
The driving force of national unity.
As a coastal area with a diverse population, Kim Dong commune faces many challenges in management. Immediately after the merger and operation of the two-tiered local government model, the "All People Unite to Build a Culturally Rich Life" movement was chosen by the commune as a leverage to transform policies and resolutions into practical actions at the grassroots level.

Currently, the entire commune has 1,832 households that have achieved the title of "Culturally Advanced Family," reaching a rate of 94%. The rate of culturally advanced hamlets is 50% (6 out of 12 hamlets). Notably, the new rural development movement has gone into depth and quality, with 8 out of 12 hamlets recognized as achieving the standard of model new rural residential areas.
A highlight of the Fatherland Front's work in Kim Dong commune in 2025 was the successful organization of the National Unity Day in all 12 residential areas. In 10 out of 12 residential areas, the "National Unity Meal" was held warmly, bringing together a large number of people from all walks of life, from the elderly to young people, regardless of religion. This was an opportunity to strengthen community bonds, resolve minor conflicts in daily life, and create high consensus within the community.
Discussing the role of uniting and mobilizing all strata of the people, Comrade Cao Van Phu, Chairman of the Vietnam Fatherland Front Committee of Kim Dong commune, emphasized: “Following the Party Committee's guidelines, the Fatherland Front of the commune focuses on implementing two tasks: environmental protection and social welfare. The "Green Saturday, Clean Sunday" movement in 12 hamlets has become well-established, enhancing the self-governance awareness of the community. In particular, the Social Welfare Fund has mobilized over 226 million VND, providing timely, transparent, and open support, becoming a solid foundation for strengthening people's trust.”

The widespread impact of the movement has created a substantial transformation at the grassroots level, with Hamlet 4 affirming its leading position. Hamlet 4 currently has 320 households. By 2025, under the leadership of the Party branch committee, the close coordination of the Front Committee, mass organizations, and the strong support of the people, Hamlet 4 achieved many important results. The average per capita income of the hamlet reached 79 million VND/year; the poverty rate decreased to 1.25%; 95% of families maintained the title of "Cultural Family". Rural infrastructure continued to be improved; main village roads and field roads were concreted and hardened with funding from social contributions and people's donations.
The work of building a civilized lifestyle in weddings, funerals, and festivals in the commune continues to create fundamental and profound changes. Outdated, ostentatious, and wasteful customs are gradually being eliminated, replaced by a thrifty and healthy lifestyle, ensuring harmony between the demands of modern life and the preservation of traditional cultural identity.
Mr. Dinh Van Kien, a resident of Hamlet 4, Kim Dong, shared: “ Through the implementation of the village regulations, funerals and weddings are now organized more simply, completely abandoning the old custom of lavish and prolonged feasting. This change reduces economic pressure and time for the host family, while also strengthening community bonds. Seeing the practical benefits, the people in the hamlet are all in agreement and voluntarily comply.”
Furthermore, the spirit of mutual support and compassion among the people of Kim Dong commune is spreading strongly, focusing on the community. Responding to the call of the Central Committee of the Vietnam Fatherland Front, the people of Kim Dong commune donated nearly 265 million VND to support people in Central and Central Highlands regions affected by floods and storms, and to assist northern provinces in overcoming the consequences of Typhoon No. 10.
Building a healthy cultural environment
Along with the task of economic development, the cultural and spiritual life of the people of Kim Dong has seen new and substantial developments. The system of cultural institutions from the commune to the hamlets has received investment and upgrades. To date, all 12 hamlets have standard volleyball courts; 8 out of 12 hamlets are equipped with outdoor sports equipment; and 100% of hamlets maintain effective operation of folk dance and arts clubs.

Thanks to a well-developed cultural infrastructure, mass sports activities have flourished. The 2025 Kim Dong Commune Volleyball Tournament, held to celebrate the first Party Congress of the commune and other major holidays, brought together 16 teams from 12 hamlets, the commune's police force, the education sector, and commune agencies. The atmosphere of competition was vibrant, imbued with a spirit of noble sportsmanship, truly becoming a festival for the entire community.
Mr. Pham Quang Thanh, a resident of Hamlet 3, enthusiastically shared: “This year's sports movement has developed remarkably, becoming a festival for the whole community. The spirit of fair play and the enthusiastic support of the audience erased all distances, strengthening community bonds. For us, sports activities have contributed to improving health for labor and production, and building a healthy living environment.”
Besides sports, information and propaganda work has been strengthened. The Kim Dong commune radio station has built and maintained 3 programs per week, promptly conveying the Party's guidelines and policies, and the State's laws to every household. Banners, slogans, and flags are brightly decorated during major holidays, creating a neat and tidy appearance for this model new rural commune.
A highlight in building cultural life in Kim Dong is the work of promoting learning and talent. With a focus on investing in sustainable educational development, the commune's Association for the Promotion of Learning plays a crucial role. In 2025, the commune promptly encouraged and awarded 57 students who passed university entrance exams, and hundreds of outstanding students at all levels, creating motivation for academic competition within the community.

Recognizing that law compliance is a crucial criterion for a civilized lifestyle, in 2025, the commune police force advised the Commune People's Committee to coordinate with the Kim Son Border Guard Station to establish a working group to review and monitor the situation of aquaculture farm owners in the coastal alluvial area. This coordination contributed to the strict management of the area and population, and the timely prevention of security and order hotspots. During the year, the commune police handled 39 cases involving 41 violators, ensuring a peaceful life for the people.
Comrade Le Thanh Nhan, Chairman of the People's Committee of Kim Dong commune, affirmed: "Inheriting the achievements already made, in the coming time, Kim Dong commune aims to promote cultural values and make culture a driving force for economic development. The commune will continue to focus resources on completing infrastructure, promoting the development of eco-tourism, services, and coastal trade according to the plan. We are steadfast in our goal that economic growth must go hand in hand with cultural prosperity; striving to maintain over 94% of families as cultural families, ensuring that the people are the beneficiaries of all the achievements of the reform process."
Building upon the solid cultural foundation cultivated over generations, the Party Committee, government, and people of Kim Dong commune are determined to successfully achieve socio-economic goals and maintain national defense and security in the coming period. The locality is determined to make breakthroughs and contribute significantly to the overall development of Ninh Binh province in the new era.
