9th Session, 15th National Assembly: Unleashing resources for national development

The National Assembly focuses on removing institutional bottlenecks, boosting public investment, promoting economic growth and effective international integration in 2024-2025.

Paying more attention to construction work and preparing for project investment to deploy projects smoothly and effectively promote public investment capital; continuing to perfect the synchronous legal system... are the issues raised by National Assembly deputies on the morning of June 18, during the discussion session in the hall on the results of implementing the socio- economic development plan and state budget in 2024 and the first months of 2025.

Removing institutional bottlenecks

Agreeing with many results achieved in 2024 and the first months of 2025, delegates said that the above results were achieved due to the close and drastic management and direction of the Government and Prime Minister , and the efforts of ministries, branches and local authorities.

Despite facing many difficulties and challenges, all 15 key targets for 2024 have been achieved and exceeded. Economic growth and labor productivity have increased impressively.

The highlights are budget collection and strategic infrastructure development, especially transport and energy infrastructure. Many key transport projects in aviation, maritime, urban railways, and important energy projects have been completed and put into operation, creating a new look and vitality for the country.

The Party's foreign affairs, State diplomacy, and people-to-people diplomacy channels continue to be bright spots, achieving many new and important achievements, especially contributing to ensuring a peaceful, friendly, and cooperative environment, creating conditions for the country's socio-economic development.

According to delegate Duong Khac Mai (Dak Nong), looking at the world and surrounding region, in the context of extremely complex and unpredictable developments, we can see the full significance of what we have done and achieved.

“Not only maintaining stability, the revolutionary boat has also turned the waves and moved forward to integrate more deeply into the international community, opening up new development space, and attracting resources for the cause of national construction and defense. This is a sacred and extremely valuable thing,” delegate Mai expressed.

Highlighting the highlights in the work of perfecting the legal system, the delegate said that the Government has made great efforts together with the agencies of the National Assembly to focus on directing the review and submission to the National Assembly for timely amendment and supplementation of many important laws and codes, and promulgating a number of new laws and resolutions with many specific and special mechanisms and policies, aiming to remove bottlenecks and bottlenecks in the system, and unlock resources for the overall development of the country.

Especially to meet the urgent requirements in the revolution of streamlining the organizational apparatus in the political system according to the direction of the Central Party, the breakthrough, revolutionary, and historical point is to implement a 2-level local government.

According to the Government's assessment, there are still many limitations and shortcomings, some of which have lasted through many National Assembly sessions without being overcome.

The delegates suggested that the Government and the Prime Minister focus on directing more strongly to promptly overcome the situation in order to continue perfecting the synchronous legal system, ensuring practical implementation, effectiveness, efficiency, meeting the practical requirements of socio-economic development and increasingly deep international integration. This is also to implement the direction of General Secretary To Lam at the Conference to disseminate the Politburo's resolutions on May 18, which is to fundamentally innovate the thinking of law-making, shifting from management to service thinking, from passive to proactive creation and development.

Innovation in public investment management

The Dak Nong provincial delegate also pointed out that although the entire political system has taken action, the problem of slow disbursement of public investment capital that has existed for many years has not been completely resolved, while this is one of the important driving forces for our country to achieve the growth target of 8% or more in 2025 and double digits in the following years.

Thereby, the delegates proposed that the Government should have specific solutions and measures, assigning responsibility for implementation to each subject to innovate public investment management, ensure timely and effective disbursement of public investment capital, have comprehensive solutions to attract social investment, and successfully implement the policy of taking public investment as the leading investment.

Considering that after the merger of the three provinces of Lam Dong, Binh Thuan, and Dak Nong, the new Lam Dong province has the largest area in the country, a large area, but the current transportation system is small, narrow, broken, and causes many difficulties in traveling, the delegates recommended that the Central Government, the National Assembly, and the Government pay attention to prioritizing resources to invest in upgrading the existing transportation infrastructure, connecting the three provinces.

The Prime Minister is interested in approving the additional investment planning for the Dak Nong-Lam Dong road and railway route, the part connecting with the national transport system and the North-South railway route, and seaports before 2030.

This investment is aimed at implementing Resolution 23 of the Politburo on socio-economic development orientations, ensuring national defense and security in the Central Highlands region until 2030, with a vision to 2045.

Also related to the disbursement of public investment capital, delegate Trieu Quang Huy (Lang Son) assessed that in order to achieve the growth target of 8% in 2025 and double-digit growth in the period of 2026-2030 under the condition that investment in the economy has not met the requirements, public investment has contributed greatly to economic growth in recent years and in the coming time.

The delegates proposed that the Government direct ministries, branches and local authorities to pay more attention to the work of construction and preparation for project investment, so that when there is a decision on investment policy and project investment, the works and projects can be immediately implemented smoothly, closely following the actual situation, ensuring progress, ensuring the total approved investment, the project effectively promotes public investment capital, contributing to the country's economic growth.

Pay attention to the multi-dimensional impact of the new policy

Delegate Ta Thi Yen (Dien Bien) pointed out 5 key groups of solutions that need to be implemented synchronously and drastically to successfully achieve the GDP growth target of 8% in 2025, including promoting public investment disbursement and attracting private investment and FDI; perfecting institutions, reforming the business environment and innovating management thinking; developing science and technology, innovation and digital transformation; stabilizing the macro economy, controlling inflation, supporting businesses and stimulating consumption; developing dynamic regions, economic corridors and improving the quality of human resources.

According to delegates, it is necessary to ensure 100% disbursement of public investment capital, especially for key national projects, transport infrastructure, energy, digital transformation and smart cities. This is an essential resource to stimulate aggregate demand and create momentum for rapid growth.

“While we need to strongly attract large-scale, high-tech, and influential FDI projects, although senior leaders regularly meet and discuss with large international corporations to call for investment, in reality, large foreign enterprises still face difficulties in accessing competent state management agencies to carry out investment promotion procedures so that projects can be deployed and put into operation soon,” the delegate pointed out.

The Government has proposed and the National Assembly is actively discussing and considering the approval of many draft laws to amend, supplement and develop new ones related to investment, business, bidding and state capital management activities in a very positive and urgent spirit, strongly shifting from "pre-inspection" to "post-inspection"; reducing administrative barriers, promoting results-based management methods, abandoning the mindset of "if you can't manage, then ban," while still ensuring the strengthening of effective inspection and supervision.

In order for the new legal policies to truly come into life and be effective, according to a delegate from Dien Bien province, during the implementation process, special attention must be paid to the multi-dimensional impacts of the new policies.

The application should not be rigid, it is necessary to choose the appropriate approach, flexible solutions, ensuring to maximize positive impacts and minimize unwanted impacts.

“For example, in the fight against counterfeit goods, fake goods, trade fraud and tax evasion, we fully support strict and resolute handling. However, it is necessary to address the root causes such as controlling inputs and product origins, while strengthening propaganda and dissemination of the law to raise awareness of compliance in society,” the delegate cited.

According to delegate Yen, if we only focus on administrative sanctions and inspections without synchronously checking support solutions, it could lead to a situation where small traders and businesses are forced to stop operations or maintain production in a limited and coping manner..., which the press and public opinion have continuously reported recently./.
