Spreading the 'community shield' model

In modern urban life, the risk of fire and explosions is always present, especially in households and small businesses. In reality, even a small oversight can have serious consequences, causing significant loss of life and property. Phan Dinh Phung Ward is one of the exemplary models for effectively promoting the fire prevention and fighting model of neighborhood groups. The ward currently has over 121,000 residents and 29,000 households, 80% of which are service businesses. These shops sell a wide variety of goods, including many flammable items such as fabrics, groceries, leather goods, and electronic components.

Therefore, protecting property and lives from the risk of fire and explosions is always a constant concern for the people. A highlight in fire prevention and control in the ward is the model of the No. 1 Fire Safety Neighborhood Group, Group 97. Through social mobilization, the group has built a public fire fighting equipment storage cabinet, a 300m long hose system, and many other tools such as fire extinguishers, alarm bells, foam extinguishers, sledgehammers, bolt cutters, etc.

In particular, households have also equipped themselves with additional devices, ready to respond when incidents occur. Mr. Le Van Tuan, Head of Fire Safety Neighborhood Group No. 1, said: "Aware of the high risk of fire and explosions, 23 households in the group have agreed to install fire prevention equipment. Since the establishment of the Fire Safety Neighborhood Group, residents feel more secure in their businesses and lives, and there have been no fires in the past three years."

Starting from just one pilot project, Phan Dinh Phung ward now has over 170 fire safety-compliant neighborhood groups. This number demonstrates the consensus and positive response from the residents.

Mr. Tran Dinh Thin, Vice Chairman of the People's Committee of Phan Dinh Phung Ward, emphasized: "The fire safety model of neighborhood groups in many areas has proven to be very effective. In the coming time, we will continue to promote and encourage people to understand the importance of establishing neighborhood groups, participate in training sessions on the use of fire-fighting equipment, and encourage the replication of this model."

Not limited to just one ward, the entire province now has over 900 fire safety neighborhood groups. This is the result of close coordination between local authorities and the police force in disseminating information, providing guidance, and training people in fire prevention and control skills.

Mr. Le Van Tuan, Head of the Neighborhood Safety Team No. 1, Group 97, Phan Dinh Phung Ward, skillfully operates fire-fighting equipment.

In reality, neighborhood fire safety groups are not only equipped with fire fighting equipment but also receive training on how to use fire extinguishers, water hoses, and escape skills in case of an emergency. As a result, each household becomes a "local fire fighter," ready to cooperate in handling emergency situations.

It can be seen that the fire safety neighborhood group model is not only a practical solution in preventing and handling fire incidents, but also contributes to raising self-awareness and responsibility for fire prevention and control in the community.

The effectiveness of the model in Phan Dinh Phung ward and many other localities in the province shows that fire prevention and control is not only the responsibility of the authorities but also a vital obligation and right of each household. This spirit of "self-management - self-prevention - self-protection" has transformed small houses and shops into strong links in the community's fire prevention network.
