Spreading motivation and development aspirations from party congresses at all levels

“The Party Congress is very important to the revolutionary future of our Party and our people.” Imbued with President Ho Chi Minh’s viewpoint, Party committees at all levels have been thorough, scientific, and straightforward in summarizing practices, innovating thinking, making efforts to create breakthroughs, and spreading motivation and aspirations for development.

Creative and drastic measures in preparing and organizing Party congresses at all levels further affirm the role and responsibility of the ruling Party, determined to innovate comprehensive leadership methods in building and developing a strong and prosperous country.

Lesson 1: Breakthrough from summarizing the implementation of the resolution

Party congresses at all levels leading up to the 14th National Party Congress have made a historic mark, setting out visions and strategic decisions for the country's development in the new era. From major orientations to specific tasks, the Central Committee and Party organizations at all levels have shown their determination to look straight at the truth, point out weaknesses, and persistently create strong changes right in the process of summarizing the implementation of the goals and tasks of the 13th National Party Congress term.

In a very short time, the policy of arranging and streamlining the apparatus of the political system, merging and rearranging administrative units has been implemented drastically and urgently. In practice, the spirit of "running and lining up at the same time" is a strong and breakthrough change in innovation of leadership methods, improving the leadership and management capacity of Party committees and organizations at all levels in the process of preparing for Party congresses at all levels.

Consistent policy is implemented with breakthrough

The policy of building a streamlined, effective and efficient political system has always been reflected in the Party's documents and resolutions, especially in the 40 years of implementing the renovation process. Reading the documents of the Party Congresses, we can see that they have pointed out shortcomings and weaknesses and proposed tasks on administrative reform, streamlining the apparatus or researching and building models, improving the operational efficiency of organizations and the overall apparatus of the political system.

The 6th Conference of the 12th Party Central Committee issued a thematic resolution on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently (Resolution No. 18-NQ/TW dated October 25, 2017). In the process of drafting documents for the 14th Congress and reviewing the 7 years of implementing Resolution No. 18, the Central Committee pointed out: The shortcomings, limitations, delays, and lack of determination in implementing the policy of innovation and reorganization of the apparatus of the political system have caused many serious consequences. The cumbersome apparatus causes waste and hinders development, which is one of the reasons why many of the Party's policies are slow to come into practice, some policies are not implemented or are implemented only in a formal manner.

In November 2024, at the first meeting of the Central Steering Committee summarizing the implementation of Resolution No. 18 (Steering Committee), General Secretary To Lam , Head of the Steering Committee, emphasized that summarizing the implementation of Resolution No. 18 is a particularly important task, a revolution in the organization of the political system, which must be carried out with the highest determination and drastic actions of the entire political system. From the Central Committee's request, all levels, sectors, localities and units have worked diligently, urgently, and without days off to perfect plans for a truly streamlined apparatus. In parallel with summarizing the implementation of Resolution No. 18, inheriting the results and pointing out the existing problems, limitations, "bottlenecks", and "knots", it is necessary to immediately implement the determination to reform and improve the effectiveness and efficiency of the political system.

Talking to us about the implementation of this policy in recent times, former Standing Deputy Secretary of the Bac Kan Provincial Party Committee Phuong Thi Thanh noted: "This is a remarkable breakthrough, implemented by our Party in an effort to innovate leadership methods and improve the Party's leadership and governing capacity". Mr. Ho Si Quyet, Secretary of the Party Cell of Residential Group 14, Dong Hai Ward, Khanh Hoa Province commented: "Summarizing the implementation of the resolution is not to praise, reward, or highlight achievements, but rather to look straight at and clearly state the reality in order to resolutely and urgently issue new policies, overcome existing problems, and immediately implement and bring new policies and guidelines into life".

From here, the spirit of "running and lining up at the same time", the Central Government does not wait for the provincial level; the provincial level does not wait for the district level; the district level does not wait for the grassroots level has immediately become a reality in every work of each locality and unit. Only one month after the first meeting of the Steering Committee, the Politburo issued a decision on the functions, tasks, powers, organizational structure, and working relationships of 13 Party agencies, public service units of the Party, the Central Committee of the Vietnam Fatherland Front and socio-political organizations at the Central level, demonstrating the spirit of going ahead and setting an example of the advisory and support agencies of the Party at the Central level.

Discussing the practice of “running and queuing at the same time”, many cadres, party members and people unanimously commented that the drastic spirit of reform is clearly shown through each number after each week and each month. At the central level, 4 party agencies; 5 ministries and 3 government agencies; 5 agencies of the National Assembly; 25 party executive committees, 16 party delegations; 30 general department-level and equivalent focal points, 1,025 department-level and equivalent focal points, 4,412 department-level and equivalent focal points, 205 public service units. At the provincial and district levels, 66 party committees, 644 party delegations, party executive committees, 1,021 advisory and support agencies, 1,778 professional agencies were reduced...

Decisive, clear about people, clear about work, clear about time

The breakthrough effort to innovate the leadership methods of Party committees and organizations in the process of summarizing the 2020-2025 term and preparing for Party congresses at all levels for the 2025-2030 term is to reorganize and streamline the apparatus, adjust administrative boundaries and operate the 2-level local government model. The policies are immediately implemented. The conclusions and plans clearly assign each task, set the time to complete, clearly identify the focal point, responsible person and are regularly adjusted to shorten the time as much as possible. It is easy to see the determination shown through each time point.

In February 2025, the Central Committee assigned the Government Party Committee to preside over and coordinate with agencies to research directions for continuing to reorganize and eliminate intermediate administrative levels (district level), continue to reorganize commune levels in accordance with the new organizational model, and orientate the merger of a number of provincial-level administrative units, and report to the Politburo in the third quarter. But in just 8 weeks, on the closing day of the 11th Central Conference, the Central Executive Committee issued Resolution No. 60-NQ/TW dated April 12, 2025, agreeing to implement the policy of amending and supplementing a number of articles of the 2013 Constitution; the plan to merge provincial-level administrative units, not organize district levels, merge commune levels and build a 2-level local government organization model...

Two days later, the Steering Committee issued Plan No. 147-KH/TW assigning responsibilities for implementing 121 groups of tasks, with completion time calculated by day. Weekly reporting progress, including adjustments to policies, mechanisms, and policies, is also based on a summary of the situation in localities during the week. Not afraid of difficulties, not afraid of challenges, not perfectionism is the requirement of the Steering Committee. Relevant agencies and units closely coordinate, regularly urge and inspect the implementation; promptly grasp the situation, and promptly remove arising difficulties and problems. For the first time, the history of the Vietnam Fatherland Front's activities recorded the time between two changes in functions, tasks, and organizational structure as 6 months (from December 28, 2024 to July 1, 2025 - the time when Decision No. 304-QD/TW takes effect).

The effort to make a breakthrough and innovate the leadership methods of Party committees and organizations in the process of summarizing the 2020-2025 term and preparing for Party congresses at all levels for the 2025-2030 term is to carry out the arrangement and streamlining of the organizational apparatus, adjust administrative boundaries and operate the 2-level local government model.

After more than 11 weeks of implementing Resolution No. 60, July 1, 2025 is a milestone in the history of the political system when the 2-level local government model officially operates. For the first time in nearly half a century, Vietnam has the fewest number of provincial-level administrative units, 34 provinces and cities; ended the operation of 696 district-level administrative units; the whole country has arranged to have 3,321 commune-level administrative units, a decrease of 66.91%. In the story, veteran Nguyen Tien Mieu, 78 years old, 58 years of Party membership, residing in Nhan Hoa ward, Bac Ninh province, read these numbers fluently and added: "Since its inception, our Party has never shown satisfaction with the achievements, but has always been concerned and made constant efforts to have breakthroughs in guidelines and policies, creating turning points in the struggle for national independence and building and protecting the country".

The Hai An Ward Party Committee and Gia Loc Commune Party Committee are the two units selected by the Hai Phong City Party Committee to organize model congresses. In July 2025, along with the urgent preparation for the organization of the Party Congress, there was a remarkable effort when for the first time approaching and catching up with the large amount of work in operating the 2-level local government model. The documents of the Party Congresses of the two localities immediately updated the Central's direction, identifying the breakthrough task of innovating the thinking and leadership methods of Party committees and administration of the government; developing the private economy; promoting digital transformation... According to statistics, in July, the Hai An Ward Party Committee issued 266 documents; the Hai An Ward People's Committee issued 456 documents specifying the policies of the Party committees, higher-level authorities and leaders, organizing implementation...

The Party Congresses at all levels for the 2025-2030 term leading up to the 14th National Party Congress are important events, milestones opening a new stage of development. From the breakthrough in summarizing the term, innovating leadership methods, improving leadership and governing capacity, the fighting strength of grassroots party organizations are clearly demonstrated in the process of determining goals, decisions, and solutions to continue promoting the comprehensive and synchronous innovation process, joining hands and unanimity to successfully implement the country's development goals by 2030 and vision 2045.
