La Dêê changed thanks to special policies.

Over the past period, the integration of resources from support policies and investments in ethnic minority and mountainous areas has helped to improve the appearance of La Dêê commune (Nam Giang district, Quang Nam province).

The people benefit.

After more than four years of cultivating Vinh oranges on a 1-hectare hillside plot, the family of Mr. Chờ Rum Thương (in Đắc Chờ Đay village, La Dêê commune) is delighted to see hundreds of orange trees entering the pollination season. This initial success from their livelihood model provides Mr. Thương's family with additional resources for development and creates momentum for escaping poverty.

Mr. Thuong said that his family's orange cultivation model was implemented with support resources under Resolution No. 53 of the District People's Council. In addition to providing seedlings, the local government has recently organized training courses on cultivation techniques, helping many households confidently register to grow Vinh oranges with the hope that the model will generate high income for their families.

“This year, my family's orange orchard is in bloom, and some trees have already borne fruit. With this new cultivation technique, after monitoring, I see very promising results. I hope the orchard will yield high productivity, helping my family have a stable source of income to improve our lives,” Mr. Thuong shared.

In La Dêê, the Vinh orange cultivation model is just one of several new farming methods being applied to help people escape poverty. Typical examples include large-scale timber plantations combined with medicinal plant cultivation under the forest canopy, concentrated livestock and poultry farming, grocery stores, and fish ponds, which are being replicated in residential areas, providing stable income and contributing to improving the quality of life for local people.

Like the family of Ms. Blúp Yến (in Công Tơ Rơn village), who were previously a disadvantaged household in the commune. Due to a lack of capital and a lack of new production methods, their lives were difficult for a long time. In 2009, thanks to the encouragement of the local government, Blúp Yến boldly borrowed nearly 100 million VND from the employment creation fund of the District Branch of the Social Policy Bank to start livestock farming, creating a stepping stone for her entrepreneurial venture.

With capital and a new economic model, Blup Yen was selected to visit and learn from successful economic development experiences, gradually changing her life through a sustainable poverty reduction journey.

“To date, my livestock farm has nearly 100 black pigs and a herd of cattle, generating an income of about 100 million VND per year. In addition, my husband and I also cultivate acacia trees, grow organic vegetables, brew rượu (traditional Vietnamese rice wine), and run a rice milling business… to serve the needs of the local people. From a situation of food scarcity, my family's life is now much better,” Ms. Yen shared.

Setting poverty reduction goals

Previously, due to the lack of effective business practices, the lives of people in the border commune of La Dêê were very difficult, with a relatively high poverty rate. This not only affected the quality of life of the people but also created a barrier to the development of the locality, which is considered an international economic "gateway" on the East-West Economic Corridor, via the Nam Giang - Đắc Tà Oọc international border gate.

Mr. Brao Ngưu, Chairman of the People's Committee of La Dêê commune, said that by clearly identifying the unique opportunities and difficulties in the border region, the Party Committee and People's Committee of the commune have focused on implementing many decisive solutions, suitable to the conditions of the mountainous locality, helping the implementation of the new rural development program achieve positive results.

Currently, La Dêê commune has 468 households/1,770 inhabitants (of which ethnic minorities account for 98.38% of the population). With its mountainous characteristics, La Dêê has over 11,023 hectares of natural area; by 2024, with the goal of improving development, the poverty rate in the entire commune will be reduced to 9.05%, and the average per capita income will reach 45 million VND/person/year…

"To create a stable source of income for the people, in addition to promoting production linkages along the supply chain, the commune government supports the development and promotion of product brands, helping to form the La Dêê Agricultural Cooperative."

"After nearly three years of operation, the cooperative has nearly 20 members, with its main agricultural product being dried bamboo shoots that meet OCOP 3-star standards, and is currently completing the application for recognition of black sticky rice as meeting OCOP 3-star standards," Mr. Nguu said.

According to Elder Blúp Dứ, a respected figure in Đắc Ôốc village, in recent years, local people have consistently received attention from the Party and the State in supporting programs and projects for production development.

Using these resources, the commune government, in coordination with the Nam Giang International Border Gate Border Guard Station, organized and guided people in cultivating wet rice and green pomelo. As a result, people's lives have seen many positive changes; village roads and alleys have been concreted; schools and health stations have been invested in and improved...

With the goal of sustainable poverty reduction, La Dêê aims to continue leveraging its potential and advantages in investment resources and land conditions to promote production and livestock farming through integrated models. This includes focusing on integrating funding from national target programs and operational funds, prioritizing resources to effectively implement poverty reduction programs and help people settle down and prosper in this border area with Laos.
