Mastering the electric vehicle technology 'game' in Vietnam.

Promoting the production and use of electric vehicles is not only an inevitable energy transition trend, but also a leverage for Vietnam to master core technologies. In particular, increasing the localization rate is considered the "key" for domestic businesses to participate more deeply in the global supply chain and achieve energy self-sufficiency in the future.

A step forward in mastering domestic technology.

In the context of a world facing numerous fluctuations in the supply and price of fossil fuels, the transition to electric vehicles and clean energy has become an urgent requirement to ensure energy security and sustainable development in Vietnam.

According to Mr. Pham Van Quan, Deputy Director of the Industry Department ( Ministry of Industry and Trade ) - who has directly used VinFast electric vehicles since 2022 - electric vehicles are not just a means of transportation but a new industrial ecosystem. Based on his own experience, Mr. Quan shared: "When we first bought the car, my family was worried about fire hazards, but over time, the durability of the engine and its operating efficiency have completely convinced us. This is an inevitable transition, just like how we switched from 'brick phones' to smartphones."

Many are concerned that Vietnam's electric vehicle industry is still heavily reliant on imported components. However, from a professional perspective, Mr. Pham Van Quan argues that this assessment does not accurately reflect the reality.

The actual figures show an incredible breakthrough: By the end of 2025, Vietnam had established 28 standards and regulations related to charging stations, charging equipment, and rechargeable batteries. It is expected that this legal framework will be fully completed in the third quarter of 2026. Also by the end of 2025, the localization rate of VinFast vehicles had reached approximately 60%. When the battery manufacturing plant in Ha Tinh becomes fully operational, this rate will increase to 80%.

In particular, Vietnam has gradually mastered the most important core technologies such as motors and batteries – the components that account for the highest value in electric vehicles. Along with that, new investment projects are aiming to bring the localization rate for the battery storage sector to 80-90% in the near future.

Compared to FDI enterprises in the traditional automotive sector, which have only achieved a localization rate of 10-15% after decades of operation, the rapid development of the domestic electric vehicle industry is clear evidence of Vietnam's production capacity and aspiration to master technology. Possessing technological capabilities, from engines to battery storage, helps Vietnam not only reduce its dependence on imports but also opens up opportunities to export technology to international markets.

Mr. Hoang Ha, General Director of VinFast Electric Motorcycles in Vietnam, affirmed the company's vision is to create a sustainable green mobility ecosystem. Mr. Ha stated that by building a system of 150,000 charging ports and the largest distribution network in Vietnam, VinFast is making the process of owning an electric vehicle easier and more enjoyable than ever before, contributing to strengthening its role as a leading enterprise in the domestic electric vehicle industry ecosystem.

Breakthrough policies for green supply chains

To create momentum for the electric vehicle industry, the Ministry of Industry and Trade has implemented a comprehensive set of policies to support supporting industries, issuing Decree 205/2025/ND-CP amending and supplementing several articles of Decree 111/2015/ND-CP dated November 3, 2015, of the Government on the development of supporting industries. These mechanisms aim to ensure sustainability, competitiveness, and promote the formation of a domestic industrial ecosystem.

Current incentive policies are considered among the strongest, including tax breaks, land and land lease fee incentives, tax exemptions for the first four years and tax reductions for the following nine years. In particular, the Ministry of Industry and Trade applies strict criteria to protect and promote domestic businesses.

Specifically, currently, around 700 businesses are participating in VinFast's supply chain, creating a strong supporting industrial ecosystem. FDI businesses wishing to benefit from incentives must have at least one Vietnamese business participating in their supply chain. Products eligible for incentives must contain a high level of science and technology, rather than simply being assembled.

Dr. Vo Tri Thanh, Director of the Institute for Brand Strategy and Competition Research, emphasized that the development of the electric vehicle industry should not only focus on increasing production, but more importantly, on mastering core technologies such as precision mechanics, software, and the circular economy.

For the green transition to be successful, Vietnam needs a synchronized approach on both the supply and demand sides. On the supply side, it is necessary to support manufacturing businesses and enhance their capabilities through programs such as "Go Global" to enable small and medium-sized enterprises (SMEs) to participate in global supply chains. On the demand side, it is necessary to promote a sufficiently large market size to allow the supporting industrial ecosystem to develop strongly.

Dr. Vo Tri Thanh further analyzed that the success of electric vehicles is not just a story of individual businesses, but also a reflection of market dynamics. When the market reaches a sufficiently large scale, a supporting industrial ecosystem with hundreds or thousands of businesses will have the conditions for sustainable development. According to Dr. Thanh, this is a market game where healthy competition will force businesses to constantly innovate, improve transparency, and enhance technological quality.

Overall, with the completion of the legal framework for charging stations in Q3/2026, Vietnam is strengthening a crucial infrastructure foundation to complete a comprehensive electric vehicle ecosystem. The combination of sound support policies, efforts to master technology, improved infrastructure, and a healthy competitive environment will be key to the breakthrough of Vietnam's electric vehicle industry, contributing to the realization of green growth and net zero emissions by 2050.
