Efforts to achieve goals
According to Decision 444/QD-TTg of the Prime Minister, in the period of 2021 - 2025, Phu Tho province is assigned to complete 3,877 social housing units; by 2030, the total number of units must reach 64,400, of which the old Phu Tho province area is 22,200 units. This is a heavy task, requiring the drastic participation of the entire political system, businesses and people.
To date, the whole province has completed 2,763 units, reaching 72.8% of the target for the 2021 - 2025 period. In 2025 alone, it is expected to hand over an additional 1,034 units in large projects such as Hung Vuong - Tien Chau Urban Area (Phuc Yen Ward), Thanh Mieu Ward Social Housing Area, Rung Cuong Village Social Housing Area (Binh Xuyen Commune) and many worker housing projects in industrial parks.
Thien Ke Xanh Social Housing Area (Binh Xuyen Commune) is arranged with green space, parks, walking paths and community living areas to create a civilized and friendly living environment.
Mr. Dao Hoang Chinh, Deputy Director of the Department of Construction of Phu Tho province, affirmed: "All levels and sectors are focusing on removing difficulties, especially in site clearance, to speed up the project's progress. The province is determined to complete and exceed the committed targets, meet the increasing demand for housing, and contribute to ensuring social security."
Since February 2025, the province has started an average of one social housing project per month. It is expected that by the end of this year, Phu Tho will start a number of new projects and publicize information on eight projects according to Resolution 201/2025, creating favorable conditions for businesses to access and invest.
Many key projects are being implemented
Some large projects are being vigorously implemented such as: Thien Ke Xanh Social Housing Area (Binh Xuyen Commune) with an area of nearly 11 hectares, total investment capital of 1,650 billion VND, providing nearly 1,000 housing products including 570 apartments (42 - 69 m2), 306 townhouses and 99 shophouses. Mr. Nguyen Trung Kien, Deputy Director of the project, said: Right from the beginning, we have paid special attention to the design, planning and selection of materials to ensure that the project is both modern and suitable for workers' income. Residents will enjoy synchronous and modern infrastructure from electricity, water, telecommunications to schools, health care and commercial facilities. We also arrange green spaces, parks, walking paths and community living areas to create a civilized and friendly living environment. In addition, the project is implemented under strict regulations, ensuring quality and labor safety, with special attention to sustainability and energy saving factors. The project's goal is not only to build houses but also to contribute to the formation of a stable and long-term residential community, providing opportunities for workers and laborers to settle down and establish a solid career.
The VCI Green Home project received great attention from workers as soon as it started. Mr. Le Minh Phuong, Project Manager, shared: “Many families registered to buy apartments right from the beginning, showing that the need for social housing in the area is very large and urgent. To meet the schedule, we mobilized maximum human resources and machinery, working continuously; at the same time, applying modern construction methods to shorten the time but still ensuring the quality of the project. Our goal is not only to complete the project on schedule but also to provide safe and convenient apartments, helping workers have a place to live, work and stabilize their lives in the long term.”
Thanh Cong Social Housing Area (Thanh Mieu Ward) although encountered problems with site clearance during the implementation process, now has a clean site and is expected to be completed in the third quarter of 2026, becoming one of the first social housing projects completed after the province's merger.

Most recently, the NO3 High-rise Social Housing Project in Nong Trang Ward has an area of over 7,000m2 with a scale of 15-storey building and synchronous technical infrastructure system, green landscape space, auxiliary works and modern commercial services. The total investment of the project is over 581 billion VND, expected to be completed before December 31, 2026. After completion, the project will provide nearly 400 social housing apartments, contributing to realizing the dream of settling down for workers and low-income people, ensuring social security in the province, contributing to the development of local socio-economy, realizing the province's sustainable development strategy in the period.
VCI Green Home project focuses on mobilizing maximum human resources and machinery, working continuously, applying modern construction methods to shorten construction time, and promptly hand over to customers.
Support policies, removing difficulties
The Provincial People's Committee has issued a framework for selling and renting social housing to ensure transparency and suitability with workers' incomes. Currently, the selling price ranges from 18-20 million VND/m2, equivalent to 800 million - 1.2 billion VND/unit depending on area and location. This is a reasonable price, creating conditions for workers, laborers, and young officials to have the opportunity to own a house.
Mr. Ngo Quang Quyen, a worker at Khai Quang Industrial Park (Vinh Phuc Ward), shared: “My wife and I have been renting for nearly 20 years, always hoping to have a stable house to settle down and start a business. Now the province is implementing many projects with reasonable prices, we have hope to soon own our own house.”
In addition to the price policy, the province also regulates the distance between residence and workplace. Accordingly, officials, civil servants and public employees whose residence is 20 km or more from their workplace will be given priority in considering the purchase of social housing, ensuring the right people and the right needs.
Besides positive results, implementation still faces difficulties such as land fund not being synchronized with planning, slow site clearance, lack of consensus in compensation, and complicated and lengthy investment procedures.
The Provincial People's Committee has proposed that the Ministry of Construction and the Government soon issue a Decree on the National Housing Fund, support public investment capital, and allow "first start, later update" in the housing development plan. The province promotes socialization, attracting many economic sectors to participate in order to reduce costs and expand home ownership opportunities for people.
With the motto "Synchronous, resolute, effective", Phu Tho is determined to complete the targets for the 2021-2025 period by the end of this year, while creating a foundation for the 2026-2030 period, striving to build 22,000 new social housing units, reaching 64,400 units by 2030.
The participation of the political system, the companionship of businesses and the trust of the people are the driving forces for Phu Tho to realize this goal, contributing to ensuring social security, promoting socio-economic development, and building an increasingly rich and civilized province.
