The Land Law of 2024 came into effect on August 1, 2024. With many groundbreaking new points, the Law is expected to gradually remove "bottlenecks" in regulations related to land.

After nearly a decade of implementing the 2013 Land Law, land policies and laws have formed the foundation for Thai Binh to steadfastly pursue rapid, comprehensive, and sustainable development.

Creating resources for development

Over the years, land management in the province has gradually become more systematic, significantly impacting the economy and creating a major boost in new land resources. This serves as a foundation for Thai Binh to develop infrastructure, industry, urban areas, and services; develop agriculture and rural areas; and develop the land use rights market within the real estate market.

Mr. Nguyen Van Truong, Director of the Department of Natural Resources and Environment, stated: In accordance with the 2013 Land Law, Thai Binh province has completed the preparation of land use plans and adjusted land use plans up to 2020; prepared a 5-year land use plan (2021-2025); and developed a land allocation plan up to 2030 within the provincial planning framework. Based on the land use planning targets approved by the Government, the Provincial People's Committee has allocated provincial-level land use targets to localities for the preparation of land use plans. Simultaneously, the Provincial People's Committee has issued mechanisms, policies, and regulations on land allocation, land leasing, land acquisition, compensation, support for land clearance, and resettlement when the state acquires land, in line with the province's actual conditions. After 10 years of implementing the 2013 Land Law, land policies and laws have been gradually improved and promptly implemented to all levels of society in the province; thereby contributing to raising awareness of compliance with land laws, making a positive contribution to socio-economic development, ensuring social security; overcoming inadequacies in compensation and support when the state reclaims land, and gradually resolving the rights of those whose land is reclaimed better. Along with that, the inspection and supervision of the implementation of land use plans and schemes have been integrated with land inspection and auditing at all levels. This has promptly rectified shortcomings and limitations in land management and use at the local level and in enterprises; maintaining political stability and social order, and limiting large-scale, complex, and protracted land-related disputes in the province. Simultaneously, improving land use efficiency in the province, with the agricultural land utilization rate gradually increasing over the years; creating land reserves for investment projects, forming modern urban areas..., not only actively contributing to solving people's housing needs but also promoting economic growth and creating better living spaces. Transportation projects such as the Thai Binh - Ha Nam road, the southern ring road of the city, the bypass routes of National Highways 10, 39A, 39B, and the coastal road... have created momentum for socio-economic development and enhanced the province's position in the region.

Meeting the requirements of industrialization.

With an industrial development orientation aligned with land use planning and linked to planned industrial zones and clusters, over the years, Thai Binh province has directed the focus on developing traditional industries with advantages in raw materials and human resources, while strengthening the attraction of investment in high-tech industries and agriculture. Land has been allocated for planned industrial zones, clusters, traditional craft villages, and concentrated production and business areas for approval by competent authorities. The shift in land use structure in the locality is fundamentally consistent with the shift in labor structure and investment structure, creating a rational step for the economic restructuring process during the province's industrialization and modernization period. Simultaneously, land allocated for industrial and service development, infrastructure construction, and urban development has been expanded, gradually meeting the needs of the province's industrialization and urbanization phase. The land area of ​​industrial zones and clusters meets the requirements for attracting investors to operate in industrial zones and clusters with synchronized infrastructure, aiming to limit environmental pollution. Thai Binh currently has 10 industrial zones and 49 industrial clusters. Particularly outstanding and attractive is the Thai Binh Economic Zone with an area of ​​30,583 hectares, of which more than 8,000 hectares are allocated for industry. This is a huge advantage for Thai Binh to make a breakthrough in industrial development. The economic zone is built according to a comprehensive, multi-sector model, attracting industries with advanced, modern technology that cause minimal environmental pollution, sustainable development associated with green growth, and the preservation and promotion of the value of the marine ecosystem, historical relics, and traditional culture.

Located within the Thai Binh Economic Zone, the Lien Ha Thai Industrial Park has become a model industrial park in attracting investment. Just two years after its groundbreaking, it has attracted 20 projects with a total capital of nearly 1.3 billion USD, covering industries such as electrical engineering, electronics, information technology, software, mechanical engineering, machine manufacturing, automation, automotive components, advanced agricultural tools, etc., with production that minimizes waste generation and has little impact on the environment.

Mr. Nguyen Van Hoa, Chairman of the People's Committee of Thai Thuy District, said: With the decisive direction of the province and the involvement of the entire political system of Thai Thuy district, after only more than two years, the land clearance work for the Lien Ha Thai Industrial Park has been basically completed, involving nearly 600 hectares of land belonging to over 3,600 families and 4 businesses. This includes rice land for over 3,200 households, converted land and alluvial land along the river for 332 households, and residential land for 64 households; nearly 2,000 graves were relocated... to make way for industrial production. This has created jobs for thousands of workers and increased local budget revenue.

Over the years, land policies and laws have been gradually improved and promptly implemented to all segments of the population, thereby contributing to raising awareness of compliance with land laws, making positive contributions to the socio-economic development of provinces and cities, ensuring social security; and at the same time, overcoming inadequacies in compensation and support when the state reclaims land. However, the 2013 Land Law also reveals many inadequacies, contradictions, and overlaps with other laws. This is the reason why localities are confused and encounter difficulties and obstacles in its application.

Local authorities have implemented a comprehensive and timely approach to disseminating land laws, helping land users understand basic regulations, rights, and obligations in land management and use. Financial policies regarding land prices, land clearance, and land use right auctions are transparent and closely aligned with the rights and interests of the people. Violations of land use regulations have been gradually reduced.
