Hundreds of people struggled to wait

Previously, according to the announcement of the Joint Venture of Hanoi Housing Investment and Development Corporation - Viglacera Corporation - the investor of the social housing construction investment project at plots CT3, CT4 of Kim Chung new urban area (CT3 Kim Chung social housing project), the time to receive project house purchase applications lasts from November 17, 2025 to January 3, 2026 (during office hours).

However, according to Tuoi Tre Online, from the evening of November 16, hundreds of people flocked to the yard of the Cultural, Information and Sports Center of Thien Loc commune, Hanoi to take seats, wait for their turn to enter the queue number to register the list of home buyers and receive appointment slips for the time to submit home purchase application.

Many people brought folding chairs, drinks, and thin blankets to sleep overnight in the yard of the cultural house to reserve a spot.

When the cultural center's yard was full, many people spread out tarps on the sidewalk in front of the cultural center to wait their turn to enter, dial a number, and register to buy a house.

Until early morning of November 17, the flow of people coming to Thien Loc Commune Cultural, Information and Sports Center was still increasing.

Mr. Dang Trung Tien, a resident waiting to buy a house at the project, said: "The selling price at the CT3 Kim Chung social housing project, as announced by the investor, is only from 18.4 million VND/ m2 , which is very attractive. While the supply of social housing in Hanoi is still too scarce, I came early hoping to get a number and be on the list to buy a house at the project."

Previously, according to the announcement of the Hanoi Department of Construction, the CT3 Kim Chung social housing project had 1,104 units for sale in the CT3 land plot, including 175 commercial apartments, 589 social housing units for sale, 212 social housing units for rent, and 128 social housing units for rent-to-own.

The social housing area at plot CT3, CT4 of Kim Chung new urban area, Thien Loc commune is invested with non-budgetary capital, with a construction scale of 4 buildings from 9-12 floors, 1 basement, and 1 elevator penthouse.

The selling price of social housing in the project is about 18.4 million VND/ m2 , the rental price is 91,700 VND/ m2 , the lease-purchase price is 312,860 VND/ m2 . This selling, rental, and lease-purchase price includes VAT and maintenance fee.

The investor invited the police to supervise.

Speaking to Tuoi Tre Online, the investor's representative also said that since the night of November 16, hundreds of people have come to line up to register to buy houses. "We were also surprised when so many people came to register to buy houses from midnight, while the time to receive documents to buy houses in the project is during office hours, lasting until January 3, 2026."

According to the investor, people who come to buy a house will automatically dial a number to wait for their turn to register to buy a house. Those who meet the requirements will be given an appointment slip to submit their application. For those whose application is incomplete or inappropriate, specific instructions will be given to complete and resubmit it in accordance with regulations.

In addition, based on the number of people coming to complete procedures, the investor will also consider extending the time to receive home purchase registration documents if the number of outstanding documents is too large.

Mr. Nguyen Thanh Trung, Director of the Management Board of the CT3 Kim Chung Social Housing Project, said: "Everyone can press to get a number, there can be up to thousands of presses to get a number in a day. The investor requires all people who come to submit their application to have a citizen identification card and a home purchase application.

The investor also invited the police to monitor and ensure security and order, avoiding touts and policy exploitation. During the implementation process, we will ensure the most objective, convenient and transparent way possible."
