Part 1: The widespread influence of the thematic studies on President Ho Chi Minh.

Over the years, the study and emulation of Ho Chi Minh's ideology, ethics, and style in Dong Thap province has gone beyond slogans and theoretical lessons. Each level, sector, unit, and locality has proactively "concretized" the President's teachings into specific tasks and activities closely linked to people's lives.

Thanks to this profound shift in awareness, the movement has created a widespread ripple effect, becoming an important driving force contributing to the successful achievement of socio-economic development targets, maintaining national defense and security; and at the same time building a cleaner and stronger Party and political system.

"Putting the people first"

Deeply imbued with President Ho Chi Minh's ideology of "putting the people first," Party committees at all levels in Dong Thap province have always affirmed that: To gain the people's trust and affection, cadres must be close to the people, understand their needs, and truly work for the people.

Ms. Nguyen Thi Anh Minh, a civil servant at the My Phong Ward Public Administrative Service Center (standing), guides citizens in resolving administrative procedures.

In Cao Lanh ward, studying and following President Ho Chi Minh's teachings has become the guiding principle for all activities of the Party Committee. According to Tran Thuy Trang, Deputy Secretary of the Cao Lanh Ward Party Committee, the ward's Party Committee has issued a plan directing Party branches to seriously develop implementation plans, selecting the study and emulation of Ho Chi Minh's ideology, ethics, and style as the central content in the program and plan for implementing the Provincial Party Congress Resolution and the Party branch's Congress Resolution.

Comrade Tran Thuy Trang shared: “We focus on seriously implementing the working regulations, innovating the Party's awareness and leadership methods. Cadres must innovate their working style and approach to be closer to the people, listen to them, and strengthen dialogue with the people.”

At the same time, every party member must practice thrift, combat waste and corruption, enhance a sense of responsibility, and ensure that words are matched by actions.”

Monthly, studying and following President Ho Chi Minh's teachings is included in the regular activities of Party branches, linked to the fulfillment of the unit's political tasks.

This approach significantly enhances the leadership capacity and fighting spirit of Party branches, as well as the pioneering role of Party members. To date, Cao Lanh ward is effectively maintaining 16 exemplary models, including 5 new models that bring profound humanitarian value such as: "Each cadre and Party member helps unruly and underperforming students," "Club for raising successful children and grandchildren," "Zero-cost clothing stall," etc. All of these closely link the responsibility of Party members with the direct interests of the people.

Since Dong Thap implemented the two-tiered local government model, the Public Administrative Service Centers in communes and wards have gradually become well-organized and operate stably.

Applications are received and processed on time; citizens no longer have to wait when going to government agencies to carry out administrative procedures. Behind this positive shift is the dedication and responsibility of the staff working at the "one-stop" service center.

The Border Guard of Dong Thap province, in coordination with relevant agencies, is implementing the "Bamboo Border Fortress" model.

At the My Phong Ward Public Administrative Service Center, Ms. Nguyen Thi Anh Minh always appears well-groomed, with a welcoming attitude and a professional work style.

Ms. Minh confided: "Learning from President Ho Chi Minh isn't about grand gestures, but begins with a conscious adherence to schedules, maintaining a neat and polite image as a civil servant, and above all, serving the people with sincerity. Each document received is not simply an administrative procedure, but also represents the trust that the people place in us."

In the same spirit, at the Tan Phu Commune Public Administrative Service Center, Mr. Tran Thanh Phu, a civil servant in charge of the Justice and Civil Registry field, always considers resolving procedures for citizens as his responsibility.

Mr. Phu shared that working in the field of civil registration sometimes involves personal stories and circumstances that require empathy and flexibility in handling. Therefore, he always strives to provide clear guidance, process applications quickly and according to regulations, while still ensuring a friendly and easy-to-understand approach for the people.

Ultimately, learning from President Ho Chi Minh doesn't lie in grand slogans, but in how each official and civil servant chooses to do what the people need, and understands the people's concerns.

When the spirit of "putting the people first" is transformed into a dedicated service attitude, into smiles at the reception desk, and into responsibility for ensuring each document is processed on time, the image of a friendly, service-oriented government will gradually become clearer in the hearts of the people.

RELATED TO SPECIFIC WORK

Through studying and following President Ho Chi Minh's teachings, each cadre, Party member, and citizen in Dong Thap province has undergone many changes from awareness to action, upholding a sense of responsibility and considering this a regular task, striving for it in their individual work.

It is this shift from awareness to concrete action that has strongly stimulated a spirit of competition in learning and creative work throughout society.

This is the core foundation that actively contributes to strengthening and building the Party and the political system, making them increasingly clean and strong.

At the same time, these practical actions for the people have firmly consolidated the people's trust in the Party committee and the government, creating a great consensus to enable the Land of Lotus to confidently move forward and successfully implement political tasks and socio-economic development goals in the new period.

During the period 2015-2025, the Border Guard of Dong Thap province implemented the spirit of "The whole country joins hands for the poor - no one should be left behind," concretized through heartwarming community projects such as: coordinating the construction of 68 houses (Borderland Shelters, Solidarity Houses, etc.) with a total value of over 3.6 billion VND, mobilizing over 4,000 man-days of labor from officers and soldiers; supporting the construction of 9 bridges, renovating 6 km of inter-hamlet roads, clearing waterways and cleaning up dozens of kilometers of border roads to be clean and beautiful.

Following the direction of the Prime Minister, since 2016, the "Bamboo Border Hedge" model has been implemented by the Provincial Border Guard along patrol routes.

Instead of rigid fences, over 22,900 bamboo trees have been planted along a 30.6 km stretch. With 1.8 billion VND from social contributions and the consensus of the people, these lush green bamboo groves now not only prevent illegal encroachment and erosion but also create a peaceful landscape, affirming territorial sovereignty in a flexible yet firm manner.

Not only in the armed forces, but also in administrative and public service agencies and localities, the study of President Ho Chi Minh's teachings has been concretized through very creative methods.

In Sa Dec ward, the "Party Member's Handbook on Following the Example of Uncle Ho" is seen as a small mirror for each comrade to reflect on themselves every day.

That notebook not only recorded Uncle Ho's teachings or Party regulations, but most importantly, it included a "self-reflection" section – where each Party member personally wrote down what they had accomplished and what they had not accomplished during the month. This seemingly simple method fostered a spirit of self-awareness and self-criticism among each Party member.

It can be affirmed that the concretization of studying and following Ho Chi Minh's ideology, ethics, and style in Dong Thap has yielded comprehensive and sustainable results.

From Party branches and committees to agencies and units, and down to all levels of the people, everyone has demonstrated a high level of responsibility and commitment.
