many delegates offered insightful opinions and proposed solutions to pressing practical issues. A reporter from Laichau Online Newspaper presents some of these opinions to our readers.
CONSIDER INVESTING IN BORDER PATROL ROADS
Delegate Le Cong Thanh – Deputy Political Commissar of the Provincial Border Guard Command, Phong Tho District Delegation: Currently, the province has 265.165km of border, of which 134km of border patrol roads have received investment. The remaining roads have not been invested in, thus affecting border patrol and protection work.
Furthermore, along the border of Phong Tho district, the border patrol road from Huoi Luong commune (Phong Tho district) to border marker 58 has been completed. However, the patrol road from Tung Qua Lin commune to border marker 82 has only been completed for 1.9/11.7km due to obstacles related to changing the land use purpose of the forest. These two roads are part of the same project; therefore, the border patrol road from Huoi Luong to border marker 58 has not yet been handed over to the local authorities for maintenance, upkeep, clearing, and unclogging of drainage ditches.
Therefore, it is proposed that the Provincial People's Committee continue to prioritize investment in opening more border patrol roads and plan for the maintenance and upkeep of already invested roads; direct relevant departments to research and advise on resolving difficulties on the patrol road from Tung Qua Lin commune to border marker 82, which has only been completed for 1.9/11.7km due to obstacles related to changing the land use purpose of forest land, in order to complete it soon, hand it over for use and management. At the same time, attention should be paid to planning the opening of roads to the border for some communes with border roads but without border markers to serve patrol work, such as in Ban Lang commune (Phong Tho district).
The Provincial People's Committee needs to propose to the Government to consider switching from rice support to financial support.

Representative Giàng Thị Xoa – Chairwoman of the Lai Châu City People's Council, Lai Châu City Delegation: In 2024, the Culture and Social Affairs Committee (Provincial People's Council) selected the implementation of policies and laws regarding boarding students in the province from the 2019-2020 to 2023-2024 school years for monitoring. Through the monitoring, the representative observed that the quality of care for boarding students in schools with boarding facilities still faces many difficulties and limitations that need to be improved. Students in boarding schools lack adequate facilities, kitchens, and cooking equipment, making it difficult for them to stay at school and forcing them to stay with relatives.
Implementing the policy according to Government Decree 116/2016/ND-CP dated July 18, 2016, on regulations supporting students and schools in particularly difficult communes and villages (Decree 116), there are two aspects of support: support for students and support for schools. Regarding support for students, there are three aspects, among which delegates are particularly interested in providing rice to boarding students. Rice provided to boarding students is also being implemented according to Decree 116 and is sourced from the government's reserves.
However, monitoring at boarding schools has revealed that the rice is moldy and unsuitable for students to eat. We request that the Provincial People's Committee and relevant agencies review and inspect the quality of rice provided to boarding students to ensure their health. We also request that the Provincial People's Committee propose to the Government to consider changing the method of rice support to a financial assistance program to purchase quality rice or to allocate a portion of the funds from the Provincial People's Council Resolution to ensure the quality of rice provided to students.
ENSURING INVESTMENT PROJECTS ARE EFFECTIVE AND MEET THE NEEDS OF THE PEOPLE.
Delegate Sung A Ho - Head of the Ethnic Affairs Committee (Provincial People's Council), Tam Duong District Delegation: Reporting on the implementation of the State budget investment plan for 2024; the plan for allocating the State budget investment plan for 2025 mentioned several projects with low disbursement rates and slow implementation, including the Cu Thang Irrigation Project (Ta Mung commune, Than Uyen district).
In Report No. 555/BC-UBND explaining the discrepancies between the report and draft resolution submitted by the Provincial People's Committee and the opinions of the Provincial People's Council Committees (25th session, 15th term of the Provincial People's Council), the Provincial People's Committee responded: The project is delayed because the investment plan combining hydropower and irrigation still needs to be reviewed.
On November 27, 2024, the Provincial People's Committee held a meeting with the investor of the Chong Khua Hydropower Project (Yen Bai province). Currently, the investor is finalizing the proposal documents to report to the competent provincial authorities for consideration and approval of the investment in the hydropower project combined with irrigation. During the meeting, voters expressed their strong desire for the irrigation project to be invested in and completed soon. However, voters still have some concerns about regulating water resources to harmonize the needs of the people with the operation of the hydropower plant. Representatives requested the Provincial People's Committee to assess the feasibility of the project, based on the concerns and aspirations of the people of Ta Mung commune. This would allow for a response to the voters, ensuring the project is effective and meets the water supply requirements for agricultural production.
EARLY ALLOCATE FUNDS FOR RESETTLEMENT AND STABILIZATION OF THE POPULATION
Delegate Vang A Do – Vice Chairman of the People's Council of Nam Nhun District, Nam Nhun District Delegation: At the thirteenth session of the XV Provincial People's Council, Resolution No. 01/NQ-HĐND dated February 28, 2023, was issued on the decision on the investment policy for the project to resettle and stabilize the population of Nam Po village, Nam Manh commune, and Nam Cuoi village, Hua Bum commune (Nam Nhun district).
The investment aims to resettle and stabilize approximately 130 households from two villages in new locations. It also includes the comprehensive development of transportation infrastructure to and from the villages, including access roads, clean water supply, and schools, meeting the production and living needs of the people. This will contribute to improving the quality of life, promoting socio-economic development in the area, and fulfilling the criteria for building new rural areas. The total investment is 60 billion VND, with funding sourced from the central government's contingency budget for 2022, and the planned allocation for 2023. The project is scheduled for implementation in 2023.
However, the allocation of additional relocation funds has not yet been completed. We request that the allocation of additional relocation funds for households in the two villages of Nậm Pồ, Nậm Manh commune; and Nậm Cười, Hua Bum commune, Nậm Nhùn district, be expedited. This aims to accelerate the completion of infrastructure, arrange and stabilize the population in these two villages, contributing to the stability of their lives and creating new vitality in the resettlement area for ethnic minorities in the locality.
FOCUS ON BRINGING ELECTRICITY TO REMOTE AND OUTSTANDING AREAS
Representative Vuong Thi Thu Hien – Chairwoman of the Phong Tho District People's Council, Phong Tho District Delegation: Through numerous meetings, voters have requested the extension of electricity lines to several villages, hamlets, groups of households, and schools in Phong Tho district, mainly in remote, border, and disadvantaged areas; and groups of households with a large number of members (some groups have 14-25 households) in Ngai Cho 1 village and the Ngai Cho village school of Huoi Luong Kindergarten.
After receiving feedback, the provincial People's Council delegates running for election in Phong Tho, along with the leaders and committees of the provincial People's Council, compiled and submitted recommendations to the Provincial People's Committee and relevant agencies. They received a response from Lai Chau Power Company stating that they would include villages, hamlets, household groups, and schools without electricity in the list for review and investment in electricity supply, as well as recommend investment to Vietnam Electricity Group if the required capital is substantial. Lai Chau Power Company also requested Phong Tho district to allocate budget for electricity supply to these household groups and schools. However, the district's budget is limited and cannot fully cover all needs, only partially fulfilling them.
Recognizing that the lack of electricity has significantly impacted the lives and production of the people, as well as the implementation of criteria for building new rural communes and villages, extending electricity to some villages, hamlets, household groups, and schools in Phong Tho district is necessary and a long-awaited desire of many people. We request that the Provincial People's Committee pay attention to this issue and propose solutions to the Lai Chau Power Company so that people in some villages, hamlets, household groups, and schools in Phong Tho district that have not yet been connected to electricity can soon have access to the national power grid.
