The session laid the foundation for a new phase of development.

On April 23, on the sidelines of the First Session of the 16th National Assembly, National Assembly deputies told the press that this session had many important contents, not only to consolidate the leadership apparatus but also to lay the foundation for major development directions of the country in the coming period.

Representative Nguyen Thi Thu Ha, from the Quang Ninh Provincial National Assembly Delegation, shared that representatives clearly feel this session is of great importance, with many significant contents, opening up a new path of development for the country in the coming period.

According to the delegates, the first session of each term always has the particularly important task of consolidating high-level leadership positions in the Party and the State. Consolidating these positions, along with their supporting staff, will lay the foundation for preparing major orientations and policies for the country's socio -economic development over the next five years.

In addition, the National Assembly also reviewed and assessed the socio-economic situation over the past five years, discussed the medium-term public investment plan, and issued many important resolutions to promptly meet the practical requirements of the country, especially in the context of a volatile global situation.

"It can be said that this session created many important highlights and new content. Despite the large workload, many urgent and difficult issues, the presenting agencies, the reviewing agencies, and the National Assembly deputies all demonstrated a high sense of responsibility, with the goal of resolving immediate difficulties and obstacles, while creating a foundation for the long-term development of the country," emphasized Deputy Nguyen Thi Thu Ha.

According to the delegates, fluctuations in the global economy, especially changes in oil prices and global geopolitical factors, all have a certain impact on the socio-economic life of the country. Therefore, the decisions made at this session are very important in ensuring stability and promoting development.

Representative Nguyen Thi Thu Ha also highly appreciated the preparation and management of the session by the Speaker of the National Assembly, the Presiding Committee, as well as the sense of responsibility of the National Assembly representatives. To date, the session is considered successful, creating much hope for the new term and for a new phase of national development.

During the parliamentary session, the National Assembly's agencies were also very active. For example, the supervisory delegation of the National Assembly's Committee on Science, Technology and Environment conducted inspections in Bac Ninh and several locations in Hanoi related to food safety and hygiene issues.

Based on their observations, delegates noted that food safety and hygiene issues are posing numerous risks and require further improvements to the legal framework as well as enhanced management and inspection efforts.

“This is a very pressing and urgent issue right now. In the past, we have implemented many mechanisms and policies to strengthen food safety control. However, in reality, there are still many worrying incidents, even occurring in large production facilities and businesses with widespread impact on the community, such as in schools, residential areas, or industrial zones and clusters,” said delegate Nguyen Thi Thu Ha.

According to the delegates, if inspections, supervision, and timely policies are not strengthened, violations in the field of food safety could seriously affect the health of the people, especially the future generations of the country.

Representative Nguyen Thi Thu Ha stated that the National Assembly's Committee on Science, Technology and Environment organizing a supervisory delegation at this time is very timely, reflecting the spirit of the National Assembly proactively supervising from the policy-making stage, instead of only supervising after the event has occurred.

This monitoring activity also serves as a "warning bell" for organizations and individuals exhibiting violations or posing a risk to public health, thereby requiring units to review their processes and regulations in production and business.

“We strongly oppose and condemn actions that prioritize profit over people's health. Using substandard food and chasing cheap prices for profit is unacceptable. We fully support increased parliamentary oversight and propose that National Assembly delegations and individual members should proactively monitor the implementation of food safety regulations in their daily lives,” emphasized Representative Nguyen Thi Thu Ha.

Sharing the same view on the significance of the session, Delegate Nguyen Thi Thuy, from the Bac Kan Provincial National Assembly Delegation, said that the first session of the new National Assembly, although lasting about two weeks, is very important, marking the beginning of a new National Assembly term.

According to the delegates, although the program was not long, the content and quality of the session were very high. The National Assembly delegates, both re-elected and first-time members, brought a democratic, vibrant, and highly constructive atmosphere to the parliamentary chamber.

During the two weeks of work, the National Assembly considered and decided on many key issues. First and foremost was personnel matters. According to Representative Nguyen Thi Thuy, this work was prepared very carefully, seriously, and systematically. Thanks to this thorough preparation, the candidates nominated for election or approval by the National Assembly at the session received very high, almost unanimous, consensus from the National Assembly representatives.

In addition, the National Assembly also devoted adequate time to discussing, reviewing, and approving major programs of the term; including the five-year socio-economic development program, the five-year financial program, and the five-year medium-term public investment plan. These contents were thoroughly discussed by the delegates, who contributed many ideas to help the Government and relevant agencies further refine them before submitting them to the National Assembly for consideration and approval.

Representative Nguyen Thi Thuy stated that at this session, the National Assembly also demonstrated flexibility and timeliness in adding some content to meet practical requirements. This includes issues related to tax policy, the environment, and the amendment of several tax laws, including the Corporate Income Tax Law.

According to the delegates, this shows that the Government has been very timely and responsive in proposing policies, and the National Assembly has also been supportive, listening to voices from reality, from the people and businesses to bring urgent issues to the parliamentary floor and promptly consider and decide on them.

Another highlight of the first session, according to delegate Nguyen Thi Thuy, was the active participation of newly elected National Assembly delegates. Despite the relatively large number of new delegates, they quickly adapted to parliamentary activities and participated very actively in discussions.

"Many delegates participating in the National Assembly for the first time registered to speak at the discussion sessions. The voices of these delegates reflected the practical realities from local areas, grassroots levels, and ministries and sectors, thereby contributing to a very fresh and positive atmosphere in the parliamentary chamber," shared delegate Nguyen Thi Thuy.

According to the delegates, the Presidium of the session also conducted the proceedings very flexibly, creating opportunities for delegates to speak and contribute their opinions. As a result, most registered delegates were able to participate in the discussions.

Representative Nguyen Thi Thuy stated that the decisions passed by the National Assembly at its first session not only reflect the dedication of the National Assembly representatives, both re-elected and first-time members, but also fulfill the commitments they made to their constituents during the election campaign.

"I believe that the democratic, vibrant, and responsible atmosphere of the first session will continue to spread, preserve, and promote in subsequent sessions, so that the 16th National Assembly will continue to be an innovative, democratic, and constructive National Assembly, working alongside the Government to lead the country's steady development in the new era," emphasized delegate Nguyen Thi Thuy.
