Lai Chau: Meeting of the Steering Committee for Agricultural Development for the period 2021 - 2025

(laichau.gov.vn) This morning (August 22), Comrade Ha Trong Hai - Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for the implementation of resolutions, policies and projects on agricultural development for the period 2021 - 2025 chaired a meeting to deploy the implementation of resolutions, policies and projects on agricultural development for the period 2021 - 2025. The meeting was held in person and online from the provincial bridge to the bridge points of communes and wards in the province.

Attending the meeting at the provincial bridge point were members of the Steering Committee for implementing resolutions, policies and projects on agricultural development for the period 2021 - 2025; representatives of leaders and experts of the Provincial People's Committee Office.

Attending the bridge points of communes and wards were the Chairman of the People's Committee, Vice Chairman of the People's Committee and related departments and offices.

According to the report at the meeting, in the period of 2021 - 2025, the implementation of resolutions, policies and projects for agricultural development in the province has achieved many positive results, contributing to promoting the transformation of production structure, increasing value and income for people. After 4 years of implementing Resolution No. 05-NQ/TU dated February 22, 2021 of the Provincial Party Committee on the development of concentrated commodity agriculture in the period of 2021 - 2025, with a vision to 2030, many targets have exceeded the set targets. Notably: Concentrated commodity rice production, bee colony development, fruit tree planting, new orchid planting... thereby gradually changing the mindset of small-scale production to commodity production associated with the chain of linkage and product consumption.

Implementing Resolution No. 03-NQ/TU dated February 3, 2021 of the Provincial Party Committee on sustainable forest development, by 2024, the forest coverage rate will reach nearly 53%, equal to 98.05% of the resolution target. Project No. 04-DA/TU dated August 25, 2021 of the Provincial Party Committee on developing essential infrastructure for agricultural production areas towards concentrated commodities has been effectively implemented, with the active participation of people in donating land and contributing working days. The infrastructure system has gradually been completed, contributing to the formation of large-scale concentrated agricultural production areas. Resolution No. 13/2019/NQ-HDND dated July 23, 2019 of the Provincial People's Council stipulating policies to support linkages in production and consumption of agricultural products has initially been effective, encouraging businesses and people to participate in the linkage chain, towards concentrated production with high economic value. Resolution No. 39/2019/NQ-HDND dated December 11, 2019 of the Provincial People's Council on developing agricultural production in extremely disadvantaged communes and border communes in the period of 2020 - 2025 has contributed to rapid and sustainable poverty reduction. By the end of 2024, grain output reached nearly 144 thousand tons, equal to 109% of the Resolution's target.

Implementing Resolution No. 38/2019/NQ-HDND dated December 11, 2019 of the Provincial People's Council on developing a number of medicinal plants in the period of 2020 - 2025, with a vision to 2030, the whole province has planted over 141 hectares of Lai Chau ginseng, more than 10 hectares of seven-leaf, one-flower plants and nearly 1,300 hectares of other medicinal plants in the direction of commodities. The synchronous implementation of Resolutions, policies and projects has contributed to exploiting the potential and strengths of the locality; gradually transforming self-sufficient agriculture into concentrated, intensive and effective commodity production; improving income and life for rural people.

Discussing at the meeting, delegates focused on pointing out difficulties, limitations and sharing good practices in implementing Resolutions, policies and projects on agricultural development for the period 2021 - 2025.

Concluding the meeting, Mr. Ha Trong Hai - Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for the implementation of resolutions, policies and projects on agricultural development for the period 2021 - 2025 summarized some of the results achieved in the agricultural sector in the past time. Regarding the tasks in the coming time, he requested the Department of Agriculture and Environment to preside over and coordinate with the communes to review the tea planting targets, promptly and flexibly adjust accordingly; promptly control, prevent and suppress the epidemic, in which promoting propaganda work so that people and organizations strictly implement, have sanctions to strictly handle violations, and avoid spreading the epidemic.

Comrade Ha Trong Hai - Vice Chairman of the Provincial People's Committee, Head of the Steering Committee delivered a concluding speech at the meeting.

Along with that, he requested the Department of Agriculture and Environment to soon develop a plan to organize the autumn-winter crop in communes with favorable conditions; direct the care of crops and livestock, propagate people to comply with technical processes, strengthen inspection, maintain specialty, endemic products, OCOP products. Request the Department of Finance to speed up the implementation of agricultural projects; strengthen management, use of budget, bidding process. The Department of Industry and Trade takes the lead in coordinating with specialized departments to strengthen connections to find markets, e-commerce platforms to increase the value of products...
