Spreading the "people's support" strategy in the Southwestern sea region.
At the conference, the Secretary of the Party Committee and Political Commissar of the Coast Guard Command Region 4, Major General Nguyen Van Dung, stated that the program, implemented comprehensively over many years in coastal provinces and cities, has created a widespread impact, contributing to building a solid "people's defense" at sea. This has fostered patriotism, enhanced the sense of responsibility of fishermen in protecting sovereignty and maintaining security and order, while promoting sustainable development of the marine economy in the Southwest region.

The Command of Coast Guard Region 4 has closely coordinated with Party committees and local authorities in the Southwest region to achieve many outstanding results, contributing to strengthening national defense and security, developing socio -economic conditions, and improving the lives of coastal people. Notably, the dissemination of laws on the sea and islands has been intensified with many creative forms, including over 120 awareness sessions; hundreds of thousands of documents, national flags, portraits of President Ho Chi Minh, and medical kits have been distributed to fishermen. In particular, the "Mock Trial" model has been effectively implemented, helping fishermen easily understand and access legal regulations, contributing to reducing violations, especially in combating illegal, unreported, and unregulated (IUU) fishing. The "I Love My Homeland's Sea and Islands" competition attracted nearly 200,000 student participants.

In the field of social welfare, the Command of Coast Guard Region 4 has distributed nearly 2,900 gifts to policy beneficiary families, poor households, and disadvantaged fishermen; organized free medical examinations and provided free medicine to thousands of people; and supported eye surgeries, provided fresh water, and essential supplies to people in drought-stricken and disaster-stricken areas. These activities not only contribute to improving the material and spiritual lives of the people but also strengthen the military-civilian relationship.
In particular, the Coast Guard has always accompanied and supported fishermen in venturing out to sea, and many cases of maritime accidents have been rescued in a timely manner. The coordination and mobilization of civilian resources and personnel to participate in protecting maritime sovereignty and islands has been implemented effectively, creating high consensus among the people.

Building on these achievements, the "Coast Guard Accompanying Fishermen" public relations program for the period 2026-2030 will focus on coordinating and promoting the dissemination of information and mobilization of the people to effectively implement the Party's guidelines and policies, and the State's laws; strengthening the dissemination and education of laws on the sea and islands such as the Vietnamese Law on the Sea, the Fisheries Law, the Law on the Vietnam Coast Guard, the 1982 United Nations Convention on the Law of the Sea, etc. At the same time, it will provide timely information on the situation of the sea and islands; and raise awareness about combating illegal, unreported, and unregulated (IUU) fishing, protecting the marine environment, and ensuring maritime safety.

The Command of the Coast Guard Region 4 and local authorities will continue to coordinate in building safe areas and a strong grassroots political system; cooperate in combating crime, smuggling, commercial fraud, and drug-related crimes; and mobilize the people and fishermen to report crimes. They will also promote the role of political, social, and religious organizations in consolidating national unity and maintaining security and order in the area.

In the field of socio-economic development, the program clearly defines the mobilization of social resources to support coastal localities in building advanced and model new rural areas; caring for social welfare and showing gratitude; and sponsoring students from disadvantaged backgrounds.
The Coast Guard Command Region 4 will continue to be a pillar of support for fishermen venturing out to sea, effectively implementing search and rescue operations at sea; assisting fishermen in case of incidents; ensuring the safety of seafood exploitation activities; providing communication and guidance to fishermen to strictly comply with legal regulations, not violating foreign waters, not using destructive fishing methods, and contributing to the protection of aquatic resources and the marine environment.

At the same time, the program emphasizes the effective coordination and implementation of government regulations on mobilizing human resources, vessels, and civilian means to participate in protecting maritime sovereignty and islands. This aims to create consensus and mobilize the active participation of fishermen and vessel owners in the task of protecting national sovereignty, sovereign rights, and jurisdiction in maritime areas.
