Regarding this issue, at the discussion session in groups on the socio-economic situation and the state budget at the 10th Session of the 15th National Assembly, many opinions said that the increase in real estate prices is almost "uncontrollable", creating instability related to housing, making it impossible for not only low- and middle-income earners but also civil servants to buy houses at the current rapid growth rate. The inability to control causes the highest increase in housing prices, especially apartment prices, despite the provisions in the Housing Law, the Real Estate Business Law, the Credit Institutions Law, etc. That real estate is showing signs of a "bubble market", as well as many other problems.
Developing social housing is a humane policy of the Party and the State, ensuring the right to housing for people, "settling down and working", not leaving anyone behind; investing in social housing is investing in development. However, in reality, the development of social housing and prices still face many barriers and shortcomings. Therefore, recently, the Vietnam Association of Realtors (VARS) has proposed many solutions, the most important of which is to clear the supply of affordable housing. When the supply is large enough, market prices will self-regulate according to the real balance of supply and demand.
In addition, VARS proposes to accelerate the completion of documents guiding the implementation of new laws and improve the enforcement capacity of local agencies. Strengthen decentralization and delegation of authority in policy adjustment, ensuring flexibility for each region and time, in accordance with the socio-economic development goals and the level of infrastructure completion of each region. Diversify capital channels for the real estate market to reduce dependence on bank credit. In particular, social housing and housing projects suitable for people's income must be prioritized in planning and have incentive mechanisms. The shortcomings in the development of social housing in particular and the real estate market in general have long been pointed out. These are some legal regulations, mechanisms and policies that have not been amended or supplemented to suit the actual situation. The supply of social housing is still lacking, not meeting the actual demand. The land fund of localities for social housing development is still limited, many social housing projects are slow to be implemented. Housing prices in large cities exceed the affordability of the majority of people, and there is still a situation of pushing up prices, creating high prices, virtual prices, causing confusion in market information for profiteering. Information on housing and the real estate market is not complete, timely, and lacks transparency.
To resolve these issues, opinions at the 3rd Session of the Central Steering Committee on housing policy and real estate market recently held that it is necessary to continue to shorten the time and simplify investment procedures and processes. Publicize and make transparent land plots, select units and enterprises to implement social housing. Continue to support taxes, allocate credit support packages, and re-lend to develop social housing projects. In particular, there is a need for strong and effective measures to rectify, enhance transparency, prevent negativity in the approval, purchase, sale, leasing, and fight negativity in policy implementation...
Since the beginning of the year, the Prime Minister has chaired many conferences related to social housing, issued 3 resolutions, 3 telegrams, 124 directives, in which 58 specific tasks were assigned to ministries, branches and localities to remove difficulties and obstacles, promote the development of social housing and the real estate market. These are important legal foundations and bases. However, for the market to operate stably, healthily, safely and sustainably, the Government needs to have a more specific assessment and comprehensive solutions, not just stop at a few individual solutions.
