Strategic vision for innovation
Speaking at the opening ceremony of the National Innovation Day 2025, Deputy Prime Minister Nguyen Chi Dung said that exactly one year ago, also at the National Innovation Center (NIC), the Prime Minister chose October 1 every year as the National Innovation Day. This year, the event is even more meaningful as it takes place in the heroic atmosphere after the 80th anniversary of the August Revolution and the National Day of September 2.
The Deputy Prime Minister reiterated the words of General Secretary To Lam that Resolution No. 57-NQ/TW of the Politburo had pointed out strategic directions and was widely agreed upon by cadres, party members, scientists, and the business community at home and abroad, considering it a "contract 10" in the field of science and technology. This support demonstrated the strong desire for development and the determination of the nation to rise up.

According to Deputy Prime Minister Nguyen Chi Dung, in the past 9 months, Resolution 57 has quickly come into life, becoming a guideline for the Government and the Central Steering Committee to issue a series of new mechanisms and policies, contributing to creating strong movements in practice. The National Innovation Day 2025, with the spirit of all people participating and all people enjoying, aims to affirm that innovation is a common cause of the whole country, regardless of age, gender, region or religion. From big cities to mountainous areas and islands, innovation must become a breakthrough driving force, helping Vietnam develop quickly and sustainably.
Three pillars to promote innovation
The year 2025 has special significance, being the final year of implementing the 5-year Socio-Economic Development Plan (2021-2025) and the goals of the Resolution of the 13th National Party Congress. In the context of many intertwined difficulties and challenges, under the leadership of the Party and the drastic management of the Government, the socio-economic situation still achieved many positive results:
GDP is expected to increase by at least 8%, GDP per capita to reach about 5,000 USD, inflation to be controlled around 4%, and strive for full-year growth to reach 8.3-8.5%.
On the Global Innovation Index (GII), Vietnam continues to maintain its position and make new progress, increasing 3 places compared to 2023, from 53 to 50.
In ASEAN, Vietnam has surpassed Thailand, ranking 3rd after Singapore and Malaysia. Notably, according to the GII 2025 report of WIPO, Vietnam is one of the 9 fastest-improving middle-income countries from 2013 to present. Vietnam is also among the 2 countries holding the record of 15 consecutive years of outstanding achievements compared to the level of development (along with India). For the first time, Vietnam has risen to the top of the world in the "Export of Creative Goods" index.

To achieve the above results, there must be proactive, urgent and drastic implementation of tasks and solutions oriented in Resolution No. 57 of the Politburo to contribute to the "flow" of removing barriers and unlocking resources for the development of science and technology, innovation and digital transformation.
Since the beginning of 2025, the whole country has focused on implementing assigned tasks; focusing on 3 major groups of tasks, promoting innovation in Vietnam:
On institutional improvement:
In order to unlock resources for national science, technology, innovation and digital transformation, removing institutional bottlenecks is given top priority, such as: Law on Science, Technology and Innovation; Law amending and supplementing a number of articles of the Law on Bidding, Law on Investment under the public-private partnership model; Law on Customs, Law on Value Added Tax, Law on Export Tax, Import Tax, Law on Investment, Law on Public Investment, Law on Management and Use of Public Assets, which have been amended and promulgated, contributing to simplifying investment and business procedures, creating a transparent mechanism and allowing the application of the highest incentives for organizations and individuals investing in science, technology and digital transformation; at the same time, creating conditions for the State to further promote its leading role in "placing orders" for strategic technology sectors and fields through investment incentive mechanisms and import-export tax incentives; Simplify procedures and processes for bidding and selecting suppliers to invest, purchase, and exploit public assets for research, development, and innovation.

On focusing budget resources on investment in science and technology, innovation and digital transformation:
In addition to the support mechanism and policies, in terms of State resources, in 2025, the total expenditure for science and technology, innovation and digital transformation will be more than 51 trillion VND, reaching 2% of the total state budget expenditure. The increase in state budget allocation for science and technology, innovation and digital transformation in 2025 will increase by 22.54% compared to 2024. In addition, the state budget will also allocate 25 trillion VND from the 2024 revenue increase to supplement the science and technology, innovation and digital transformation sector to ensure that in 2025, at least 3% of the total state budget expenditure for science and technology, innovation and digital transformation will be balanced, in line with the policy in Resolution 57.
On human resource development:
Many "breakthrough" mechanisms and policies on developing high-quality human resources have been issued, from mechanisms and policies to attract science and technology talents, to attracting chief engineers and chief architects.
In addition to domestic human resources, human resources including Vietnamese experts and intellectuals abroad are also connected and mobilized to participate in the successful implementation of Resolution 57 of the Politburo; including large networks such as the Vietnam Innovation Network in 22 countries and territories with about 2,500 members who are highly qualified experts, scientists, intellectuals and Vietnamese businessmen abroad.
Within the framework of the National Innovation Day 2025, many important events took place, such as: Innovation Policy Forum with the theme "Policy creation, promoting implementation to promote double-digit economic growth", announcing outstanding policies, creating a space for dialogue between management agencies, businesses and domestic and foreign investors; Vietnam Innovation International Exhibition 2025, gathering hundreds of businesses, research institutes, startups from the US, Germany, France, Japan..., expected to welcome more than 40,000 visitors. The exhibition displays new products and technologies in 11 key industries and fields according to Decision 1131/QD-TTg dated June 12, 2025; Forum "Promoting innovation, developing strategic technology industries" focusing on AI, semiconductors, quantum, cybersecurity, aviation - aerospace; Special and sideline activities: Workshop on developing high-quality human resources and STEM education; launching the 2026 National VEX Robotics Tournament; honoring students who won international STEM awards; experience driving electric cars and STEM for young people; "Better Choice Awards" innovation product voting program.

With the theme "Innovation for all people - Driving force for national development", the National Innovation Day 2025 emphasizes that innovation is not just a slogan but an action originating from all walks of life in society, each individual and each organization can contribute to the cause of national development.
