For the first time, the law adds an online military service registration form. Specifically, under the old law, citizens registering for the first time must register directly at the military service registration agency. Under the new law, citizens must register for military service for the first time online or directly at the military service registration agency.

Citizens who have registered for military service and have changes in position, education, expertise, health or related information must register online or in person at the competent authority.

Citizens who have registered for military service and are called to study at schools belonging to vocationaleducation institutions or higher education institutions in the national education system must register online or directly at the agency where they registered for military service to complete procedures to transfer military service registration to the educational institution; after leaving school, they must complete procedures to transfer military service registration to their new place of residence or workplace.

In case of having registered for military service, if leaving the place of residence or place of work or study for 3 months or more, one must register online or directly at the place of military service registration to register for temporary absence from military service. Upon returning to the place of residence or place of work or study, one must re-register within 5 working days.

Regarding the procedure, every January, the Commander of the Commune Military Command, the head or legal representative of the agency or organization reports to the Chairman of the Commune People's Committee the list of male citizens who are 17 years old in the year and male citizens of military service age who have not registered for military service.

Every April, the Chairman of the Commune People's Committee decides to call citizens to register for military service for the first time.

The commune chairman was ordered to call citizens to join the army.

The law also stipulates that the authority to decide to call citizens to join the army and perform military service in the People's Public Security Forces belongs to the chairman of the People's Committee at the commune level, instead of the commander of the district-level military command as in the old law.

The decision to call up for military service or to call up for duty in the people's police must be delivered to citizens at least 15 days before the time stated in the decision.

The provincial People's Committee is responsible for organizing the handover of citizens called for military service and performing their duty to join the People's Public Security to military receiving units, and at the same time organizing the military handover ceremony carried out by the Regional Defense Command, according to regulations of the Minister of National Defense.

The People's Committees at the commune level and relevant agencies and organizations must publicize the following contents: the number, subjects, and criteria for military service; the list of eligible citizens; the list of citizens called for military service or to join the People's Public Security; the list of citizens temporarily deferred or exempted from military service. This information must be published on the electronic information portal and posted at the headquarters of the People's Committees at the commune level, agencies, and organizations.

The provincial and communal military service councils are reorganized in the following direction: The chairman of the council is the chairman of the People's Committee of the same level; the permanent vice chairman is the commander of the provincial and communal military agency; the vice chairman is the director of the provincial police or the chief of the communal police.

The Law also stipulates the transfer of a number of tasks from the district-level military command to the regional defense command, such as: removing from the military service registration list; releasing non-commissioned officers and reserve soldiers; organizing and receiving at the handover ceremony soldiers who have completed their active duty.
