The National Assembly session on April 7, 2026, became particularly significant as the nation's leaders were elected and sworn into office. Prime Minister Le Minh Hung, a member of the 70s generation, mentioned in his inaugural speech that "the people's trust is the nation's greatest resource."
Throughout history, in the struggle against foreign invaders and the building of the nation, thanks to the support of the people, the country has overcome countless periods of "storms and scorching sun." This is concretely embodied in the close connection between the two concepts of "People" and "Nation" in Ho Chi Minh's viewpoint and thought: "No matter how difficult, with the people's support, everything can be accomplished," and later: "A prosperous people, a strong nation."
General Secretary To Lam has repeatedly emphasized that the satisfaction of the people is the measure of leadership effectiveness. Prime Minister Le Minh Hung reiterated this at his inauguration ceremony. While in the past, the term "resolution" was like a grand, distant policy decision from the central government, today everything has become concrete, action-oriented, and close to the lives of the people. Citizens can easily assess the competence of officials and monitor the public administration in its operation, guided by a spirit of service. The two-tiered administrative system no longer waits for resolution guidance from the central government, but can proactively implement it immediately to bring benefits to the people in their localities.
Throughout the Party's key resolutions, one can sense a (very tangible) key urging the unlocking of the inherent strength, first and foremost among cadres, and then among the masses. This is something many countries in the region have achieved, despite limited natural resources, even harsh conditions like Japan, South Korea, and Singapore… Only energetic people with inner strength, driven by a desire for positive change, can create national strength to escape inherent stagnation.
Prime Minister Le Minh Hung is expected to perform not only as a young, talented, and enthusiastic individual with experience in important positions, including periods directly managing macroeconomic policies and achieving significant accomplishments. From a dialectical perspective, the challenges of achieving double-digit economic growth amidst unpredictable variables in the global order (to the point where events in Iran can have a major impact on remote villages in Vietnam) serve as a driving force for the new Prime Minister and members of the Government to implement policies flexibly.
In other words, given the global context, the openness of Vietnam's economy, the goals and vision entrusted by the Party and State, and the expectations and trust of the people... the government apparatus has no choice but to become increasingly technocratic.
