Recently, we had the opportunity to join the forces of Cam Ranh - Truong Sa Fisheries Control Station to patrol aquaculture activities in Cam Ranh Bay. Through observation, the entire surface of the bay was covered with submerged and floating cages. The spontaneous and widespread aquaculture in Cam Ranh Bay has left many consequences, not only encroaching on maritime works but also encroaching on prohibited waters. According to Mr. Le Van Nhuong - Deputy Head of Cam Ranh - Truong Sa Fisheries Control Station, in recent times, the situation of spontaneous and widespread aquaculture households has increased, at times reaching more than 100,000 submerged and floating cages, with flashing buoys spread across the surface of Cam Ranh Bay. Spontaneous aquaculture has caused many difficulties in the management of local authorities, affecting the aesthetics and environment of the farming area, and conflicts of interest between local socio -economic sectors, especially encroaching on maritime works and encroaching on prohibited waters. To deal with this situation, recently, the functional forces and local authorities have continuously patrolled, inspected, and propagated to households to move cages out of the prohibited waters, so the violation has decreased significantly compared to before. However, up to now, there are still 89 aquaculture households and 1 household using iron nets violating the prohibited waters in Cam Ranh Bay.

According to the reporter's investigation, for aquaculture households violating the prohibited water area, the provincial authorities are actively coordinating with localities with farming households to mobilize people to urgently move their cages to the permitted farming area. Currently, the People's Committee of Nam Cam Ranh commune is coordinating with relevant parties to develop and implement a plan to arrange farming areas as a basis for arranging and relocating aquaculture cages of people in Cam Ranh Bay to the permitted farming area.
Mr. Le Dinh Khiem - Head of the Department of Fisheries and Islands said that, in parallel with the drastic direction to handle the rampant aquaculture situation in Cam Ranh Bay, the Provincial People's Committee has recently issued regulations on aquaculture activities using cages in Cam Ranh Bay. Accordingly, aquaculture activities in Cam Ranh Bay must comply with the planning and sustainable development plan of the aquaculture industry. People are only allowed to raise fish in the 884.56ha area in the east of Cam Lap (Nam Cam Ranh commune, with specific coordinates). In addition, farmers need to ensure the conditions for aquaculture activities in cages, facilities, criteria for equipment, materials, breeds, feed; the use of drugs, chemicals, biological products and environmental treatment products in aquaculture; the assurance of hygiene, waste treatment, disease prevention, harvesting, record keeping, and the use of security cameras. In particular, there are criteria for cages made of HDPE, FRP materials... with strong connections, high durability and flexibility, anti-oxidation, acid and alkali resistance, impact resistance, ensuring no environmental pollution, no toxicity to farmed aquatic products, ensuring aesthetics, the cage system is capable of withstanding at least wind level 6 - 7, wave height 2 - 4m, moderate flow velocity (0.5 - 1m/s)...
According to the roadmap for converting from traditional cages to new material cages approved by the Provincial People's Committee, from September 4, when making new investments, aquaculture facilities must meet the requirements prescribed above; strive to convert 10% of the current cages by the end of 2025, 50% in the 2026-2027 period, and all in the 2028-2029 period. To effectively implement this regulation, the Provincial People's Committee assigned the People's Committees of communes and wards along Cam Ranh Bay to develop plans and organize the relocation and arrangement of aquaculture cages in the Cam Ranh Bay sea area to the permitted sea area in the eastern Cam Lap sea; organize inspection and supervision of aquaculture cages to ensure compliance with regulations, strictly handle violations; be responsible if there is an illegal aquaculture situation within the local management area... The Provincial People's Committee assigns the Department of Agriculture and Environment to coordinate with localities and competent agencies to propagate, guide, monitor and inspect the implementation of the regulations of the Provincial People's Committee; advise the Provincial People's Committee to implement the assignment of sea areas to aquaculture organizations using cages and rafts according to regulations; preside over and coordinate with relevant units in inspecting and handling organizations and individuals using aquaculture sea areas in violation of regulations.
