VSIP Lang Son Industrial Park (IP) is the largest-scale infrastructure construction and business investment project ever in the province, with an area of nearly 600 hectares and a total capital of more than VND 6,361 billion. The project is divided into 3 phases, of which phases 1 and 2 will be implemented from 2024 to 2026 with a site clearance area of 450 hectares. According to the plan, in October 2025, phase 1 with an area of more than 200 hectares must complete site clearance and infrastructure construction, attracting secondary investors. At the same time, the People's Committees of Tuan Son and Huu Lung communes continue to implement compensation work in phase 2 with an area of 250 hectares, with the goal of clearing about 150 hectares in 2025.
Focus on thoroughly handling phase 1 problems
To achieve the goal of completing the first phase of site clearance with an area of 200 hectares before October 15, 2025, the People's Committees of Tuan Son and Huu Lung communes are focusing all their efforts on coordinating with the Huu Lung Area Land Fund Development Branch and investors to focus on completely removing the remaining problems in the first phase of the project.
According to statistics, by the end of September 2025, the total area of land handed over was 211.3 hectares, of which 918 households received compensation and handed over land with an area of 205 hectares (including phase 1 and part of phase 2). However, in phase 1, there were still 28 households that had not received money and handed over land with an area of 6.3 hectares; 109/141 households had houses that had not been relocated despite having received compensation and 76/447 graves that had not been relocated. The area that had not been handed over caused a "sticky rice" situation, hindering the synchronous construction of infrastructure in phase 1 of the project.
Mr. Bui Dang Thoan, General Director of VSIP Lang Son Co., Ltd. said: We have handed over over 200 hectares of land, but some households and graves that have not been relocated have affected the progress. Currently, there are 7 secondary investors who have signed investment commitments, made deposits and requested to hand over the land in the first quarter of 2026. If there is a delay, the opportunity to attract investment will be affected. To ensure the commitment, VSIP is mobilizing maximum machinery to level and clear the land on an area of about 170 hectares assigned by the Provincial People's Committee. The company aims to complete basic technical infrastructure by the end of 2025, thereby creating confidence for secondary investors.
Regarding Huu Lung and Tuan Son communes, the People's Committees of these communes have also taken action, strongly directing specialized departments and offices to "sprint" to mobilize and persuade people to move their houses, graves and hand over the project site. Mr. Trinh Tuan Anh, Vice Chairman of the People's Committee of Tuan Son commune, said: The area of land clearance in phase 1 in the area is 80 hectares, so far we have cleared nearly 97% of the area. However, the number of households that have not moved their houses is still very large, the commune has developed a plan and organized mobilization and persuasion according to the motto "going to every alley, knocking on every door", even working in the evening, combined with finding solutions to support households to move in order to completely handle the cases in October 2025.
Specifically, the commune has established 3 working groups, assigning officials to be in charge of each household. The applied motto is perseverance, flexibility, combining persuasion, mobilization and finding practical support resources. Accordingly, up to now, the investor has had a policy of supporting 10,000 bricks, 2 tons of cement and 15 million VND/household if households move their houses in September and early October 2025.
Along with that, the work of allocating resettlement land is also being accelerated so that people can soon settle down in their new homes. At the Ho Son - Hoa Thang resettlement area, all infrastructure such as roads, electricity, and water have been completed. Currently, 40 households are building houses, many families are expected to move in by the end of this year and many other households have been assigned to resettle and are waiting for favorable weather to start construction.
Mr. Bui Van Nghia, Deputy Director of Project Management Board of Area 6, affirmed: Essential infrastructure items have been completed and are ready to welcome people. This is an important condition for people to feel secure in moving and settling down for the long term.
Ms. Hoang Thi Vinh, Chua hamlet, Tuan Son commune confided: My family had more than 700 square meters of land confided, including houses and garden land. We agree with the policy, have received resettlement land and are building a new house, trying to complete it by the end of the year to stabilize our lives.
Currently, the site clearance work has encountered some difficulties such as: the staff of Tuan Son and Huu Lung communes are still limited in expertise in the field of land and experience in site clearance; some households have just been allocated resettlement land but have not yet built houses... The communes have reported to the province to supplement human resources and coordinate with the Provincial Land Fund Development Center to completely resolve the difficulties to promote the site clearance work.
Accelerating phase 2 counting
Along with urgently completing phase 1 of site clearance, the People's Committees of communes and related units are also urgently implementing phase 2 with an area of 250 hectares.
Mr. Bui Cong Thang, Head of the Land Fund Development Branch in Huu Lung area, said: Since the beginning of September, the branch has coordinated with the People's Committees of the communes to urgently carry out the procedures for land recovery, compensation, and site clearance in phase 2 of the project. Accordingly, the branch has both carried out the inventory and mobilized and persuaded to create consensus to speed up the progress of phase 2 to hand over the site to the investor as planned.
At the same time, the functional sectors also focused on urging contractors to urgently complete the construction of infrastructure for resettlement and residential areas in Ho Son and Hoa Thang communes to create resettlement land funds for cases that meet the conditions for resettlement and must move their houses.
According to statistics, by the end of September 2025, the People's Committees of Tuan Son and Huu Lung communes had issued a notice of land recovery in phase 2 of 240 hectares and counted 215/420 households in Huu Lung commune with an area of 116 hectares; counted 94/119 households in Tuan Son commune with an area of 28.6 hectares. At the same time, the Huu Lung Area Land Fund Development Branch is calculating and preparing a compensation plan according to regulations.
The goal set by the communes is to strive to complete 100% of the area inventory and approve the official compensation plan for the 150 ha area of phase 2 by the end of 2025. The investor has also prepared a financial plan to pay for the affected cases.
Mr. Cao Van Hoa, Chairman of the People's Committee of Huu Lung Commune, said: In implementing the project's phase 2 land clearance work, the People's Committee of the commune is focusing on the measurement and counting stage, especially verifying the origin of land use and the identity of land users to calculate compensation accurately. At the same time, the commune is also urgently creating a concentrated cemetery land fund at locations suitable for land use planning and meeting the maximum possible needs of affected cases to move graves out of the project implementation scope.
With the drastic participation of the entire political system, along with the consensus efforts of the people, the site clearance work of VSIP Lang Son Industrial Park is entering the "sprint" stage. This is not only an immediate task to meet the schedule, but also a foundation to open up opportunities to attract investment, creating momentum for sustainable socio-economic development for Lang Son in the coming years.
